The EU's raw materials diplomacy: Serbia as a test case - The rule of law and sustainability as benchmarks for Europe's raw materials cooperation
Get PDFIn July 2024, the European Union (EU) and the Serbian government signed a strategic raw materials partnership. For the EU, this cooperation represents an important step towards diversifying its supply chains and strengthening economic partnerships in its neighbourhood. Serbian President Aleksandar Vučić has a geopolitical interest in this cooperation, which he also wants to use to further consolidate his already extensive power domestically. The signing of the partnership agreement has triggered massive protests in Serbia. Critics fear that the implementation of the raw materials partnership could further undermine already fragile rule-of-law structures, as well as environmental and social standards. The case of Serbia illustrates that the EU can only exert limited influence on the country's authoritarian government in a geopolitically tense context. However, it must strategically use its available leverage to mitigate the existing risks. (author's abstract

Dazu zählt sowohl die Stärkung der eigenen Verteidigungs- und Abschreckungsfähigkeit als auch der Verhandlungsposition der Ukraine - durch die Planung langfristiger militärischer sowie finanzieller Ausstattung und die Beteiligung an Sicherheitsgarantien. Die neue Bundesregierung sollte zudem dafür einstehen, dass ein Waffenstillstand nur mit der Rückkehr zu einer regelbasierten Ordnung und Einhaltung internationalen Rechts einhergehen kann. Deutschland wird nicht zuletzt mit Blick auf eine zweite Amtszeit Donald Trumps mehr Verantwortung für die Unterstützung der Ukraine übernehmen müssen
Managing Brand Hate in the Airline Industry: Strategies for Mitigating Negative Consumer Perceptions
Get PDFBackground: The airline industry is highly competitive and service-oriented, making it particularly vulnerable to customer dissatisfaction and brand hate. Brand hate, defined as intense negative emotions toward a brand, can lead to consumer retaliation, boycotts, and long-term reputational damage in airline context. Aims: This study explores effective strategies for managing brand hate in the airline industry. Methodology: Using a dual-method qualitative approach, we conduct (1) a netnographic analysis from the consumer perspective and (2) five semi-structured interviews with airline managers, analyzed using Lexico 3. Findings: Our findings identify five key strategies for mitigating brand hate. Consistent with prior literature, we confirm that management processes and brand recovery are valuable for addressing short-term customer complaints. Additionally, we propose novel long-term strategies, including benchmarking and competitive intelligence, workplace control, and enhanced security measures. In fact, by integrating insights from both customers and brands, this research deepens the understanding of hate management and highlights the severe repercussions of consumer attrition for airline companies. Conclusions: Our study emphasizes the need for proactive interventions and equips managers with actionable strategies to reduce brand hate, repair customer relationships in digital environments, and enrich the literature on crisis management and relationship between consumer and brand
Challenging the Narrative of Self-Defense in Police Operations: Bulacan Province under Duterte's War on Drugs
Get PDFDieses Arbeitspapier untersucht den Einsatz tödlicher Gewalt durch die philippinische Polizei in der Provinz Bulacan während des Drogenkriegs unter Präsident Rodrigo Duterte, eine Phase, in der Bulacan zu einer der tödlichsten Zonen polizeilicher Aktivität wurde. Anhand eines einzigartig detaillierten Datensatzes zu Polizeieinsätzen von 2015 bis 2018 prüft die Studie, ob die offiziellen Narrative der Notwehr einer empirischen Überprüfung standhalten. Sie führt eine "Top-down"-Methodologie zur Bewertung exzessiver tödlicher Gewalt ein, gestützt auf Indikatoren wie das Verhältnis von Getöteten zu Verwundeten sowie die Rate der polizeilichen Opfer. Die Ergebnisse zeigen eine dramatische Eskalation tödlicher Polizeigewalt, mit kaum verwundeten Verdächtigen und nur minimalen Verlusten auf Seiten der Polizei, was darauf hindeutet, dass viele der angeblichen bewaffneten Auseinandersetzungen in Wirklichkeit außergerichtliche Hinrichtungen waren. In einem internationalen Vergleich wird Bulacan mit über 30 nationalen und subnationalen Einheiten auf allen Kontinenten verglichen. Dabei zeigt es sich als einer der extremsten Ausreißer weltweit. Die Befunde deuten auf eine systemische Praxis exzessiver Anwendung tödlicher Gewalt hin, die nicht auf individuelles Fehlverhalten, sondern auf Signale der nationalen Führung zurückzuführen ist. Diese auf dem systematischen Vergleich großer Fallzahlen basierte Forschung ergänzt Ansätze, die über detaillierte Analysen von Einzelfällen breitere Muster nachzuweisen versuchen, mit einer skalierbaren empirischen Strategie zur Bewertung systemischer Polizeigewalt auf der Basis großer Fallzahlen. Sie zeigt, wie detaillierte nationale oder subnationale Daten umfassendere Muster von Machtmissbrauch sichtbar machen und offizielle Narrative über gerechtfertigte Gewaltanwendung infrage stellen können - selbst bei fehlender qualitativer Evidenz auf Einzelfallebene und unter Bedingungen weitreichender Straflosigkeit

