    African countries have ratified a few international treaties and agreements and have issued laws at the national level to tackle the negative effects of climate change. Carbon markets have exhibited the potential to support developing countries in their efforts to tackle the twin goals of accelerating sustainable development by attracting more climate finance and curbing greenhouse gas emissions. Therefore, the aim of the present paper is to introduce the concept of carbon markets and explain how they could be beneficial for African Governments in reducing greenhouse gas emissions and augmenting funding of their development priorities for poverty reduction and overall economic development. The following section is dedicated to the recent growth performance of Africa and the significance of the continent’s industrialization agenda and the need to incorporate climate adaptation and mitigation measures into overall industrialization and development priorities. In section 3, the impact of climate change on African economies is considered, while in section 4, climate change mitigation measures and their effectiveness in African economies are addressed. In section 5, attention turns to the importance of carbon markets for African countries, followed by the main challenges affecting the growth of carbon markets in Africa in section 6 and the different types of carbon pricing mechanisms and their significance in section 7. Section 8 contains suggested policy recommendations to assist African countries in their quest to fully exploit the potential that comes with credit markets

The EC is of the opinion that negotiations could focus on: greater legal clarity of the relationship between WTO rules and trade measures taken pursuant to multilateral environmental agreements. The negotiations should aim to increase the responsiveness of the WTO system, through integration of environmental concerns and by fostering co-operative action between the WTO and other international organizations, with view to promoting sustainable development

    Innovation, investment, and skills needs, and resilience during the COVID-19 pandemic : lessons from a survey of small and medium-sized enterprises in Algeria

    In 2020, Algeria’s GDP fell by 6% due to the pandemic and low oil prices but rebounded by 3.5% in 2021. High oil and gas prices, partly due to the Ukraine conflict, have benefited Algeria, though challenges from COVID-19, supply chain issues, and climate change persist. Inflation rose to 9.2% in 2022, straining households. The IMF forecasts 3.4% GDP growth for Algeria in 2023, slowing to 2% in the medium term. Key issues include limited economic diversification, weak competitiveness, and insufficient job creation. A 2021 survey by the Economic Commission for Africa (ECA) involving 985 business enterprises in Algeria highlighted that innovation and digitalization are critical for economic resilience and growth. The survey found that companies generally pay little attention to innovation, which is closely linked to their digitalization efforts. Enhancing innovation and digital skills is essential for job creation, particularly for women and skilled workers, and for strengthening the private sector’s role in economic diversification. These insights are crucial for formulating effective public policies to address Algeria’s economic vulnerabilities and promote sustainable growth
