Rezension: Sabine Achour, Thomas Gill (Hg.): Partizipation und politische Teilhabe mit allen - Auftrag politischer Bildung
Junge Erwachsene und soziale Mobilität - Stellungnahme des Bundesjugendkuratoriums
Aus Sicht des Bundesjugendkuratoriums (BJK) ist es für moderne demokratische Sozialstaaten entscheidend, dass alle junge Menschen gleichberechtigte Bildungs- und soziale Aufstiegschancen haben. Gerade im jungen Erwachsenenalter werden dafür Weichen gestellt. Junge Menschen müssen auf ihrem Lebensweg so unterstützt werden, dass sie unabhängig von ihren sozialen Herkünften eine eigene berufliche Perspektive und Positionierung sowie einen anerkannten sozialen Status im Erwachsenenleben gestalten können. Die gegenwärtige Realität jedoch sieht anders aus. Das BJK widmet sich daher in seiner Stellungnahme den fehlenden oder blockierten Zugängen zu den (Aus-)Bildungseinrichtungen und zum Arbeitsmarkt sowie der hohen Zahl an Abbrüchen auf den Bildungswegen, die vielen junge Erwachsene Chancen auf einen Bildungsaufstieg verwehren oder erschweren. Das Bundesjugendkuratorium hat zu den blockierten Chancen bei jungen Erwachsenen vier Gutachten eingeholt, die der Stellungnahme anhängen: Dr. Marc Thielen: "Teilhaberisiken und Benachteiligungen von Jugendlichen und jungen Erwachsenen am Übergang in berufliche Bildung und Beschäftigung"; Martina Kroher/Dennis H. Meier: "Die (prekäre) finanzielle Situation von Studierenden in Deutschland: Eine Einschätzung"; Ulrich Heublein: "Soziale Mobilität, Studienabbruch und Hochschulbildung im jungen Erwachsenenalter"; Jutta Henke: "Zerstörte Chancen und folgenreiche Brüche - das Beispiel wohnungsloser junger Erwachsener". Auch die Gutachten zeigen, dass die Chancen weiterhin ungleich verteilt sind. Chancen für eine Aufstiegsmobilität und die daraus resultierenden Teilhabechancen hängen immer noch stark von den familialen Hintergründen und der sozialen Herkunft ab
Scaling Up Good Listening: An Assessment Framework for AI-Powered Mass Deliberation Models
The challenges of scaling up deliberative processes to mass audiences have long been highlighted by deliberative theorists. Apart from the difficulty of keeping content quality at a high enough level as more and more people get involved, the technical feasibility of mass participation in a structured form of deliberation has been a serious constraint. The development of digital platforms and AI systems are now making it technically possible to extend structured participation to wider audiences. This article addresses the following question: How can we ensure that good listening is scaled up in these new contexts? Drawing on an analytical framework based on recent contributions in the areas of deliberative democracy and AI, we evaluate the ability of current models of AI-powered mass deliberation to incentivize receptive, responsive, and apophatic listening. We further develop an assessment tool, the "Listening Incentives Score," that can be used to assess whether AI-powered mass deliberation models provide participants with the adequate channels, facilitation, training, and systems of rewards and sanctions to incentivize them to engage in good listening
Das multilaterale Engagement des BMZ: Finanzierung und Verzahnung
Evaluierungsgegenstand ist das multilaterale Engagement des BMZ, worunter in dieser Evaluierung die multilateralen Finanzierungsmodalitäten der Kernfinanzierung und der zweckgebundenen Beiträge gefasst werden. Kernfinanzierung bezeichnet verpflichtende Mitgliedsbeiträge, freiwillige Beiträge ohne Zweckbindung und Kapitalerhöhungen sowie Wiederauffüllungen (Dag Hammarskjöld Foundation und MPTFO, 2019; Gulrajani und Lundsgaarde, 2023; OECD, 2011). Zweckgebundene Beiträge sind Zahlungen eines Geberlands an eine multilaterale Organisation mit vorgegebenem Verwendungszweck, der eng oder weit sein kann (siehe Glossar "Zweckbindung"). (Spät-)Folgen der Strukturprobleme in den Kitas - Kitaschließungen und ihre Auswirkung auf Kinder
