‘Lonely’: education policies and their reception, between indigestible carrots and demands for proper regulation
Get PDFItaly’s education policy prioritized two main areas of action during the second year of the Covid-19 pandemic: mitigating the health impact of the crisis on students and educators, and implementing public policies that ensure the proper functioning of the country’s education system in view of a return to normalcy. In this article, I analyse education-policy decisions and non-decisions with a focus on their reception by the school personnel system. The analysis engages with the classical literature on public policy, distinguishing between ‘carrots’ and ‘sticks’ as instruments for policy change. I argue that the health crisis has revealed structural weaknesses that underlie the country’s education policy and politics. Through an analysis of the policy actors’ reactions to those decisions (and non-decisions), I show that a pattern of prolonged oversight by the national government has provoked an appetite not only for financial measures, but also for more policy regulation. The analysis underscores the dual need for 1) well-defined rules and policy regulations that allocate a clearer division of responsibilities, and 2) greater involvement by the national government in the area of post-pandemic education reform

Get PDFBuilding upon a reconstruction of Italian teacher training and qualification policies from the 1990s to date, achieved through the study of relevant decisions and multidisciplinary literature, the article represents an empirical application of the institutional layering model in its recent reformulation. It identifies the layering contents in terms of actors, ideas, and policy instruments, as well as the criticalities that are inherent in policy design and implementation, which lead to different types of stratifications. The study has a threefold aim: to analyze and explain the policy dynamics in action, to connect the international public policy literature with the empirical data regarding the national measures examined, and to foster a debate on Italian school education policies from a public policy perspective in the face of the scarcity of scientific contributions in this sense
A Research Agenda for a Multilingual Education Policy in Immigratory Contexts
Get PDFThe goal of this paper is to introduce a new topic into the public policy debate: the policy implications of multicultural and multilingual education have been largely neglected by public policy and administration scholars, despite the multiple interesting research perspectives implied. Discussing the numerous aspects of multilingual education is all the more important in light of the superdiversity generated by migratory waves as well as of the role played by immigrants in the socioeconomic fabric of their host countries. After introducing the subject by framing it within the political and policy debate, the article presents the different angles from which the multilingual education issue should be tackled, starting with an overview of the social, economic, and human right/legal aspects involved and proceeding with a proposal of investigation of the implications for public policy and administration, with a focus on teachers as street-level bureaucrats delivering policies in close contact with target groups
