Anteclypeus slightly expanded apically. Pronotum slightly shorter than wide, anterior margin strongly and roundly produced, posterior margin slightly concave. Scutellum triangular, shorter than median length of pronotum, with transverse suture depressed. Forewing with four apical cells and three subapical cells, about 4 times as long as wide, appendix small, one or more extra crossveins present preapically. Hindwing with three apical cells and two anteapical cells. Profemur with 2 dorsoapical setae, row AM with 1 stout seta, intercalary row with 10 setae, and row AV with 1 stout seta and several short setae in basal half. Hind tibia flattened and nearly straight, row PD with 17 long macrosetae; row AD with approximately 12 long stout setae and 0-5 shorter stout setae between each long seta; metabasitarsomere with four platellae and two setae on apical transverse row.

Male genitalia. Male pygofer side longer than high, with numerous macrosetae on posterior margin. Valve subtriangular. Subgenital plate with wide base, long, triangular, sharply narrowed posteriorly, with 10 macrosetae at outer margin. Aedeagus with preatrium bearing pair of processes and a pair of broadleaf-shaped phragma lobes each with about 5 distinct short, stout setae; shaft curved, slender, U-shaped in lateral view, gonopore apical. Female pygofer slightly incurved and ovipositor of the female very long. First valvula of ovipositor narrowly blade-like with sculpture strigate. Second valvula narrow with a somewhat elongate rounded lobe basally, without dorsal teeth.

Remarks. The new genus resembles Bambusana Anufriev, 1969 in general appearance, but can be distinguished by the aedeagus with preatrium bearing pair of processes and a pair of phragma lobes with distinct short, stout setae.

Etymology. The generic name is derived from the Latin words “ fusc- ” and “ macula ”, referring to the pronotum with two small symmetrical black spots and forewing with a large number of black spots.

Distribution. Oriental Region (China).
Published as part of Yao, Binbin, Zhang, Runzhi & Xing, Jichun, 2021, Fuscmacula, a new leafhopper genus from China (Hemiptera: Cicadellidae Deltocephalinae), pp. 245-250 in Zootaxa 4966 (2) on pages 246-247, DOI: 10.11646/zootaxa.4966.2.11, http://zenodo.org/record/4736381

Phlogothamnus circinatus sp. nov. Figs. 4–6; Figs. 25–32. Description. Color pattern of anterior dorsum and face as in Figs. 1–4. Body brown. Crown with four circular markings. Eyes black, ocelli yellow. Pronotum anterior yellowish-brown with some black and yellow markings, posterior brown. Scutellum brown, with some yellow markings. Face pale yellow with brown transverse markings; anteclypeus and lorum yellow. Forewing yellowish-brown, with many dark spots. Head in dorsal view slightly narrower than pronotum. Eyes large, ocelli on anterior margin. Face flattened. Anteclypeus broadening apically. Pronotum anterior margin strongly and roundly produced, posterior margin straight. Scutellum triangular, longer than median length of pronotum, with transverse suture. Forewing with four apical cells and three subapical cells, appendix small. Hind femur broadened distally and slightly bowed, apical setal formula 2+2+1. Male genitalia. Pygofer side narrow towards posterior margin with stout setae; posterior with a long line process, curved ventrally (Fig. 5). Valve triangular (Fig. 6). Subgenital plate broad basally, tapered over distal, with eight long setae and some macrosetae along lateral margin (Fig. 7). Aedeagal shaft thin with two pairs of small processes in ventral view and with a abdominal process lateral view; gonopore apical (Figs. 8, 9). Connective Yshaped, stem slightly thinner than arms (Fig. 10). Style broad at base, abruptly narrowing subapically with some macrosetae (Fig. 11). Measurement. Length (including tegmen): ♂, 4.8 mm. Type material. Holotype: ♂, CHINA: Guizhou Prov., Jiangkou County, Fanjingshan, 2 August 2014, coll. Qiang Luo (GUGC). Remarks. The new species is similar to P. pseudorugosus Dietrich et al. 2020 in general appearance but can be distinguished from the later by the style short and without teeth and the differently shaped connective. Etymology. The new species name is derived from the Latin word “ circinatus ”, referring to the crown with circular markings.Published as part of Yao, Binbin, Zhang, Runzhi & Xing, Jichun, 2022, Review of Chinese species of genus Phlogothamnus Ishihara (Hemiptera Cicadellidae: Deltocephalinae) with description of a new species, pp. 422-431 in Zootaxa 5129 (3) on page 424, DOI: 10.11646/zootaxa.5129.3.6, http://zenodo.org/record/650125