Der Artikel untersucht die langfristigen Auswirkungen der Schließungen von Kindertageseinrichtungen (Kitas) während der COVID-19 Pandemie sowie die kurzfristigen Auswirkungen von aktuellen Kitaschließungen auf unterschiedliche Dimensionen kindlicher Lebensqualität. Informationen zu Schließungen während der Pandemie stammen aus dem KiTa-Register sowie aus den damaligen Zugangsregelungen der Bundesländer, zu aktuellen Schließungen aus der 2023-Welle der DJI-Kinderbetreuungsstudie (KiBS). Die Kombination dieser Datenquellen ermöglicht eine groß angelegte Untersuchung der Auswirkungen aktueller und pandemiebedingter Schließungen auf Kinder. Familien aus Bundesländern, die den Zugang zu ihren Einrichtungen während der Pandemie restriktiver regelten, berichten aktuell weniger Schließungen. Pandemiebedingte Schließungen haben tendenziell wenig langfristige Auswirkungen auf die Lebensqualität der Kinder, allerdings haben aktuelle Kitaschließungen deutliche negative Effekte, insbesondere auf die Beziehung des Kindes zur Kita. Für Kinder, die aktuell schon in der Schule sind, finden wir keine langfristigen Auswirkungen.This article examines the effects of early education and care (ECEC) centre closures during the COVID-19 pandemic on different dimensions of children's quality of life from a longitudinal perspective. Additionally, we analyze the short-term effects of current ECEC centre closures. Information about pandemic-era closures comes from the KiTa registry and federal state access rules, while data on current closures comes from the latest wave of the DJI Childcare Study (KiBS). The combination of these data sources enables a large-scale investigation of both the potential short-term effects of current closures and the long-term effects of pandemic-related closures on children currently attending ECEC centres as well as those who have transitioned to school. Families from federal states that implemented more restrictive access regulations during the pandemic are currently reporting fewer closures. While pandemic-related closures appear to have minimal long-term impact on children's quality of life, current closures show clearly negative effects, particularly on children's relationships with their ECEC centres. We found no long-term effects for children who are currently attending school
Übersetzungsstrategien institutioneller Anforderungen in der Konzeptionsarbeit: Eine Analyse des organisationalen Handelns von Trägern, Fachberatungen und Kindertageseinrichtungen
Der gesetzliche Rahmen des frühkindlichen Bildungssystems fordert sowohl die Erstellung einer pädagogischen Konzeption für die Betriebserlaubnis (§ 45 SGB VIII) als auch die Durchführung von Maßnahmen zur Qualitätsentwicklung und -sicherung (§ 22 a Abs. 1 SGB VIII). Diese gesetzlichen Anforderungen an die Träger lassen jedoch weitgehend offen, mit welchen Strategien die Träger, Fachberatungen und Einrichtungsteams die institutionellen Anforderungen an die konzeptionelle Arbeit umsetzen. Dieser Frage wird mit Hilfe von 38 qualitativen Expert:inneninterviews auf Träger- und Einrichtungsebene nachgegangen. Es werden sieben unterschiedliche Übersetzungsstrategien identifiziert, die verdeutlichen, wie die Übersetzung normativer Anforderungen zwischen den Trägern, Fachberatungen und Einrichtungsteams in der Praxis erfolgt. Dabei wird die Relevanz der Zusammenarbeit dieser Akteur:innen für eine kontinuierliche Weiterentwicklung der konzeptionellen Arbeit aufgezeigt.The legal framework governing early childhood education requires both the development of a pedagogical concept to obtain an operating license (Section 45 SGB VIII) and the implementation of measures for quality development and assurance (Section 22 a Para. 1 SGB VIII). However, these legal obligations leave it largely unclear how childcare providers, specialist counselling services, and child day care center teams implement institutional requirements for conceptual work in practice. This study addresses this question by conducting 38 qualitative expert interviews at provider and day care center levels. Seven distinct translation strategies are identified that illustrate how normative requirements are translated into practice among providers, specialist counselling services, and day care teams. The findings highlight the relevance of collaboration between these actors for the continuous development of conceptual work
How Terror Attacks Shape Political Agendas on Multiculturalism in France
