Critical Success Factors for the implementation of Total Quality Management in Small and Medium Enterprises: Literature Review
This research aims to identify and validate the Critical Success Factors (CSF) that make possible the implementation of Total Quality Management (TQM) in Small and Medium Enterprises SME). To carry out the literature research, the research objectives were taken into consideration, relevant scientific articles were selected and their content was analyzed. To find relevant scientific articles, the Google Scholar database was used, it allows the author to search for all forms of scholarly literature. The research is based on the criteria: relevant key words, time period 2015 onwards and only journals that apply the peer-review method. After conducting the literature research, 11 relevant articles were identified, with 25 authors from 11 different countries on four continents. After reviewing the content of the papers, 21 CSFs were identified and 12 out of 21 were validated. The validation was carried out with the engagement of quality management experts and the Cronbach\u27s Alpha method was used to measure the degree of compatibility. The identified CSFs originate from the literature that deals only with small and medium-sized enterprises, excluding micro-enterprises and individual businesses as well as large enterprises and corporations. Also, the time period of the publications is only 7 years. This can be considered a limitation in terms of research. These identified and validated CSFs can serve in the future for wider field research to understand the level of managerial quality in SMEs
Lean Six Sigma for Public Sector Process Visibility Improvement - Case Study
This paper addresses quality management in the public sector, namely the application of Lean Six Sigma (LSS) methods to increase the visibility of the flow of procedures in the administration of public institutions. Visibility of administrative procedures flow helps the citizen to better understand how an administrative process begins, how it develops, who is involved, how long it lasts and when it ends. This transparency in the process guarantees satisfaction and security for the citizen. In order to achieve the intended result of this study, public institutions at the local level, respectively municipality and the center for social issues, are observed. The current state of visibility of the procedures has been identified, defects are identified and listed, measured, the causes of the defects are learned, the action plan has been proposed and the change of the situation is been verified. The methodology applied in this study is based on the Lean Six Sigma - DMADV technique (Define, Measure, Analyse, Design, and Verify). Thanks to DMADV methodology, a practical solution has been proposed that improves the visibility of procedures in the municipal administration. Public sector should consider investing in the application of LSS methods in order to increase creativity among employees for quality flow of information by making them clear, cheep, simple and fast for citizens
Readiness of small and medium enterprises to apply total quality management standards: Evidence from Kosovo
Applying effective management methods for small and medium enterprises (SMEs) is a crucial commitment to compete in the market. Total quality management (TQM) is a well-known systematic method that increases business competitiveness and improves performance. Accordingly, the purpose of this paper is to examine the gap between current SMEs’ management quality in relation to the management standards recommended by TQM. This quantitative research was conducted with representatives of 76 relevant SMEs out of 370 contacted through the official platform for business registration. Firstly, 12 relevant critical success factors (CSFs) have been identified and validated with Cronbach’s alpha and item statistics and further applied to measure SMEs’ performance. One sample statistic is applied for CSF indexing, and one sample t-test is used to test the raised hypothesis. According to the research findings, human resource management performs with an average score of 3.95 out of 5, information management 3.89 out of 5, and continuous improvement 3.77 out of 5, while customer focus performs with a low score of 3.32 out of 5, and training and education with 3.14 out of 5. The raised hypothesis confirms that SMEs are not at the level of TQM standards, and this is supported by a reliability value of alpha (p = 0). This paper contributes to the literature by providing insights into current SMEs’ management quality and offers a validated model, which can be applied to measure SMEs’ managerial quality

Lean Six Sigma Based Administration Municipal Services versus Current Ones: Measuring the Gap from Civil Servants Perspective
Abstract
The study compares the ideal municipal administrative services based on Lean Six Sigma with the current quality of administrative services provided by municipality, from the perspective of civil servants. Municipal civil servants have been interviewed and their responses have been analyzed. 12 Critical Success Factors (CSFs’) and 36 sub factors have been used for the realization of the research. Statistical methods: Descriptive, Sample t-test, Independent t-test and One Way Anova have been used for the analysis. This research measures the gap, provides statistics and conclusions of the civil servants estimation differences regarding municipal administrative services, civil servants compliance for the identified gap and offers recommendations for administration service improvement in the future.</jats:p
