    Temporalities for, of, and in Planning: Exploring Post-Growth, Participation, and Devolution Across European Planning Reforms

    In the wake of the Covid-19 pandemic and the acceleration of climate change, many governments are turning to their planning systems to explore how national planning reform can help them address their current crisis. Time across planning reforms appears as a central dimension, building on governments' long-term ambitions to speed planning. While academic normative debates argue in favour of faster and/or slower changes to planning as inherently good or bad, this article draws on a comparative analysis of national planning reforms across three European countries to critically examine how time is being mobilised and with what objective. Through an analytical framework that seeks a more holistic understanding of the planning process, we argue that temporalities in planning are relational. Across the three cases, we can see how the generation of consensus depoliticises the use of time, and it is generally used to advance regressive agendas. We argue that despite ambitions to make planning more responsive and participatory at the local level, planning reforms (a) reduce the influence of public participation while strengthening private property rights; (b) are used to territorialise sectoral, top-down, and long-term agendas with no consideration of the timely and situated concerns and visions of residents and communities; and (c) are underpinned by a pro-growth and rapid urbanisation agenda that ignores sustainability debates

    Zwischen Duldung und Bleiberecht: Wie und für wen wirkt das Chancen-Aufenthaltsrecht?

    Die BAMF-Kurzanalyse 3|2025 untersucht Erteilungsmuster und Wirkungen des Chancen-Aufenthaltsrechts (§ 104c AufenthG). Diese Regelung trat Ende 2022 für die Dauer von drei Jahren in Kraft und gewährt langjährig geduldeten Personen ein 18-monatiges "Aufenthaltsrecht auf Probe". Die Kurzanalyse zieht eine erste Zwischenbilanz dieser in Deutschland bislang einmaligen Regelung. Ziel des Chancen-Aufenthaltsrechts ist es, die Anzahl langjährig geduldeter Personen zu senken und Anreize für Arbeitsmarktintegration und Identitätsklärung zu schaffen. Während des 18-monatigen "Aufenthalts auf Probe" besteht die Möglichkeit, die Erteilungsvoraussetzungen für ein längerfristiges Bleiberecht zu erfüllen. Basierend auf Daten aus dem Ausländerzentralregister zum Stand September 2024 untersucht die Kurzanalyse erstmalig folgende Fragen: In welchem Umfang und von wem wurde das Chancen-Aufenthaltsrecht bisher in Anspruch genommen? Trägt es bisher wie beabsichtigt zu Identitätsklärung und Aufenthaltsverstetigung bei? Die Kurzanalyse ist im Rahmen des Forschungsprojektes "Machbarkeitsstudie zu Im-/Mobilität ausreisepflichtiger Personen in Deutschland" (MIMAP) entstanden

    Same-Sex Couples in the German Microcensus as of 2020

    Since the redesign of the German Microcensus in 2020, it is no longer possible to reliably identify same-sex couples, and official statistics no longer report figures on their prevalence. The tool provided by GESIS for identifying same-sex couples in the Scientific Use Files of the Microcensus has also been discontinued for the time being. This report outlines the extent and causes of these identification issues. Using the Scientific Use Files of the German Microcensus, the prevalence of same-sex couples is estimated and compared over time and across the life course of (synthetic) cohorts. A clear break is observed in 2020, due to methodological changes in the collection and processing of data on sex. Hypothetical example calculations demonstrate that even minimal changes in data on sex can lead to a significant increase in the (small) number of same-sex couples. Methodological adjustments indicate that same-sex couples can be identified more reliably again from the 2024 Microcensus onwards

    Cultural Determinants and Grammatical Outcomes in the Azerbaijani: An Analysis of Sociolinguistic Influence on Turkic Grammar

    This article explores the relationship between culture and grammar in the context of the Turkic language family. It investigates how sociocultural elements, including nomadic heritage, religion, kinship systems, and patterns of social hierarchy, have influenced the grammatical structures of Turkic languages. The paper draws on comparative analysis, historical linguistics, and anthropological linguistics to demonstrate that grammar is not merely a structural aspect of language but is also profoundly shaped by the cultural milieu of its speakers. This article also examines the relationship between culture and grammar within the context of the Turkic language family, with a particular focus on the Azerbaijani language. It investigates how sociocultural elements, including nomadic heritage, religion, kinship systems, and social hierarchy, have influenced the grammatical structures of Turkic languages. Through comparative analysis and linguistic anthropology, it is demonstrated that grammar is not merely a structural system but a reflection of the cultural and historical experiences of its speakers. Special focus is placed on evidentiality, politeness, case usage, and agglutination in Azerbaijani, highlighting how this language embodies broader Turkic cultural paradigms

    Non-state armed actors, war economies and postwar violence - Examining the connections

