    The (Non)Place of Migration? The European Pillar of Social Rights and the Representations of People with a Migration Background in Portugal

    Recognising migration as a defining feature of contemporary society and politics, this article critically uses the European Pillar of Social Rights (EPSR) as an analytical framework and examines how it relates to migration. Although migration is intrinsically linked to every dimension of the EPSR, we argue that it is largely absent from this framework. Moreover, while existing literature has explored various factors shaping public attitudes toward people with a migration background (PMB) and migration policies, little is known about how PMB represent these issues. Based on 73 semi‐structured interviews conducted in Porto, Portugal, this study fills that gap by analysing their perspectives on EPSR principles and on recent migration policy changes in the country, which have become less inclusive. Our findings show that framing migration as a crisis reinforces material and symbolic borders, which PMB simultaneously contest and internalise

    Dissecting Discourses in Policy: Diversity, Equity, and Inclusion (DEI) Problematizations in Academia

    Diversity, equity, and inclusion (DEI) related injustices have long drenched higher education institutions (HEIs), prompting ongoing efforts to address them. In Norway, such efforts include Gender Equality Plans (GEPs)/DEI action plans in all HEIs, stipulating how DEI should be incorporated and supported. This article examines the GEP/DEI Plans at UiT The Arctic University of Norway. Applying Carol Bacchi's "what's the problem represented to be" (WPR) approach to the UiT Equality Plans, we genealogically contextualize and dissect the policy discourse to explore its problem representations, underlying assumptions, and policy evolution. Recognizing that policy proposals are not mere governance tools but inhabit meaning beyond the explicitly stated, we regard policy as inseparable from the social, political, and cultural contexts in which it operates. We find that the policy primarily targets women, despite the change of name from GEP to DEI Plan, and frames the overall DEI problem as the underrepresentation of women in professorship/leadership roles. While the fairness approach to equality is prevalent, women in the academy are reinstated as units of resources that must be tapped, whose productivity must be audited and enhanced through affirmative action to utilize all resources. Aligning our findings with the three DEI policy operational frameworks outlined in the research literature, i.e., individual, structural, and cultural, we identify a deficiency in this literature: a lack of emphasis and clarity on the importance of academic content to support DEI.     Family structure and policy contexts: implications for tertiary education attainment in 25 European countries

    This study examines how institutional contexts in 25 European countries moderate the association between family structure and tertiary education attainment. Previous research has proposed the resource deprivation perspective to explain lower educational outcomes among children from disrupted families, suggesting that policies addressing resource deprivation could mitigate these negative consequences. However, limited attention has been given to the role of policy contexts in shaping the educational outcomes of youth from disrupted families. This study focuses on two types of policies: the generosity of social benefits to single parents and financial support for students in tertiary education. Using data from the EU-SILC and employing multilevel regression models, the findings indicate that generous financial support for students reduces the tertiary education attainment gap between youth from separated and two-parent families. However, this effect is observed only among low-socioeconomic status (SES) and moderate-SES families. In contrast, the generosity of social benefits does not appear to moderate the association between family structure and tertiary education attainment, even when examining low-SES families or specifically considering benefits for low-earning single parents. Furthermore, the influence of these analysed policies is limited among young people from widowed families

    Wehrpflicht oder Freiwilligendienst? Einstellungen der Bevölkerung zur Bundeswehr und einer "Neuen Wehrpflicht" nach der "Zeitenwende"