Lean Six Sigma and SMEs: Systematic Literature Review
The concept of ‘Lean Six Sigma’ as an integrated strategy is still in development: since its inception in 2000, a number of academics have developed an integrated approach, while others have focused on a framework for the successful integration of Lean and Six Sigma (Laureani, A. & Antony, J., 2019). The purpose of this research is to consolidate existing knowledge on the application of Lean Six Sigma in Small and Medium-sized Enterprise’s (SMEs), providing a starting point for researchers and practitioners seeking to implement Lean Six Sigma in Enterprises while providing suggestions for future research. A systematic review of the literature related to LSS and Enterprises was conducted in order to collect, analyze and synthesize useful knowledge about LSS and Enterprise. The findings of the research show that LSS is a widely used methodology and has marked significant successes in those Enterprises where it has been applied responsibly. As also say in their study Albliwi et al., (2015), Lean and Six Sigma has become one of the most popular business strategies for establishing continuous improvements in production, services and public service organizations
Differences and similarities between TQM, LSS and ISO 9001
Management science offers several managerial concepts that are based on specific standards and contribute to qualitative improvement of business management. Three very prominent concepts are Total Quality Management (TQM), Lean Six Sigma (LSS) and ISO 90001. TQM focuses on customer satisfaction through organizational business management improvement, LSS focuses on reducing defects and improving processes through specific tools and techniques while ISO 9001 operates on internationally agreed standards that enable the construction of a common effective management system. The purpose of the study is to identify and elaborate the differences and similarities of these concepts during application in businesses. The PRISMA guide was applied to conduct a systematic literature review and to explore, identify and describe differences between the three managerial concepts. The study has managed to make comparisons and understand how each of these concepts manage with problem identification, defects, processes, decision-making, customer behavior, continuous improvement, people management, information exchange management. This study contributes to the scientific literature by enlightening the differences and similarities of the three concepts and brings valuable information to management researchers encouraging for deeper studies in this field
Motivational Policies of Private and Public Enterprises and Their Impact on Workers’ Migration
This study investigates the relationship between enterprises’ motivational policies and the migration tendencies of employees. By adopting a mixed-methods approach, the research integrates quantitative and qualitative perspectives to provide a comprehensive understanding of how organizational practices influence labor mobility. Quantitative data, collected through structured surveys with employees across small, medium, and large enterprises, examine the impact of motivational factors such as wages, bonuses, training opportunities, career advancement, and working conditions on job satisfaction and migration intentions. Complementary qualitative insights, derived from semi-structured interviews with both employees and managers, reveal deeper perceptions and contextual drivers that shape decisions to migrate or remain in the domestic labor market. The findings are expected to contribute to the scholarly discourse on human resource management and labor migration, while offering practical implications for enterprises and policymakers seeking to design sustainable motivational strategies that mitigate workforce emigration

Dans le sillage d’Isidore de Séville
Engelbert, abbot of Admont (ca 1250-1331), is the author of a large number of works covering a wide range of subjects. Amongst them is an interesting text about the nature of creatures, the Tractatusdenaturisanimalium. Deeply inspired by the Etymologies of Isidore of Sevilla, Engelbert comments in this text different properties of the human nature and describes 243 animals in detail. Despite the existence of 13th century encyclopaedias, which largely deal with these topics of the natural world, he prefers the six hundred years old Origines, as his model to follow. He keeps not only the same general structure, but he chooses more or less the same animals, provides the same type of information and cites the same sources. Surprisingly, almost every contemporary author is ignored. What Engelbert focuses on especially, is a careful selection and reformulation of the information given by his sources in order to make his own text as understandable as possible for a broad public.L’abbé Engelbert d’Admont (ca 1250-1331), auteur de nombreuses œuvres touchant des sujets très divers, a également transmis à la postérité un texte intéressant sur la nature des créatures, le Tractatus de naturis animalium.