Terror attacks do more than take lives, they reshape the boundaries of political discourse. This article examines how terror attacks in France (2014-2021) influenced political agendas on multiculturalism by analyzing 143,870 tweets from major political parties. Drawing on data from the AUTHLIB project, we apply multilingual RoBERTa and DistilBERT models for natural language inference and sentiment analysis. While evidence of salience contagion is limited, our findings reveal position contagion: mainstream parties adopted increasingly negative rhetoric on cultural diversity and especially Islam in the aftermath of attacks, echoing far‐right narratives. In contrast, the Front National (renamed Rassemblement National in 2018) consistently maintained its negative framing. This dual dynamic - mainstream parties shifting rightward while far‐right rhetoric remains constant - contributes to the normalization of illiberal positions in French politics, where civic values, particularly laïcité, are deployed to justify cultural and religious exclusion. Methodologically, the article introduces an innovative approach for tracking party positions over time using social media data and natural language processing. Beyond the French case, the study underscores a broader paradox: liberal democracies, in seeking to defend their foundational values, may increasingly adopt illiberal discourse that undermines the very principles they aim to protect
Ambitious, misaligned, or uncertain? The occupational and educational aspirations of immigrant-origin youth in Germany
Immigrant-origin students often hold higher educational aspirations than native-origin peers, accounting for socioeconomic status and school grades. The consequences of this ‘Immigrant Aspiration Paradox’ (IAP) on their socioeconomic attainment are debated. Although individuals’ occupational aspirations and how they compare with their educational aspirations (i.e. their alignment) also affect status attainment, they are understudied in the IAP literature. We contribute to the debate on the benefits of the IAP by investigating immigrant-native gaps in the level, (mis)alignment, and (un)certainty of teenage occupational and educational aspirations and their consequences on educational attainment in Germany. First, we describe immigrant-native gaps in teenage aspirations. Then, we investigate whether these differences mediate immigrant-native gaps in upper secondary attainment and tertiary enrollment. In line with the immigrant optimism theory, Asian-origin and Turkish-origin students are more likely to hold aligned high aspirations. On average, immigrant-origin students are less likely to have aligned low aspirations compared to native-origin students, and equally likely to hold misaligned or uncertain aspirations. We find that students from most immigrant-origin groups have a higher upper secondary attainment and tertiary enrollment than native-origin students, net of controls. Large portions of these advantages are mediated by the aspirations of immigrant-origin students, which we interpret as evidence of the benefits of the IAP
Stratified strategies? Gender, social background and access to selective fields in Norway
Fields of study are segregated along the lines of social class and gender. The most prestigious and selective professional fields, such as medicine or law, are persistently dominated by socially privileged students but have undergone a pronounced feminization in recent decades. We first investigate gender and SES differences in strategies, in admission chances and whether strategies mediate these differences. Second, we explore how gender and SES interact in shaping applicants' strategies and.their admission chances. Third, we consider the role of students' GPA and how different social groups use compensatory strategies to enhance their chances of admission. The Norwegian context is well suited to study this topic because of its comprehensive education system and its field-specific selectivity in higher education,which is mainly based on candidates’ grade point average (GPA), but also offers opportunities to invest in certain strategies to gain access to the most prestigious fields of study. Using full population register data and discrete survival models, we find that high-SES candidates and women have a greater chance of getting admitted, which is mainly explained by their higher GPA. High-SES and male applicants are somewhat more likely to use strategies to meet admission criteria that the Norwegian admission system offers, especially if they have low GPAs, indicating a system of compensatory advantage. However, these overall small differences in strategies seem to perpetuate already existing inequalities rather than increasing or alleviating them
