Pelaksanaan embarkasi dan debarkasi yang cepat dan aman serta lancar
merupakan tujuan utama para penumpang. Upaya tersebut di maksudkan agar kapal
dan muatan serta keselamatan para penumpang bisa terjamin saat proses embarkasi
dan debarkasi. Proses embarkasi dan debarkasi yang terjadi di kapal KM.
DOBONSOLO sewaktu di pelabuhan Tanjung Perak Surabaya adalah kurang
efisiennya manajemen untuk mengatur penumpang yang akan naik dan turun, serta
kurangnya fasilitas yang memadai di terminal pelabuhan.Sehingga para penumpang
saling berdesakkan dan dapat mengakibatkan atau membahayakan jiwa para
penumpang tersebut. Sedangkan PT. PELNI sebagai penyedia sarana transportasi
pun tidak meningkatkan pelayanan–pelayanan diatas kapal, bahkan terkesan hanya
mencari keuntungan tanpa memperdulikan kualitas pelayanan.
Berdasarkan hasil penelitian yang telah penulis lakukan, menunjukkan
beberapa faktor-faktor yang menghambat jalannya proses embarkasi dan debarkasi
penumpang. Faktor-faktor tersebut adalah maraknya pedagang asongan dan tidak
tertibnya buruh-buruh bagasi dalam pengangkutan barang milik
penumpang,merebaknya pengantar dan pengunjung yang tidak mengindahkan
peraturan serta pengumuman yang telah dilakukan oleh pihak kapal sehingga
terkadang mereka terbawa dalam pelayaran yang sering disebut Penumpang Tanpa
Tiket (PTT), faktor yang lain adalah keterlambatan kapal sewaktu tiba di pelabuhan
tujuan, faktor terakhir adalah barang bawaan penumpang yang berlebih (Over
Baggage).
Adapun upaya yang dilakukan oleh pihak kapal dan petugas darat adalah
dengan meningkatkan kerja sama yang baik antara petugas darat dan petugas kapal
sehingga dapat mendukung kelancaran proses embarkasi dan debarkasi.

The fast and safe and smooth implementation of embarkation and
debarkation is the main goal of the passengers. The effort is intended so that the
ship and cargo and the safety of passengers can be guaranteed during the
embarkation and debarkation process. The process of embarkation and debarkation
that occurs on KM ships. DOBONSOLO while at the port of Tanjung Perak
Surabaya was management inefficient to regulate passengers who were going up
and down, as well as the lack of adequate facilities at the port terminal. So that
passengers crowded together and could cause or endanger the lives of these
passengers. Whereas PT. PELNI as a means of transportation also does not improve
services on board, even seems to only seek profits regardless of service quality.
Based on the results of the research that the author has done, it shows several
factors that hinder the process of embarkation and debarkation of passengers. These
factors are the rise of hawkers and the disorderly practice of baggage workers in
transporting passenger property, widespread outreach and visitors who do not heed
the rules and announcements made by the ship so that sometimes they are carried
on a cruise which is often called a Passenger Without Tickets ( PTT), another factor
is the delay of the ship when it arrives at the destination port, the last factor is excess
baggage (Over Baggage).The efforts made by the ship and land officers are to increase good
cooperation between land officials and ship officers so that they can support the
smooth process of embarkation and debarkation

