    African Ministers call for reforms of the IMF’s Special drawing Rights system

    African Ministers of Finance, Planning and Economic Development have called for reforms of the IMF’s Special Drawing Rights (SDR) system to strengthen the global financial safety net and make more liquidity available to developing countries. The call for reforms was made during a meeting of the Africa High-level Working Group on the Global Financial Architecture on the margins of the 2023 Annual Meetings of the African Development Bank Group held in Sharm El-Sheikh, Egypt. The ministers emphasized the need for SDR allocation decisions to be made in a rule based analytical manner to reduce the discretionary and political nature of the allocation process

    Human capital and productive employment creation: addressing Africa’s skills gap

    The levels of human capital and skills differ widely between continents and over time. While skills and human capital on the African continent have improved over time, a gap with other continents remains (Penn 2019). Of more concern, the gap in human capital between Africa and the rest of the world has widened slightly over the years. While the fast pace of Asia’s human capital growth has contributed to this growing gap, the fact remains that Africa is behind its peers in other continents and the rest of the world. There is a strong link between a country’s human capital and total factor productivity: increasing a country’s population’s skills capacity also improves the efficiency level of that country’s inhabitants. Furthermore, while there is a large gap in the human capital level between Africa and the rest of the world, human capital levels also differ widely within Africa (Penn, 2019). A large cluster of countries has lower levels of human capital and total factor productivity, with a striking geographic or regional divide. Human capital tends to be higher in Southern African and North African countries

    The present brief sets out the prospects in Africa for achieving the Sustainable Development Goals and Agenda 2063 in the context of the cascading crises that have been triggered by the coronavirus disease (COVID-19) pandemic and the war between the Russian Federation and Ukraine. The analysis draws on the findings of the 2022 Africa Sustainable Development Report of the African Union Commission, the Economic Commission for Africa (ECA), the United Nations Development Program and the African Development Bank, which was focused on the theme of the 2022 high-level political forum on sustainable development: “Building back better from the coronavirus disease (COVID-19) while advancing the full implementation of the 2030 Agenda for Sustainable Development”. The brief includes proposals for policy measures to accelerate the achievement of the Sustainable Development Goals and to enhance resilience to external shocks

    De nombreux pays africains sont parmi les plus vulnérables au monde face aux changements des conditions écologiques et climatiques. En outre, presque tous les pays du continent sont actuellement très endettés. Ils sont donc pris dans un cercle vicieux : le service de la dette réduit la marge de manœuvre budgétaire disponible pour les investissements dans l’adaptation au changement climatique et l’atténuation de ses effets ou pour lutter contre la dégradation de l’environnement. Les échanges dette-nature et climat permettent aux pays qui possèdent une biodiversité précieuse de faire payer à d’autres leur protection et leur approvisionnement en tant que bien public mondial. Ils pourraient donc attirer de nouveaux fonds ou parties prenantes et même générer des revenus supplémentaires pour ces pays. Cependant, malgré leur grand potentiel, les échanges dette-nature et climat restent, pour l’instant, un instrument de niche sur le marché financier. Le présent rapport évalue la faisabilité de la mise en œuvre des échanges dette-nature et climat en Afrique, ainsi que leur potentiel à mobiliser des financements supplémentaires pour les mesures climatiques tout en réduisant le fardeau de la dette. Il examines comment les pays africains pourraient tirer parti de l’intérêt croissant des investisseurs pour ces instruments qui protègent la biodiversité et répondent à la crise climatique. Le rapport contient également des recommandations sur la manière de concrétiser au mieux les promesses des échanges dette-nature

    The United Nations Economic Commission for Africa (ECA), through its Sub-Regional Office for West Africa, in collaboration with the Regional Consortium for Research in Generational Economics (CREG) is organizing a regional workshop on Budgeting Sensitive to Demographic Dividend (BSDD) in Cotonou, Benin from May 22 to 26, 2023. The main objective of the workshop is to build the capacity of the Member States on Retropolation and Connexion of the Demographic Dividend Monitoring Index (DDMI), the latter being the 3rd step of the BSDD process. "The demographic profile of West Africa has consequences for wealth creation and the inclusive and sustainable development of our countries. Reversing this trend is more than a priority, it is an imperative. It is an emergency," concluded the Director of the ECA Sub Regional Office for West Africa

    ATPC reaffirms its commitment to contribute to the AU under the Theme of the Year 2023 “Acceleration of AfCFTA Implementation”. Stephen Karingi, Director of Regional Integration and Trade Division at the Economic Commission for Africa (ECA), called on African countries to expedite the reform of their domestic policy and institutional landscape to boost intra-African trade and accelerate economic transformation through effective implementation of the African Continental Free Trade Area (AfCFTA). The AfCFTA can help Africa fix its macroeconomic challenges, address food insecurity, overcome the predicament of jobless growth, and serve as a tool for inclusive and sustainable development. All this is possible, but only if we fully implement the AfCFTA and unleash its potential to the full,” said Mr. Karingi. The key to succeed in this endeavor lies in our ability to use the AfCFTA as a platform for Africa’s industrialization, added Mr. Karingi. To this end, ECA is supporting several initiatives, including the development of the electric battery value chain in the Democratic Republic of Congo and Zambia
