Addis Ababa/Finfinee: A Blueprint towards Twin-city Administration
This article analyses the challenge of Addis Ababa´s double status – both as capital of Ethiopia and that of the Regional State of Oromia. It delves into the unresolved issue of the special interest of Oromia in Addis Ababa/Finfinnee. This article propounds that, where there is no separate capital city administration directly responsible to the State of Oromia, it is constitutionally nonsensical and hierarchically incongruent to require the State of Oromia to join hands with the Addis Ababa city government for joint administration. Thus, it seeks to address the so-called “special interest” of Oromia in Addis Ababa/Finfinnee through two-city administrations. This stems from a critical reading of the constitutional provision which calls for the establishment of joint administration of Addis Ababa/Finfinnee (see: Art 49 (5) of the FDRE Constitution). Furthermore, the Indian model of city administration is taken as a lesson to supplement twin-city administration. This article finds that, for the State of Oromia to ensure not only the so-called “special interest in Addis Ababa” but most importantly its right to the city, it shall, a fortiori, undertake a structural adjustment.Keywords: Addis Ababa/Finfinnee, India, Special Interest, Twin-city Administratio
Urban Renewal and the Predicaments of Heritage Conservation in Addis Ababa, Ethiopia / Renouvellement urbain et situations délicates de la conservation du patrimoine à Addis-Abeba, Éthiopie
This paper explores the challenges of rehabilitating and conserving early urban neighborhoods and historic monuments of Addis Ababa in light of rapid urban redevelopment activities taking place in the city since 2004. It examines the way the need for urban physical transformation to suit the current standards of living and the mod -ernist zeal of urban planners to improve the urban outlook through slum clearance puzzles the quest for maintaining urban heritages, reminiscent of original social fabric, urban character, and vernacular architectural features. The paper concludes with a discussion on the need for multi-dimensional approach to conserve urban cultural heritages, mainly historic buildings and monuments. It also suggests the preservation and revitalization of important early urban neighborhoods of Addis Ababa with the objective of maintaining typical urban tissue, essential qualities of the historic areas and social life of the communities residing therein, but by adapting their physical structures and activities to present-day requirements where possible. The paper further recommends the use of innovative conservation techniques that employ the advances in modern digital technology. Towards this end, textual and digital documentation of early neighborhoods of Addis Ababa were proposed to preserve popular memory on the one hand, and to allow the redevelopment process to keep-going uninterrupted where physical preservation of old urban fabric is deemed dif cult or practically rendered impossible.Renouvellement urbain et situations délicates de la conservation du patrimoine à Addis-Abeba, Éthiopie.
Cet article explore les défis de la réhabilitation et de la conservation des anciens quartiers urbains et des monuments historiques d’Addis-Abeba à la lumière des rapides activités de réaménagement urbain qui se déroulent dans la ville depuis 2004. Les transformations physiques urbaines doivent s’adapter aux nouveaux standards de la vie courante et au zèle moderniste des planificateurs qui cherchent à améliorer l’environnement urbain par l’évacuation des quartiers pauvres. L’article examine comment cette contrainte organise la conservation du patrimoine, souvenir du tissu social originel, ainsi que le maintien de son caractère urbain et de ses caractéristiques architecturales traditionnelles. L’article se conclut par une discussion sur la nécessité d’une approche multidimensionnelle pour conserver les patrimoines culturels urbains, principalement des bâtiments et des monuments historiques. Il suggère également la préservation et la revitalisation d’importants anciens quartiers urbains d’Addis-Abeba avec comme objectif de maintenir le tissu urbain typique, les qualités essentielles des quartiers historiques et de la vie sociale des communautés qui y résident, tout en adaptant leurs structures physiques et leurs activités aux besoins actuels lorsque cela est possible. L’article recommande en outre l’utilisation de techniques de conserva -tion innovantes, les progrès de la technologique numérique moderne. Who benefits from promoting small and medium scale enterprises ? some empirical evidence from Ethiopia
The Addis Ababa Integrated Housing Development Program aims to tackle the housing shortage and unemployment that prevail in Addis Ababa by deploying and supporting small and medium scale enterprises to construct low-cost housing using technologies novel for Ethiopia. The motivation for such support is predicated on the view that small firms create more jobs per unit of investment by virtue of being more labor intensive and that the jobs so created are concentrated among the low-skilled and hence the poor. To assess whether the program has succeeded in biasing technology adoption in favor of labor and thereby contributed to poverty reduction, the impact of the program on technology usage, labor intensity, and earnings is investigated using a unique matched workers-firms dataset, the Addis Ababa Construction Enterprise Survey. The data are representative of all registered construction firms in Addis and were collected specifically for the purpose of analyzing the impact of the program. The authors find that program firms do not adopt different technologies and are not more labor intensive than non-program firms. There is an earnings premium for program participants, who tend to be relatively well-educated, which is heterogeneous and highest for those at the bottom of the earnings distribution.Labor Markets,Access to Finance,Economic Theory&Research,Microfinance,Labor Policies
Organic Fertilizers Use and Application for Cereal Crop Production in Ethiopia
Different relevant studies have been held across the county parts or regions to assess the effect different organic fertilizers like compost, farm yard manure, green manure, crop residue and biogas slurry application and use in experiment field and smallholder farming without upsetting their usual living. Results supposed to the benefit of farmers and come up with a policy briefing that policy makers give a better support for its implementation. The experiments conducted in different regions by different researchers like Maichew District of Tigray Region by Hailu Araya, Gozamen Woreda Eastern Gojam Amhara Region by Tadesse Dejene , Haraghe zone Oromia region Easten Ethiopia by Zelalem Bekeko and Sirinka Earstern Amara rgegion by Abebe Getu and Yalemtshay debebe in Sebeta Oromia Region indicated that the application compost Farm yard manure ,green manure and Biogas slurry enhances different crop production and productivity by improving of soil physical and chemical property and also bring additional benefit in terms of minimizing inorganic fertilizers cost. Therefore this visualized or tell us for the future as country level promoting of organic fertilizers in well-organized form is very important to enhance cereal crop productivity and there quality by improving soil and soil fertility issues. Intimate Partner Violence: Exploring Experience and Coping Strategies of Survivors in Addis Ababa
This study was conducted between January 2017 and June 2017 toexplore the experience of intimate partner violence victims with specialreference to female survivors currently residing in the Shelter forAbused Women in Addis Ababa, run by the Association for Women’sSanctuary and Development (AWSAD). It was conducted with thepurpose of understanding the experiences of victims from the time theyentered the relationship up to their placement in the shelter for theabused women. The study employed qualitative approach to generatedata. Data were gathered both from primary and secondary sources, butheavily relied on primary sources. Six in-depth interviews and onefocus group discussion was conducted with the victims of intimatepartner violence and the data gathered were analysed thematically. Thefindings of the study showed that the girls were unable to break up withtheir abusive partners due to their own emotions, attributed to low selfesteem,guilty feeling and shame. Moreover, close people’s negativeattitude, family disapproval and humiliating stigma attached to thosewho tried to break away generated feelings of remorse. In spite of this,it was also revealed that some of them fought back for their freedom.Based on the findings, it was recommended that there is a need tostrengthen the existing violence reduction and prevention efforts bydifferent institutions
Barter in practice: a case study of liwac transaction in Addis Ababa
The author examines the contemporary liwac or barter system in Addis Ababa, a thriving part of the informal economy which involves the exchange of household goods for second-hand clothes and shoes.
