Email merupakan salah satu kemudahan atau aplikasi yang paling banyak digunakan di internet. Hal ini karena email merupakan alat komunikasi yang paling murah dan cepat. Seringkali teknologi email disalahgunakan oleh pihak-pihak tertentu demi kepentingan pribadi. Bentuk-bentuk penyalahgunaan teknologi email sangat bervariasi mulai dari jenisnya dan tingkat ancamannya, antara lain adalah phising, spamming, dan e-mail worms. Meskipun demikian, dalarn ITE dan Peraturan Pelaksanaanya belum mengatur masalah spamming, dengan demikian timbul permasalahan apakah penyebaran spamming merupakan suatu tindak pidana? dan bagaimana pembuktian terhadap tindak pidana spamming? Metode penelitian dalarn penulisan ini yaitu metode penelitian hukum normatif dengan didukung wawancara. Data hasil penelitian menunjukkan bahwa UU ITE telah mengatur tentang pembuktian yang menyangkut teknologi informasi temasuk internet, tetapi masih banyak kendala-kendala dalam kenyataannya, sehingga seringkali pelaku penyebaran virus komputer melalui pengiriman email ini lolos dari hukuman. Namun demikian Pasal 30 ayat (3) Undang-Undang ITE yang menegaskan beberapa perbuatan yang dilarang dan diancam sanksi pidana, termasuk larangan mengakses komputer dan atau sistem elektronik pihak lain secara melawan hukum, sehingga perbuatan menyebarkan virus komputer melalui pengiriman e-mail (cyber spamming) dapat dianggap sebagai sebuah tindak pidana. Pembuktian pada kasus penyebaran virus komputer melalui pengiriman e-mail (cyber spamming) ini sulit untuk membuktikannya, karena semua alat bukti berbentuk informasi dan/atau dokumen elektronik, namun hal tersebut dapat dijadikan alat bukti sebagaimana ditentukan dalam Pasal 5 ayat (1) UU ITE yang menyatakan bahwa Informasi elektronik dan/atau dokumen elektronik dan/atau hasil cetaknya merupakan alat bukti hukum yang sah. Walaupun demikian pemerintah sudah mengatur mengenai penjualan obat tanpa izin edar tetapi didalam masyarakat masih dijumpai adanya pelanggaran seperti kasus yang dialami Hendy Saputra alias Dede , Yusuf alias A Yung dan Hendrik yang ditangkap karena dianggap telah mengedarkan obat secara ilegal. Permasalahannya ialah sanksi pidana yang dijatuhkan tidak sesuai dengan pasal 81 ayat ( 2 ) huruf c Undang-Undang Nomor 23 Tahun 1992 tentang Kesehatan.     Education and earnings inequality in Mexico

    Education attainment levels increased dramatically for Mexico's labor force in the 1980s and early 1990s. In parallel, the country experienced a pronounced increase in earnings inequality from 1984-94, reflected in a higher dispersion of wages and an absolute decline in the real incomes of less educated, poorer Mexicans. This increased wage dispersion presents policymakers with a tradeoff between efficiency considerations (favoring increased spending on higher education) and equity considerations (favoring a more equal distribution of per student spending) in the allocation of fiscal resources to education. The author concludes that the best way to deal with this equity-efficiency tradeoff is to encourage greater private participation in higher education. His main findings are that: a) The accumulation of human capital during 1984-94, as proxied by education attainment, was accompanied by a more equal distribution of education attainment levels over that period and, thus, exerted an equalizing effect on the distribution of incomes. The increased income inequalityobserved over that period appears to be caused by an increased rate of skill-based technological change, whose transmission to Mexico and other developing countries may have been facilitated by the increased openness of their economies. b) The greater dispersion of wager observed in Mexico during the past decade raised the rates of return on investing in higher education, reversing the traditional pattern where primary education exhibits the highest rates of return. c) The social rates of return across levels of schooling were more uniform in 1994 than in 1984, suggesting a more efficient assignment of education spending. At the same time, the distribution of spending on education became more egalitarian, as per student spending in higher education declined markedly compared with per student spending at the primary level. This surprising coincidence in the pattern of spending on education was only possible because Mexico started out with a very distorted resource allocation in education that was both highly inequitable and inefficient. As Mexico's policymakers are on the way to correcting these distortions, the opportunities for avoiding the equity-efficiency tradeoff within Mexico's centralized education framework will become progressively exhausted. d) There is little reason to expect the pace of technological change, which appears mainly responsible for raising wage dispersion and the relative returns on higher education, to abate. Efficiency considerations dictate that Mexico should respond by devoting more resources to higher education. However, the federal budget, which traditionally has financed the lion's share of higher education costs in Mexico, is unable to accommodate additional spending on higher education, while spending cuts elsewhere in the education sector are bound to raise serious equity questions.     The construction of Karen Karnak: The multi-author-function

