    ADOPTING A FRAMEWORK FOR DISASTER RISK REDUCTION IN WATER, SANITATION AND HYGIENE PROGRAMMING IN SOMALIA

    Drought related disasters in Somalia have a long history of causing armed conflicts, leading to loss of life,\ud and exposing communities to cyclic poverty. Though these communities have lived here for many years,\ud there is strong evidence that climate change and variability is directly impacting on the hydrological\ud cycle, eroded the coping capacity and aggravated the risk for weather induced hazards like drought and\ud floods. The consequences of prolonged drought have had both macro and micro economic level impacts\ud including severe water shortages in pastoral and agro-pastoral areas, inadequate pasture leading to\ud worsening body conditions of livestock and consequently reduced market prospects and incomes for\ud pastoralist and agro-pastoralists, crop failure, malnutrition amongst children and women, migration and\ud disease outbreaks among others. Again, there has not been a systematic analysis of the root causes which\ud has led to lack of a sustainable solution. This is because there has been little focus on adaptation to\ud climate change and other drivers, particularly in a context of drought induced disasters. There is also need\ud to understand people’s responses and coping mechanisms to encourage responses that can develop into\ud sustainable adaptation and improved community resilience. This study proposes integration of a DPSIR\ud (Driving force, Pressure, State, Impact and Response) framework for Disaster Risk Reduction (DRR) in\ud WASH interventions. Linking DPSIR to DRR (DPSIR-DRR framework) will aid in the integration of\ud physical, socio-economic and governance issues when analysing drivers of disasters and help formulate\ud responses to reduce vulnerability due to the hazards. The framework allows for inclusion of vulnerable\ud and marginalised groups as well as gender dimensions into the picture leading into substantive\ud contribution to the development of disaster management policy.     Crime incidents are negative events that usually happen suddenly, which threaten victims and\ud offenders (probationers) psychological health and leave them in an emotional state that they are\ud unable to deal with using their normal psychological resources. Consequently, Restorative justice\ud programmes such as Victim-offender mediation practises, which are rooted on religious\ud traditions, have been introduced into the criminal justice system as a measure to address the\ud psychological needs of probationers’. Rooted on theological underpinnings that are normative\ud rather empirical, there exist different perceived outcomes among probation officers on whether\ud victim-offender mediation practices addresses the psychological harm. This has resulted to lack\ud of uniformity in assessment of probationer’s psychological needs for development of an effective\ud rehabilitation treatment plan. Therefore, the purpose of the study is to assess whether victimoffender\ud encounter has any effects on psychological health of probationers’ (victims and\ud offenders) using specific standardized indicators. The overall objective is to determine the\ud influence of victim-offender encounters on the psychological health of victims and offenders\ud under probation order. Specific objectives will include finding out the effects of crime incidents\ud on the emotional health of probationers’, to find out the influence of Victim-offender mediation\ud practices on probationers’ emotional state and determine the influence of social support networks\ud on probationers’ emotional state