    In the context of war, states and non-state actors alike need resources to fund their armed activities. While states can use taxes to this end, non-state actors often need either territorial control to mimic the taxing abilities of a state or to participate in the trade of legal and illegal resources. After a war ends, these activities have no clear-cut end, but they may continue to fund other manifestations of postwar violence. We therefore ask: How do non-state war economies or rebels’ access to economic resources matter for understanding postwar violence? More specifically, what conditions might reinforce or mitigate these legacies after the termination of hostilities? In this paper, we challenge the general assumption that war economies thwart postwar transformations and peacebuilding. Motivated by scattered empirical evidence suggesting significant variation on the ground, we apply a Qualitative Comparative Analysis (QCA) research design to examine a sample of 42 postwar episodes. We focus on how the access of rebels and non-state groups to economic resources shape postwar violence. Due to the poor quality of comparable quantitative data across countries, we use a two-step approach. We first identify clusters of postwar societies based on the existence or absence of non-state armed actors’ access to resources and the level of postwar violence. Drawing from these findings, we validate the clusters with illustrative case studies in a second step. Our results show no linear pathway from the actors’ access to resources to postwar crime and violence. In fact, our findings suggest that the characteristics and depth of postwar crime and violence depend on specific and dynamic combinations of political regime and economic state capacities, which operate as intermediating factors fostering violence when weak or mitigating/counteracting violence when strong. Our findings caution against fatalistic - even deterministic - views of war econ- omies shaping postwar societies. Far from being doomed, countries emerging from war find opportunities to strengthen democratic participation and diversify state presence. This confirms long-held notions that peacebuilding, as well as postwar crime and violence, amount largely to a question of building strong, capable, and inclusive institutions

    Das Bundesteilhabegesetz (BTHG) hat die Lebenssituation von Menschen mit Behinderungen an vielen Stellen deutlich verbessert. Dies zeigt der Abschlussbericht der gesetzlich vorgeschriebenen Wirkungsprognose des BTHG. Die Studie untersucht die bisherige Praxis und Wirkung der ersten drei Reformstufen des Bundesteilhabegesetzes (BTHG). Methodisch umfasst die Studie zwei Bestandteile: (1) eine Implementationsanalyse, welche die Auswirkungen auf die Verwaltung und die Praxis der Leistungserbringung beleuchtet und (2) eine prozessbegleitende Befragung von Leistungsbeziehenden der Eingliederungshilfe, zur Analyse der Auswirkungen des BTHG auf die gesellschaftliche Teilhabe dieser Menschen

    Self‐Organised Practices of Social Participation; or How Individualisation is Collectively Contested in the Raval

    In this article, I focus on current developments in the Raval district of the Spanish metropolis of Barcelona and show how social participation can be made possible despite hostility. Social participation is the opportunity for subjects to take part in society and, in this way, to experience "belonging to society." "Belonging to a society" means experiencing both active and passive opportunities to shape and use socially founded and politically constituted community relationships and infrastructures. The example of the Raval shows how neighbours can be activated as a collective through self‐organised practices of social participation. In the context of a welfare state in transformation, social participation is partly being transferred from the state to civil society actors. Focusing on the issues of housing, security, and care, this article shows how, on the one hand, this transferring of responsibility contradicts individualisation and creates something in common. On this basis, the residents can find collective answers to individualised problems and improve social participation. On the other hand, it shifts the weight of social responsibility unto civil society, which means that social participation is no longer guaranteed by the state and, as in the case of the Raval, becomes dependent on more or less randomly developed structures in the social environment

    Die Sahelzone befindet sich in einem raschen geopolitischen Wandel. In den vergangenen drei Jahren hat die Region, die zu den ärmsten und gefährdetsten der Welt gehört, einen dramatischen Zyklus von Regimewechseln und Bündnisverschiebungen erlebt, der das Vorgehen und Engagement der Europäischen Union (EU) und ihrer Mitgliedstaaten in der Region auf eine schwere Probe gestellt hat. Vor dem Hintergrund dieser schweren Krise in den Beziehungen zwischen der EU und Afrika und der zunehmend antiwestlichen Stimmung treten neue internationale Akteure wie Russland, China und die Türkei auf, die ihren Einfluss aufbauen oder verstärken. Die neue Situation in der Sahelzone erfordert von der EU, ihren Ansatz dringend zu überdenken. Wenn Europa sich weiterhin in der Region engagieren will, muss eine Neuausrichtung stattfinden, die sich an den aktuellen Entwicklungen orientiert und das Vertrauen in die EU als zuverlässigen Partner wiederherstellt. Diese Policy Analyse stützt sich auf eine Paneldiskussion, die am 28. November 2024 am oiip in Zusammenarbeit mit dem österreichischen Bundesministerium für Landesverteidigung (bmlv) zum selben Thema stattgefunden hat. Die Analyse befasst sich mit den Impulsen und Ursachen der geopolitischen Dynamiken in der Sahelzone und untersucht kritisch die Schwächen und Fehleinschätzungen des bisherigen Ansatzes der EU. Abschließend werden Empfehlungen für eine Neuausrichtung der EU-Politik in der Sahelzone gegeben, um Fehler der Vergangenheit zu korrigieren, weiteren Schaden zu verhindern und sich an die sich verändernden Gegebenheiten in der Region anzupassen.Geopolitics are changing fast in the Sahel. Over the past three years, the region, one of the most impoverished and imperilled of the world, has undergone a dramatic cycle of regime change and alliance shift, which has significantly challenged the strategy and engagement of the European Union (EU) and its member states in the region. Against the background of this severe crisis in EU-Africa relations and growing anti-Western sentiments, new international players are appearing or increasing their influence, such as the Russian Federation, China and Turkey. It is now urgent for the EU to acknowledge the new situation in the Sahel region and rethink its approach. If Europe wants to remain engaged in the region, it should forge a new path guided by day-after policies, with a view to rebuilding trust in the EU as a reliable partner. This Policy Analysis draws on the Panel Discussion held at the oiip on 28 November 2024 on the same topic, in cooperation with the Austrian Federal Ministry of Defence (bmlv). This piece dives into the drivers of the Sahel region’s geopolitical dynamics and critically investigates the shortcomings of the EU’s approach to the region. It concludes with actionable recommendations for recalibrating the EU’s Sahel policy to address past mistakes, prevent further damage, and adapt to the region’s evolving realities