No full textANALYSIS OF THE DECISION OF CRIMINAL WITHOUT DICTUM "ORDERING THE CRIMINAL ARREST" IN THE PERSPECTIVE OF LEGAL CERTAINTY ABSTRACT Legal certainty is not just a moral demand, but factually characterizes the law. An uncertain and just law is not just a bad law, but it is not a law at all. Legal uncertainty, will cause chaos in people's lives, and people will do what they want and act vigilantly. Rengat District Court's Decision Number: 192/Pid.B/2015/PN.Rgt is made without fully referring to the Criminal Procedure Code especially Article 197 (1) letter k, and will certainly have legal consequences. Article 197 paragrafh (1) of the Criminal Procedure Code contains the imperative as well as the firmness of the convicted person whether the convicted person is detained or remains in custody or released. In this paper, the author uses empirical legal research methods with the formulation of the problem, namely how legal certainty of criminal convictions without the dictum "ordering the criminal arrest" in case number: 192/Pid.B/2015/ PN.Rgt as well as how the legal consequences of convicting decisions without the dictum "ordering the criminal arrest " in case number: 192/Pid.B/2015/PN.Rgt. Legal certainty in case decision number: 192 / Pid.B / 2015 / PN.Rgt has not been fulfilled, the panel of judges who tried the case has ignored the order of Article 197 paragraph (1) letter k of the Criminal Procedure Code. Whereas Article 197 paragraph (1) letter k of the Criminal Procedure Code is the substance of a decision aimed at creating legal certainty against a convicted person who has been proven guilty of committing a crime. Then the article is also a control for judges to avoid carelessness or arbitrariness in making decisions. The legal consequences of decisions that do not include Article 197 paragraph (1) letter k of the Criminal Procedure Code as determined by Rengat District Court Number: 192 / Pid.B/2015/PN.Rgt are null and void by law. Although the Decision of the Constitutional Court (MK) Number: 69/PUU-X/2012 dated November 22, 2012 states that it does not include Article 197 paragraph (1) letter k of the Criminal Procedure Code is not null and void, in practice the Public Prosecutor as executor cannot implement it so that the Prosecutor The Public Prosecutor's Office of the Rengat District Attorney filed an appeal against the objection as long as there was no mention of the status of detention of the convicted person
STRATEGI KOLABORASI DALAM SENI PERTUNJUKAN TRADISIONAL DI KABUPATEN SUBANG
No full textAbstrak Kesenian tradisional memegang peranan dalam pencirian dan menjadi kekhasan suatu daerah. Bagi wilayah administratif yang menjadi cikal bakal suatu kesenian daerah tentu saja tidak sulit untuk menyebut istilah kesenian khas dan menjadi milik daerah tersebut. Lain halnya dengan wilayah administratif yang tidak memiliki kesenian daerah sehingga akan berusaha menciptakan sebuah kesenian untuk dijadikan sebagai kesenian khas bagi daerahnya. Beruntunglah bagi Kabupaten Subang yang menjadi cikal bakal beberapa kesenian yang terlahir dan besar di daerahnya. Tidak hanya sampai disitu, Pelestarian dan pengembangan kesenian tradisional tampak serius dilakukan. Hal tersebut terlihat dari papan nama berbagai kesenian (tradisional) di beberapa ruas jalan dalam wilayah Kabupaten Subang. Seiring berjalannya waktu tampak jelas terlihat adanya perubahan dalam pernak pernik atau tahapan pertunjukan pada beberapa seni pertunjukan tradisional. Kondisi tersebut pada akhirnya mengundang keingintahuan mengenai strategi kolaborasi apa yang membuat seni pertunjukan tradisional masih tetap diminati masyarakat Subang. Penelitian ini dilakukan dengan menggunakan metode deskriptif analisis yang didukung dengan data lintas waktu baik dari sumber sekunder maupun dari pernyataan informan mengenai seni pertunjukan tradisional di Kabupaten Subang. Dari hasil penelitian diperoleh bahwa kolaborasi yang dilakukan meliputi kolaborasi lintas waktu dan lintas ruang yang masih dibatasi oleh seperangkat aturan agar kolaborasi tidak melenceng dari identitas ketradisionalannya.AbstractTraditional arts play a role in the characterization of a region. No full textPenelitian ini dilatarbelakangi berdasarkan pengamatan penulis, selama praktek lapangan di SMK Negeri 3 cimahi, menunjukkan bahwa siswa yang memiliki keterampilan bermain futsal cenderung kurang serius dalam pelajaran yang sedang diikutinya, berbanding terbalik dengan siswa yang kurang mahir dalam bermain futsal lebih serius dan memperhatikan guru. Tujuan penelitian ini adalah 1). Ingin mengetahui seberapa besar pengaruh pendekatan taktis terhadap hasil belajar permainan futsal bagi kelompok siswa yang memiliki kemampuan motorik tinggi. 2). Ingin mengetahui seberapa besar pengaruh pendekatan taktis terhadap hasil belajar permainan futsal bagi kelompok siswa yang memiliki kemampuan motorik rendah. Instrumen yang digunakan dalam penelitian ini adalah tes awal, perlakuan/treatment dan tes akhir. Sampel dalam penelitian ini adalah siswa SMK Negeri 3 Cimahi yang mengikuti ekstrakurikuler futsal. Berdasarkan pengolahan data uji satu pihak hasil belajar permainan futsal kelompok motorik tinggi menunjukkan thitung = 2,000 > ttabel = 1,830 dengan demikian hipotesis nol (Ho) ditolak. Untuk kelompok motorik rendah menunjukkan thitung = 3,753 > ttabel = 1,830 dengan demikian hipotesis nol (Ho) ditolak. Dari pengolahan data dan analisis uji dua pihak menunjukkan thitung = 0,611 < ttable = 0,71 sehingga tidak terdapat perbedaan, namun dari hasil pengolahan data uji beda menunjukkan kelompok motorik tinggi memiliki nilai rata-rata 7,9 lebih kecil dari kelompok motorik rendah dengan nilai 10,9. Dengan demikian dapat disimpulkan bahwa model pembelajaran taktis memberikan pengaruh yang signifikan terhadap hasil belar permainan futsal bagi kelompok motorik tinggi maupun kelompok motorik rendah. Kemudian dari uji dua pihak tidak terdapat perbedaan namun dari nilai rata-rata menunjukkan bahwa kelompok motorik rendah lebih tinggi peningkatan hasil belajarnya dibandingkan dengan kelompok motorik tinggi.

This research is motivated by the author's observation, during practice field at SMK Negeri 3 cimahi, shows that students who have the skills to play futsal tend to be less serious in the lesson that is being followed, inversely with students who are less proficient in playing futsal more seriously and pay attention to the teacher. The purpose of this study is 1). Want to know how much influence the tactical approach to the game of futsal learning outcomes for groups of students who have the motor skills high. 2). Want to know how much influence the tactical approach to the game of futsal learning outcomes for groups of students who have poor motor skills. The instrument used in this study is preliminary tests, treatment / treatment and final test. The samples in this study were students of SMK Negeri 3 Cimahi that follow extracurricular futsal. Based on the data processing of the test results to learn the game of futsal high motor group showed thitung = 2,000 > table = 1,830 therefore the null hypothesis (Ho) is rejected. For low motor group showed thitung = 3,753 > table = 1,830 thus the null hypothesis (Ho) is rejected. Data processing and analysis of the two trials showed the thitung = 0,611 < ttable = 0,71 so that there is no difference, however, from the data processing different test showed high motor group had an average value of 7,9 is smaller than the low motor group with values 10,9. It can be concluded that the tactical learning model provides a significant effect on the results for the group belar futsal game high motor and lower motor group. Then the two sides of the test, but there was no difference from the average value indicates that the low motor group higher increase compared with the results of their study group of high motor.
