Digital Trade Regulatory Integration Country Profiles: Algeria
This country profile, prepared by the African Trade Policy Centre of the United Nations Economic Commission for Africa, examines Algeria's regulatory environment for digital trade. It assesses the restrictiveness of digital services trade and the level of digital trade integration under various policy areas, including infrastructure, electronic transactions, payment systems, intellectual property, and other barriers. The report highlights Algeria's legislative measures to enable digital trade, the need for further alignment with international standards, and recommendations for facilitating digital trade, such as becoming a signatory to key international treaties

Recent crises, including the COVID-19 pandemic, the Ukraine war, and inflation, have exacerbated poverty, inequality, and vulnerability in Africa, reversing prior gains. However, outdated household survey data in many countries such as Ghana (2022), Namibia (2015), Uganda (2019/20), and Tanzania (2017/18) hinder accurate poverty assessment and policy responses. To address this, the UN Economic Commission for Africa (ECA) developed an imputed elasticity approach to estimate current poverty, vulnerability, and inequality, enabling governments to design targeted interventions despite data gaps. This brief highlights ECA’s efforts in these four nations to equip policymakers with timely insights for effective poverty reduction strategies

Greening the implementation of the African continental free trade area agreement
The African Continental Free Trade Area (AfCFTA) Agreement aims to create a single market for goods and services, increase intra-Africa trade and promote sustainable socioeconomic development in Africa. African countries need to balance efforts to address these goals with the urgency of climate change. As of the 27th session of the Conference of Parties of the United Nations Framework Convention on Climate Change in 2022, most African countries had submitted their Nationally Determined Contributions (NDCs) to mitigate the impact of climate change. Establishing a carbon market is now on the policy agenda. This paper uses a dynamic general equilibrium model with different sources of energy (including renewable energy) and an in-depth presentation of greenhouse gas emissions to assess the economic and environmental impacts of implementing the AfCFTA Agreement and adopting various climate policies in Africa, including those NDCs and the International Monetary Fund’s proposal of carbon price floors. It shows that implementing the agreement and achieving Africa’s climate objectives are compatible. Continental coordination of emissions reduction among African countries proves most efficient for climate action
Carbon markets under the Paris Agreement for African Private sector and NGOs: Policy brief 25
The Paris Agreement, adopted in 2015, aims to limit global warming to well below 2°C and to continue efforts to limit it to 1.5°C above pre-industrial levels. Article 6 of the agreement emphasizes the role of non-state actors, including the private sector, NGOs and local governments, in achieving this goal. It encourages the participation of the private sector, NGOs and local governments in efforts to reduce greenhouse gas emissions and adapt to the impacts of climate change. It stresses the importance of engaging with non-state actors in the development and implementation of climate policies and encourages partnerships between governments and non-state actors. This brief provides insights for the private sector on the carbon mechanisms under the Paris Agreement, the implications for the African private sector and NGOs, opportunities, benefits, risks, and necessary steps for engagement in carbon markets, emphasizing the importance of leveraging Article 6 to achieve both corporate sustainability goals and national climate targets

This report serves as an instrument by which member States, through the ICSOE, assess the relevance of the work of the ECA’s SRO-SA, and provide guidance for the future work of ECA in the subregion. Solutions nord-africaines à la crise alimentaire en Afrique: rôle des engrais et politiques de soutien
Le présent document contient sur les prix internationaux des engrais ont augmenté rapidement en 2021 et 2022, atteignant un pic en avril 2022. Ils avaient déjà augmenté à la fin de 2021 en raison des perturbations provoquées par la pandémie de COVID-19 dans les échanges commerciaux et la guerre en Ukraine a aggravé cette situation déjà fragile en poussant les prix des engrais à leurs plus hauts niveaux de ces dernières années. Bien que les prix des engrais aient légèrement baissé depuis, ils restent élevés par rapport à la moyenne des dernières années. De plus, le marché mondial des engrais souffre d’une volatilité des prix, ce qui suscite de l’incertitude et restreint l’accès des agriculteurs, en particulier des petits exploitants, aux intrants dont ils ont besoin. L’Afrique du Nord pourrait jouer un rôle déterminant dans l’amélioration de la disponibilité d’engrais à des prix abordables sur le marché continental. Même si le commerce intrarégional africain d’engrais phosphatés est relativement élevé, étant donné que près de 60 % des engrais phosphatés proviennent de fournisseurs africains, principalement d’Afrique du Nord, il serait possible d’en améliorer l’intégration

Potential impact of the Lobito Corridor and support to the regional transformation agenda: policy brief
This policy paper reviews modernization of the Lobito Corridor and its impacts on socio-economic dynamics and developments in the three countries. It further explores how the Corridor can anchor exports, value addition and value chain development. It also examines how the development of the Corridor can spur other economic opportunities including the exploitation of both the mineral and agricultural resources in the three countries. To ensure alignment with business and human rights standards in the Lobito Corridor project and activities, the paper briefly examines some potential adverse human rights impacts and proposes necessary actions by relevant stakeholders to prevent, address and ensure access to effective remedy for adverse human rights impacts and abuses. The brief also seeks to recommend an integrated UN approach on the project. Lastly, the paper provides recommendations on how to optimize the benefits of the development of the Corridor and the opportunities it will provide to local stakeholders while ensuring that socio-economic, environmental and labor issues are competently addressed