Die vorgestellten elf Botschaften, jeweils verknüpft mit einem Zukunftsbild und einer Reihe von zugehörigen Maßnahmen und Vorgehensweisen, fassen die Diskussionen aus der Perspektive von Tagungsteilnehmenden aus Planungspraxis und Wissenschaft zusammen. Sie sind das Ergebnis einer zweitägigen Tagung. Die Aussagen adressieren die Bedingungen bzw. die institutionelle Ausgestaltung transformativer Planung als öffentliche Aufgabe, verdeutlichen einzelne Handlungsansätze und Instrumente für Raumplanung und Landesentwicklung und zeigen Perspektiven für das Verwaltungshandeln auf. Das vorliegende Positionspapier baut auf dem Positionspapier aus der ARL 148 auf.How can the discrepancy between the demand for spatial development that is guided by the idea of strong sustainability and oriented towards the goal of a major transformation and the often rather disappointing planning reality be reduced? Eleven statements are presented, each linked to a vision of the future and a series of associated measures and approaches. They summarize the discussions from the perspective of participants from planning practice and science as a result of a two-day conference. The statements address the conditions and institutional design of transformative planning as a public task. They illustrate instruments and procedures of spatial planning and regional development, which in some cases need to be newly developed, and point out perspectives for administrative activities. Digital Multilingualism, Identity Politics, and Language Accommodation in African Online Forums: A Sociolinguistic Study of Nairaland
Get PDFThis study examines the intersection of language, identity, and politics in Nigerian online discussion through a sociolinguistic analysis of Nairaland, Nigeria's largest internet forum. Drawing on Communication Accommodation Theory (CAT) and sociolinguistic theory, the research investigates how participants strategically use code-switching, Nigerian Pidgin, and local languages to negotiate identity, voice dissent, and establish community in politicised debates. Three selected threads, "Igbo Founded Ile-Ife," "Okrika Women Protest Unlawful Suspension of Fubara," and "Rivers Emergency Rule", serve as case studies for the analysis of how language works as a vehicle to convey ethnic pride, political grievance, and gendered opinion in online environments.Participants are observed to employ convergence, divergence, and maintenance strategies to show group membership, claim differences, or refuse linguistic norms. Nairaland's language options are not arbitrary but serve affective, rhetorical, and ideological functions, permitting speakers to negotiate group membership or sociopolitical grievances. The study reveals how Pidgin English and blended varieties of language are employed to construct a collective sense of identity and solidarity, particularly in protest or satirical contexts. It also discloses the gendered politics of exclusion whereby women's political voices are diminished through sexist and class-based labelling, an outcome of more profound societal biases replicated within the virtual spaces.The study contributes to the knowledge of digital multilingualism and bottom-up creativity in African online forums, highlighting the importance of ethical digital literacy and the moderation of inclusive discourses. By examining language use on Nairaland, the book enlightens readers on how Nigerians imaginatively appropriate linguistic material to shape power relations, assert their identities, and construct solidarity in the digital sphere. Relevant to scholars in sociolinguistics, digital humanities, and African studies, the book presents a case study for examining political discourse and identity creation in multilingually complex cyberspaces
Climate Communication in the Hybrid Media System: Media and Stakeholder Logics on Social Media
Get PDFClimate change is a major political challenge affecting millions of people worldwide. Journalists- while following media logic - have a strong responsibility to inform the public of the scientific evidence on the causes and consequences of climate change and to explain the motivations driving the climate policies under discussion. However, within hybrid media systems, journalists increasingly compete for attention with climate stakeholders, who tend to follow a political logic in climate communication and bypass journalism to share their perspectives on climate change. Despite this dynamic, the extent to which the climate communication of media organizations and stakeholders diverges in terms of content and focus remains largely unexplored, as does whether their topics and communication styles show signs of convergence. This article addresses these gaps by comparing how journalistic media and climate stakeholders communicate about climate change on social media and by examining the user engagement their content creates. We conducted a manual quantitative content analysis of visual posts about climate change published by media organizations and climate stakeholders in Germany on Instagram, Facebook, TikTok, and YouTube during the 2023 UN Climate Change Conference in Dubai (N = 1,050). The results deepen our understanding of the national climate discourse in Germany and show that journalistic content in climate communication adheres strongly to media logic, presenting climate change in a more event-oriented, personalized, and negative manner. However, climate stakeholders' communication is characterized by political logic, using strategic framing and focusing less on current climate events
Cultura política y democracia sindical en la Central Unitaria de Trabajadores de Chile
Get PDFLa presente investigación busca aproximarse a la política interna de la Central Unitaria de Trabajadores de Chile (CUT) a partir de los significados y prácticas percibidas por sus protagonistas. El grueso del trabajo de campo se desarrolló durante el año 2017, cuando la organización se encontraba en un momento agitado, luego de conocerse públicamente diversas acusaciones de fraude en el marco del proceso electoral de agosto de 2016. Posterior a ese acontecimiento, la CUT estuvo bajo la lupa de la prensa, del Congreso (con el nombramiento de una comisión investigadora en la Cámara de Diputados) y de los mismos dirigentes. Internamente se llevaron a cabo numerosos Ampliados, un Congreso, se modificaron los estatutos y se repitieron las elecciones. En este sentido, el estudio está marcado por una coyuntura potente cuyas repercusiones tendrán que ser evaluadas a posteriori