    Im Juni 2024 wurden durch den Bundesverteidigungsminister Boris Pistorius, vor dem Hintergrund der Entwicklungen in der Ukraine, Pläne für einen "Neuen Wehrdienst" vorgestellt. Diese sahen unter anderem für ausgewählte wehrfähige Männer eine sechsmonatige militärische Grundausbildung vor, die auch Frauen freiwillig absolvieren könnten. Ende Juni 2024 wurde im Rahmen der Studie MiDInt ("Menschen in Deutschland: International"), die im Kontext des MOTRA-Forschungsverbundes durchgeführt wird, eine repräsentative Stichprobe von n = 2430 in Deutschland lebenden Personen im Alter zwischen 18 und 69 Jahren u.a. zu ihren Einstellungen in Bezug auf eine mögliche Wehr- bzw. Dienstpflicht und ihrer Bereitschaft zur Ableistung einer militärischen Grundausbildung befragt. Etwa ein Viertel lehnte jegliche Form einer Dienstpflicht ab; dies gilt insbesondere für Frauen und jüngere Menschen unter 30 Jahren. Knapp die Hälfte (47%) aller Befragten befürwortete eine einjährige allgemeine Dienstpflicht für Personen unter 21 Jahren, die entweder bei der Bundeswehr oder in einer zivilen Einrichtung abgeleistet werden kann. Interesse an einer militärischen Grundausbildung bei der Bundeswehr äußerten 14% der Befragten; bei den unter 30-Jährigen lag diese Rate bei knapp 19%. Ein solches Interesse an einer militärischen Grundausbildung findet sich quer durch die politische Landschaft der Bundesrepublik; lediglich bei Wählern der Linken ist die Rate besonders niedrig. Die Wahrnehmung einer Bedrohung durch einen möglichen Krieg beeinflusst das Interesse an einer solchen militärischen Grundausbildung zwar deutlich. Dies stellt aber nur bei etwa 20% der Interessenten den dafür entscheidenden Faktor dar. Insgesamt zeigen die Ergebnisse, dass die Bereitschaft der jüngeren Bevölkerung zu einem freiwilligen Dienst, auch im militärischen Bereich der Bundeswehr, relativ hoch ist. Entscheidend für die Aktivierung und Nutzung dieses Potenzials unter der jüngeren Bevölkerung wird neben der gesellschaftlichen Anerkennung der Leistungen von Soldaten und Soldatinnen vermutlich auch die Art der persönlichen Ansprache der potenziellen Freiwilligen sein

    Eine siedlungsstrukturelle Wohnumfeldtypologie für Nordrhein-Westfalen: Methodik, Charakterisierung und Anwendung

    Siedlungsstrukturelle Typologien erleichtern die Verständigung über komplexe raumbezogene Sachverhalte im Zusammenhang mit Raumplanung, -forschung und -politik, liegen für Deutschland bislang aber vorrangig auf Bundes- und Regionsebene vor. Gegenwärtig fehlen siedlungsstrukturelle Typologien von vergleichbarer Generalisierbarkeit für kleinräumig angelegte Untersuchungen zum Zusammenhang zwischen Raum und Gesellschaft, wodurch die Verständigung über räumliche und raumbezogene Sachverhalte erschwert wird. Dieser Beitrag präsentiert für das Landesgebiet von Nordrhein-Westfalen eine flächendeckende, generelle Typologie von Wohnumfeldern, welche als Ausgangs- und Endpunkte alltäglicher Aktionsräume wichtige Kontexte der individuellen Lebensführung darstellen. Die Herleitung der Typologie erfolgt unter Nutzung einer hohen Zahl zufällig generierter Standorte im Landesgebiet und fußt auf frei verfügbaren Daten zur Siedlungsstruktur. Durch eine Verknüpfung mit den Stadt- und Gemeindetypen des BBSR sowie der RegioStaR-Typologie wird gezeigt, wie die Wohnumfeldtypologie großräumig angelegte Typologien ergänzen kann. Beispielhafte Vergleiche zu den Kontextfaktoren des Mobilitätsverhaltens von Grundschulkindern in Dortmund und zum politischen Wahlverhalten in Aachen illustrieren überdies die grundsätzliche Anwendbarkeit der Wohnumfeldtypologie in sehr unterschiedlichen Themenfeldern. Zur Weiterverwendung in anderen Studien wird diese Typologie zur freien Verfügung gestellt.Typologies of urban form facilitate the understanding of and communication on complex spatial issues in the context of spatial planning, research and policy. Currently, in Germany they are primarily available at federal and regional level, while small-scale typologies of urban form of comparable generalizability are scarce which complicates communication about spatial and space-related issues. Residential environments are an important context of everyday activity spaces and therefore, a typology of residential environments helps improve the understanding of the nexus between space and society. This paper aims to derive a typology of residential environments based on a high number of randomly generated locations in North Rhine-Westphalia and open access data on urban form. By linking the typology to the BBSR-"Stadt- und Gemeindetypen" and the RegioStaR typologies, this paper shows how the typology of residential environments may be linked to large-scale typologies. The paper further demonstrates its applicability in two very different subject areas by performing exemplary comparisons of the contextual factors of children's mobility in Dortmund and political voting behaviour in Aachen, Germany. The typology is made freely available for further use in other studies

    Where do knowledge workers locate in Germany? A case study using employment relocation data in the German knowledge economy from 2012 to 2021

