    Predicting Spike Train Responses of Neuron Models

    . It is shown how neural spike train responses can be predicted by truncated Wiener series and by LN-cascade models. To prove the capability of these methods we test them on spike trains which have been generated by model neurons. The agreement of the approximated responses and the neuron response to known stimuli is analysed quantitatively by calculating least mean square errors and rates of coincidences. It is also somewhat similar to parameters around Digital Search trees. Surprising links to q-analysis and the theory of partitions exist. The author has contributed to the analysis during the last decades; the relevant pa- pers have been collected in this thesis.     AbstractSustainability has become a major topic in product and process development strategy for many companies. Development and design of resource-efficient processes are key factors and represent a substantial contribution to the improvement. The transfer of manufacturing processes from batch to continuous operation may contribute considerably to this goal. The basis for process redesign are experimental trials and the development of suitable equipment. In a case study, such a transfer has been conducted accompanied by technological, economic and ecological assessments. An analysis of the existing batch process supported by material flow modelling generated a reference point for the developed production process

    Activation policies in Germany : from status protection to basic income support

    "This paper provides an overview of the sequential shift towards activating labour market and social policy in Germany. It not only shows the changes in the instruments of active and passives labour market policies but also analyzes the implications of this change for the political economy, the governance and the legal structure of a 'Bismarckian' welfare state. Our study points at the changes in Germany's status- and occupation-oriented unemployment benefit regime that has been relinquished for a larger share of dependent population. Unemployment insurance benefit duration is shorter now and newly created basic income support for needy persons is not earnings-related anymore. Pressure on unemployed to take up jobs has increased considerably while more persons than before have access to employment assistance. The paper also aims at a preliminary assessment of the effects of activating labour market policy on labour market as well as social outcomes and sets out probable paths of future adaptation."     International Energy Technology Transfersfor Climate Change Mitigation - What, who, how, why, when, where, how much … and the Implications for International Institutional Architecture

    The goal of the paper is to expand and refine the international technology transfer negotiating and analytic agendas and to reframe the issues. The paper presents concepts, indicators, illustrations and data that identify and measure international transfers of energy technologies that can be used to mitigate climate change. Among the questions on that agenda are how much technology transfer there has been to date, and how much will be needed in the future, especially to assist non-Annex I developing countries in their efforts to mitigate climate change. Before the how much questions can be answered, however, there are several prior questions, and hence the many other elements of the subtitle of the paper: what, who, how, why, when, where. These aspects of international technology transfer vary significantly among three existing institutional settings and among the associated analytic paradigms: North-South Official Development Assistance, Global Private International Investment and Trade, and International Public-Private Cooperation Agreements. The principal sections of the paper focus on features of international technology transfers in these institutional settings and on illustrations drawn from the biodiesel industry, especially the use of jatropha tree as the source of the feedstock. The conclusions are summarized as follows: (i) Technologies include intangible know-how and services, as well as tangible goods in the form of production process equipment and finished products. (ii) International transfers of some types of technology are much easier to measure than others. (iii) International technology transfers are highly industry-specific. (iv) Even for individual industries, it is necessary to use multiple indicators of technology transfers. (v) Patterns in the types of technology and methods of transfer vary across the three institutional settings examined in the paper.     Model-based classification of regional labour markets : for purposes of labour market policy

    "In many countries fairly large and persistent regional disparities can be observed for a variety of economic indicators. Since these disparities can not be reduced to one single dimension, a classification system is needed to give a parsimonious overview. The article presents a system which is designed to assess labour market policy in Germany. The innovation in this article is the development of a procedure that combines the analysis of determinants of regional disparities with standard classification approaches. The procedure is designed to solve two problems of many existing classification schemes: firstly, their purely descriptive nature and secondly, their interpretation with relation to arbitrarily chosen classification variables. The proposed method is used to identify 12 types which show the regional diversity of labour markets in Germany."
