No full textThe Namibian administration has undertaken numerous endeavors to bolster MSME development in Namibia, encompassing fiscal aid schemes, tax alleviation, aptitude. enhancement projects and fostering digital technology utilization. Notwithstanding these predicaments, Namibia's MSMEs have demonstrated tenacity and pliability, occupying a vital function in the nation's economic resurgence. This current study aimed to evaluate the repercussions of the COVID-19 pandemic and the Russia-Ukraine crisis on Namibia's MSMEs, concentrating on technology and innovation, trade, and regional integration. The findings emphasize the challenges encountered by MSMEs, including GDP growth oscillations, trade deficits, and an elevated dependence on micro-enterprises. The COVID-19 pandemic and the Russia-Ukraine crisis further affected the economy, resulting in inflation, exchange rate fluctuations, and global trade disruptions. The study shows that Namibia's MSMEs are predominantly situated in urban zones, with the services sector being the most represented. Nevertheless, international trade remains a latent area for expansion. Workforce variations were contingent on the international trade engagement of enterprises, with import-centric businesses experiencing substantial revenue declines in 2020

ECA Collaborates with Central African Member States on monitoring National Development Plans
No full textPlanning experts from key ministries in three Central African countries concluded a five-day training focused on digitalizing National Development Plans (NDPs) and using the Integrated Planning and Reporting Toolkit (IPRT) designed by the United Nations Economic Commission for Africa (ECA). Jean Luc Namegabe Mastaki, director of the ECA Sub regional Office for Central Africa reaffirmed commitment to consolidating partnership with the Ministries of Planning in the region, noting that ECA aims to provide continued support in the design of future NDPs. This will include support to enabling robust monitoring and evaluation frameworks for NDPs and leveraging the IPRT for data gathering on the UN’s Voluntary National and Local Reviews. Marcel Kanda Mukanya, Chief of Staff of the Minister of Planning in the DRC highlighted the usefulness and importance of IPRT in his remarks, and thanked ECA for choosing the DRC to host the training

No full textL’ICG a été créé conformément à la décision de la 7e directive ministérielle du Conseil des ministres de la ZLECAf chargés du commerce, qui a été adoptée par les chefs d’État et de gouvernement en février 2022. L’initiative est une solution provisoire pour lancer des échanges commerciaux significatifs entre les États parties intéressés qui ont satisfait aux exigences minimales pour commencer à commercer dans le cadre de l’accord, pour tester l’état de préparation du secteur privé et pour tester l’environnement opérationnel, institutionnel, juridique et de politique commerciale dans le cadre de la zone de libre-échange des Amériques. L’objectif principal de l’étude était de documenter et de fournir des informations pratiques sur l’évolution et la gestion de quelques relations commerciales spécifiques qui ont eu lieu dans les premières phases de l’ICG. Il permet également de tirer des leçons des expériences des participants qui permettraient à d’autres États parties de naviguer plus efficacement dans les processus de mise en œuvre de la ZLECAf et, en fin de compte, de catalyser l’augmentation du commerce intra-africain dans le cadre de la ZLECAf dans les années à venir. L’étude a documenté les processus d’exportation/importation dans les pays participants afin de mieux comprendre l’efficacité des procédures d’importation et d’exportation, des structures réglementaires et institutionnelles mises en place pour soutenir la mise en œuvre de l’accord de la ZLECAf. Elle a également identifié les principaux défis rencontrés et les succès remportés, tiré des enseignements et recommandé des mesures correctives le cas échéant

No full textThe sixth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) confirms that the Greater Horn of Africa (GHoA) is one of the most adversely impacted regions on the planet by extreme weather events, climate variability, and change. Addressing the impacts of devastating extreme weather events, climate vulnerabilities, and changes in GHoA requires strengthening Climate Information Services (CIS), including in terms of Anticipatory Action, Early Warning Systems (EWS), and preparedness and early action for climate-resilient development, among others. Part of the recommendations and policy-related solutions to the devastating extreme weather events and climate crisis calls for countries to shift from delayed silos and reactive emergency management to proactive responses through effective joint investment, adoption, and implementation of multi-hazard early warning for all initiatives and programs aimed at enhanced regional preparedness and early action by the GHoA countries and the international development partners. These include: Strengthening disaster risk knowledge and management, Enhancing infrastructure, human and technical capacity for observing, monitoring, analyzing, and forecasting extreme weather and climate variability-related hazards, Improving communication and dissemination for better access, uptake, and use of a multi-hazard early warning, and (iv) Enhancing preparedness and coordinated early action by building regional, national, and community-level response capabilities of the GHoA countries

The purpose of the validation meeting was to provide an opportunity for stakeholders to discuss, validate and suggest changes to the draft policy document. The highlight of the event was the presentation of the draft policy document by ECA Consultant Dr. Christopher Guta who shared broad policy directions, which included policy goals, outcomes, objectives, guiding principles and intervention areas