    In Germany, employment is becoming increasingly concentrated in urban areas, largely driven by knowledge-intensive firms competing to attract the most qualified and appropriate labour. Therefore, this paper addresses where knowledge workers relocate to and how relocation patterns vary across spatial distances. Using an innovative origin-destination analysis, we examine job-related employment relocations across 186 functional urban areas in Germany from 2012 to 2021, using official employment data for 480 multi-locational firms, classified into one of three knowledge bases: analytical, synthetic and symbolic. This classification helps explain how firms create and use knowledge in their innovation process and allows us to differentiate workers' relocation patterns. Our findings reveal a nuanced, multi-scalar perspective on the German knowledge economy. Between 2012 and 2021, knowledge-intensive employment has primarily relocated towards the largest functional urban areas, such as Munich or Frankfurt. However, relocation patterns diverge by knowledge base, and we can reveal the underlying dynamics driving this concentration. Workers in synthetic knowledge bases predominantly relocate on a large scale to and between these largest functional areas and between more decentralised functional areas, suggesting that spatial proximity plays a subordinate role in job-related relocations. In contrast, workers in analytical and symbolic knowledge bases exhibit less frequent relocations to other functional urban areas, instead relocating on a regional scale, mostly between neighbouring or spatially closer functional urban areas.In Deutschland konzentriert sich die Beschäftigung in der Wissensökonomie zunehmend auf urbane Räume, vor allem durchdort angesiedelte Unternehmen, die um die qualifiziertesten und am besten geeigneten Arbeitskräfte konkurrieren. Dieser Beitrag befasst sich mit dem Umzugsverhalten von Wissensarbeiterinnen und Wissensarbeitern und wie sich Umzugsmuster auf unterschiedlichen räumlichen Ebenen unterscheiden. Mit einer innovativen Herkunft-Ziel-Analyse untersuchen wir arbeitsplatzbezogene Beschäftigtenumzüge zwischen 186 funktionalen urbanen Räumen in Deutschland im Zeitraum von 2012 bis 2021. Hierfür nutzen wir offizielle Beschäftigungsdaten von 480 Mehrbetriebsunternehmen, die einer von drei Wissensbasen zugeordnet werden: analytisch, synthetisch und symbolisch. Diese Klassifizierung hilft zu erklären, wie Unternehmen Wissen in ihren Innovationsprozessen erzeugen und nutzen, und ermöglicht uns, die Umzugsmuster der Beschäftigten zu differenzieren. Unsere Ergebnisse liefern eine detaillierte, multiskalare Perspektive auf die deutsche Wissensökonomie: Zwischen 2012 und 2021 hat sich die räumliche Verteilung wissensintensiver Beschäftigung stärker aufdie größten funktionalen urbanen Räume wie München oder Berlin konzentriert. Allerdings unterscheiden sich die Umzugsmuster je nach Wissensbasis, weshalb wir die zugrundeliegende Dynamik dieser Konzentration aufdecken können. Arbeitskräfte in synthetischen Wissensbasen ziehen überwiegend in großem Maßstab in die größten Funktionsbereiche sowie zwischen diesen und dezentraleren funktionalen urbanen Räumen um. Dies deutet darauf hin, dass die räumliche Nähe bei arbeitsplatzbezogenen Umzügen möglicherweise eine untergeordnete Rolle spielt. Im Gegensatz dazu ziehen Beschäftigte in analytischen und symbolischen Wissensbasen seltener in andere funktionale urbane Räume. Sie ziehenstattdessen auf kleinräumigerer Ebene um, meist zwischenbenachbarten oder räumlich näher gelegenen funktionalenurbanen Räumen

    This article explores the evolution of the Shies protest (2018-2021) in Arkhangelsk Oblast, which began as a fight against environmental exploitation by Moscow but came to influence local activism during Russia's invasion of Ukraine. Using Resource Mobilization Theory (RMT), it demonstrates how the organizational networks and strategies formed during the Shies movement enabled activists to continue protesting during wartime. However, this wave of anti-war resistance was eventually stifled by intense state repression, reflecting broader issues of civil society and dissent in Russia

    Rethinking two-way socialisation: cultural governance on Chinese social media platforms

    During the initial outbreak of COVID-19 in China, Chinese netizens engaged in protracted entanglements with the state across major platforms. They called on the Wuhan (武汉, wuhan ) government to be accountable for the rapid spread of the pandemic. Interestingly, this same group of netizens had sung praises to the Chinese Communist Party's tune and lauded the extraordinary achievements of the regime before the outbreak of COVID-19, during the seventieth anniversary of the country. In fewer than six months, the national binge spiralled into poignant criticisms. Against this backdrop, this paper investigates two questions: First, why was there a marked shift in opinions towards the state? Second, what discourse did netizens adopt when expressing their discontent? We argue that the shift is indicative of two-way socialisation in the party-state's legitimacy-building process. While netizens have bought into the official narratives of a celebratory event, they hold the state to the same standard when a crisis occurs
