Strengthening human resources capabilities within the transport and communications sectors in Africa: terminal report
The project aimed to enhance human resources management capabilities within the Transport and Communication Sector in Africa through a series of workshops and seminars. Initially, the objectives included conducting four subregional workshops and one regional workshop for senior transport managers. These goals were exceeded, with six subregional workshops, one regional workshop, and two regional seminars successfully organized. Key output included three comprehensive reports: (1) a consolidated report on the subregional workshops (TRANSCOM/491, March 1991), (2) a report on the regional workshop (E/ECA/TCD/82, May 1991), and (3) reports from two senior regional seminars (E/ECA/TCD/84 and E/ECA/TCD/85, February 1992)

Report on statistical capacity development in Africa
Following the impact of the coronavirus disease (COVID-19) pandemic on national statistical systems in Africa, which has revealed their vulnerability in responding to demands for statistical data and information in times of crisis, African countries have resolutely begun transforming and modernizing official statistics on the continent. To guide and support the process, the Economic Commission for Africa (ECA) has produced a road map for the transformation and modernization of official statistics in Africa for the period 2023–2030. African statistical system stakeholders were called upon to integrate the road map’s principles and priorities into national and regional planning relating to the development of official statistics. Those requests show that, since 2022, the focus of statistical development in Africa has moved to the transformation and modernization of statistical systems. The present report, therefore, includes highlights of the support provided to that process by the members of the African statistical system and its partners and the progress made by countries in 2023 and 2024. 2. The report is structured according to the priorities of the road map. After section I, an introduction, sections II and III are focused on the institutional development of national statistical systems and their organizational development, respectively. Section IV is focused on progress in advancing statistical processes. The subject of section V is harnessing technology. Sections VI and VII concern human capital and capacity development, and organizational capital development, respectively. In section VIII, the conclusion, the Statistical Commission is requested to express its views and guidance on the conclusions and points for discussion
Performances et perspectives économiques trimestriels de l’Afrique Avril-juin 2024: Restructuration de la dette souveraine : délais et prévisibilité
Les niveaux élevés de la dette dus aux chocs mondiaux, à la fuite des capitaux et aux problèmes budgétaires, entre autres, exposent les pays à un risque plus important de surendettement, de défaut de paiement et de restructuration de la dette souveraine. Sept pays africains sont actuellement en situation de surendettement, dont quatre ont sollicité une restructuration de leur dette au titre du Cadre commun pour le traitement de la dette au-delà de l’Initiative de suspension du service de la dette. Ces mêmes pays accusent des retards importants dans la restructuration de la dette, ce qui a rendu difficile de prévoir quand chaque étape du processus de restructuration serait achevée. Pour résoudre efficacement le dilemme de l’insoutenabilité de la dette souveraine dans le monde, il est essentiel d’améliorer les cadres de restructuration de cette dette. Cette question sera le thème principal de ce rapport. La section 2 du rapport met l’accent sur l’évolution économique récente et les perspectives économiques de l’Afrique, pour ce qui est de la croissance, des résultats enregistrés en matière d’inflation, de la situation budgétaire et des mouvements des taux de change. La section 3 examine la restructuration de la dette souveraine et les initiatives lancées par le passé pour lutter contre le surendettement. Les délais des processus de restructuration sont estimés à la section 4. La section 5 contient des recommandations de stratégies qui permettent de progresser dans l’architecture de restructuration de la dette mondiale et d’améliorer les délais et la prévisibilité de la restructuration
