No full textActive cameras are increasingly used to extend the area coverage and to improve image quality in video surveillance. With such a pan-tilt-zoom camera, operators can control its rotation around two axes and can use an optical zoom to get a better shot. Although multiple video streams are monitored simultaneously on a large grid of displays, they lack spatial correlations that the operators can rely on. In stressful situations, such as during the pursuit of a target, it is hard for the operator to maintain situation awareness while controlling cameras and switching between them. In this work, an interface is presented that helps the operator in controlling the cameras while maintaining spatial knowledge of the environment. Its design extends the work of De Haan et. al. on augmented surveillance interfaces, which only uses static video cameras. First, pan-tilt-zoom camera operation is integrated by providing the user with new camera controls and visual feedback methods. Second, the special hardware joystick is replaced by a simple mouse and keyboard control in order to have a seamless integration with the overall system. Finally, the user is assisted in steering multiple active cameras by automatically determining and focusing an optimal camera based on user-indicated target location and movement direction. As active cameras allow live interaction by the operator, it is difficult to experiment and consistently perform evaluations using real-life surveillance systems. Therefore, the prototype interface is implemented upon a simulator which generates virtual scenarios and live content. Evaluation measures are designed to measure situation awareness and performance of the operator during the pursuit of a target. In the evaluations performed, the prototype was found to have a better learning curve, a better ease of use and user performance is increased in comparison to a classical interface. Political and institutional determinants of the tax mix : an empirical investigation for OECD countries
Get PDFModern tax systems show a mix of direct and indirect taxes. However, it is difficult if not impossible to explain actual tax systems on the ba-sis of optimality conditions. Political and institutional factors are some-times argued to explain the presence of very complex tax structures. Wepropose various hypotheses that relate the tax structure to some political and institutional explanatory variables. The hypotheses are tested by ap-plying panel data analysis on a large sample of OECD countries for the period 1965 to 1995. We conclude that political and institutional vari-ables do not substantially influence the actual shape of the tax structure.

No full textLiagore De Haan, 1833 Remarks. Ng & Chen (2004: 2356) argued that despite its atypical carapace features, Liagore should nevertheless be placed in the Xanthidae. They commented that while “ Liagore is typically xanthoid, its familial position has been uncertain and it has been unplaced in modern classifications (e.g. Guinot, 1971; Serène, 1984). The carapace features of Liagore are superficially similar to those of Carpilius Desmarest, 1823, in the Carpiliidae Ortmann, 1893, and the genus has been linked or even placed there (Serène, 1984; Ng & Davie, 2002). In members of the Carpiliidae, the G 1 is stout and the G 2 very long. The G 1 and G 2 of Liagore, however, are typically xanthid s. str., with the G 1 slender and the G 2 very short (Fig. 4). Liagore currently contains just two species, L. rubromaculata (De Haan, 1835), from the western Pacific and L. erythematica Guinot, 1971, from the Indian Ocean. A recent study (Wetzer et al., 2003) also does not support any close relationship between Carpilius and Liagore. Within the Xanthidae MacLeay, 1838, Liagore is perhaps best placed in the Xanthinae (sensu Serène, 1984). The smooth and rounded carapace of Liagore, without discernible regions, however, is rather atypical for xanthines. Ovatis bridges the gap. Its carapace is smooth, but the surfaces are punctuated, and the regions are barely visible. In Liagore, the antero- and posterolateral margins are not well demarcated but gently merging, giving the carapace a more rounded appearance. In Ovatis, the antero- and posterolateral margins are also more clearly separated. Both genera are here referred to the Xanthinae MacLeay, 1838.” Števčić (2005), however, established a new tribe in the subfamily Xanthinae, Liagorini, for Liagore. The differences cited by him, however, are not exclusive to the genus, and considering genera like Ovatis Ng & Chen, 2004, the stated diagnostic characters are not valid. We therefore regard Liagorini Števčić, 2005, as a junior synonym of Xanthinae MacLeay, 1838.Published as part of Ng, Peter K.