    This thesis is situated within the comparatively recent developments of Web 2.0 and the emergence of interactive WikiMedia, and explores the mode of authorship within a Read/Write culture compared to that of a Read/Only tradition. The hypothesis of this study is that the role of the audience has become merged with the author, and as such, represents new functions and attributes, distinct from a more conventional concept of authorship, in which the roles of audience and author are more separate. Read/Write and participatory culture, as defined by this study, is focused on collaboration, and includes the influences of D.I.Y. culture, Open-Source practices and the production of text by multiple authors. Multi-authorship presents a re-thinking of several concepts which support the notion of the individual author, since the focus of multi-authorship is not on attribution and ownership of a finished text, but on the continued malleability of a text. Modes of multi-authorship, demonstrated in the use of the pseudonyms Alan Smithee and Karen Eliot, represent declarative authors whose names signify multiple origins, whilst concurrently indicating a distinct body of work. The function of these names form an important context to this study, since primary research involves the construction of an experimental mode of multi-authorship utilising WikiMedia technology and the interaction of thirty nine participants, who are invited to create a body of work under the collective pseudonym Karen Karnak. The data generated by this experiment is analysed using aspects of Michel Foucault's author-function to identify and determine power structures inherent in the WikiMedia context. The interplay of power structures, including concepts such as identity, ownership and the body of work, affect the resulting mode of authorship and contribute to the construction of Karen Karnak, suggesting further areas of research into the emerging multi-author

    Strain and temperature sensors using multimode optical fiber Bragg gratings and correlation signal processing

    Multimode fiber optic Bragg grating sensors for strain and temperature measurements using correlation signal processing methods have been developed. Two multimode Bragg grating sensors were fabricated in 62/125 m graded-index silica multimode fiber; the first sensor was produced by the holographic method and the second sensor by the phase mask technique. The sensors have signal reflectivity of approximately 35% at peak wavelengths of 835 nm and 859 nm, respectively. Strain testing of both sensors has been done from 0 to 1000 με and the temperature testing from 40 to 80°C. Strain and temperature sensitivity values are 0.55 pm/με and 6 pm/°C, respectively.     Experiencing the armed struggle : the Soweto generation and after

    Includes bibliographical references (p. 354-369).This study explores the experiences of the rank-and-file soldiers of Umkhonto we Sizwe and the Azanian People's Liberation Anny. Extensive interviews by the author and other researchers reveal the voices of the soldiers themselves. The African National Congress and Pan African Congress archives at the University of the Western Cape and the University of Fort Hare supplement and verify these oral testimonies, as do some published sources. Most previously published materials about the armed struggle against apartheid have already focused on diplomacy, strategy and tactics, operations, leadership, and human rights abuses to the neglect of the soldiers' actual experiences. This study complements these with significant new oral history materials from the Soweto generation of soldiers and their successors. When dealing with MK, many authors have documented issues of the camp structure in Angola, and operations inside South Africa, so much of this detail is only addressed briefly, leaving space to explore the soldiers' experiences. In the case of APLA, very little has been written on its history, and more detail is provided on these subjects. This study therefore deals with the soldiers' politicisation and motivation for joining the armed struggle, their experiences in leaving South Africa and training in exile, the crises in exile which limited their effectiveness for a time, their return to fight in South Africa, and their difficulties in the "new" South Africa. These materials reveal that vast problems remain facing these veterans of the struggle against apartheid, and that they have the potential, if properly supported and employed, to contribute substantially to the development of present day South Africa. Conversely, if their neglect continues, they also have the potential to bring vast harm to the country. Further use of the investigative tools of oral history, especially if extended to the former soldiers' vernacular languages, is necessary to augment the history of South Africa, and these soldiers' contributions

    Book synopsis: Out of History is the first book to appear on the work of award-winning Irish author Sebastian Barry. Barry began publishing at the early age of 25, and his work represents another 25 years of short stories, poems, works for children, and most notably plays and novels. His play The Steward of Christendom became canonical in Ireland on its first appearance in 1995 and was absorbed into the contemporary repertoire abroad. His recent novel It’s a Long Long Way has received the utmost critical attention and was nominated for the Man-Booker prize in London. Barry is recognized as one of Ireland’s greatest living writers and his works now appear regularly on syllabuses in U.S. colleges in Irish Studies and in Drama departments. This book, edited by Christina Hunt Mahony, presents twelve essays that trace the development of the writer’s career and the individual achievement of his works, concentrating largely, but not exclusively, on the plays. The essays address Barry’s engagement with the contemporary cultural debate in Ireland and also with issues that inform postcolonial critical theory. The essays in this volume include contributions from the most prominent of Irish Studies critics from Ireland, Britain, and the United States. Among the contributors are two prize-winning novelists, a historian and recent biographer of the poet W. B. Yeats, a former editor of Poetry Ireland, and several theatre historians and critics. The range and selection of contributors to this volume has ensured a high level of critical expression and an insightful assessment of Barry and his works
