    The purpose of this paper is to examine what key reform attempts during the Bill Clinton and George W. Bush presidencies reveal about the wider possibilities for social policy change in the United States. Most particularly, why were Presidents Clinton and Bush able to achieve their goals in some policy realms but so badly defeated in others? As argued, institutional variation from one policy area to another helps answer this question. On the one hand, strong institutional obstacles in the fields of Social Security and health insurance largely explain the defeat of the most ambitious social policy proposal put forward by each president. On the other hand, successful reforms occurred in a comparatively favourable institutional context. Yet, the analysis also suggests that paying close attention to the strategic ideas of political actors as they interact with existing institutions and policy legacies is necessary to fully understand the politics of social policy reform.social policy, Medicare, Social Security, welfare, institutions, United States

    This article deals with the debate risen after the attacks which took place on September 11th, 2001, in the United States and the questions emerged from them regarding the faults in the security and intelligence systems of that country. This paper gets down to the process of revision and analysis of the national security systems undertaken by Bush administration using a series of initiatives aimed at detecting and correcting its mistakes and putting forward preventive measures to actions of a similar nature. The main orders issued by the American Congress regarding the reinforcement of the mational security are presented, highlighting the author's idea that such norms go against legality principles and democracy in that country. Finally, the divisions among the different organizations forming the intelligence and security system of the United States, and the contrasting opinions emerged from the society are thrown into relief.El artículo se refieres al debate sucitado tras los atentados del 11 de septiembre de 2001 en Estados Unidos y a las preguntas que surgieron a raíz de ellos respecto a las fallas en los sistemas de seguridad e inteligencia de aquel país. En el trabajo se aborda el proceso de revisión y análisis de los sistemas de seguridad nacional emprendidos por la administración Bush mediante una serie de iniciativas encaminadas a detectar y corregir sus errores, así como proponer medidas para prevenir acciones similares. Se presentan las principales disposiciones emitidas por el Congreso estadounidense respecto al reforzamiento de la seguridad nacional, destacando el señalamiento de la autora en torno a que dichas normas van en detrimento de la legalidad y la democracia del país en cuestión. Por último, resalta las divisiones existentes entre las diversas organizaciones que forman parte del aparato de inteligencia y seguridad de Estados Unidos, así como las opiniones encontradas en el seno de la sociedad de aquel país

    What are the conceptual particularities that distinguish the bush wives category from other forced marital union experiences, which include girls, adolescents, and young adults? We start from the understanding that this type of union implies forcing one of these identities to marry (in formal and informal terms, depending on the laws of each country) and to exercise all the functions and roles that are culturally supposed to be incorporated with it: from sexual relations, domestic care and care, among others. In the case of bush wives, the tasks associated with combat and defense are also added to the above. The search for possible answers to this initial question is structured around the search for possible answers to this initial question. To carry out this approach, it was necessary, in the first place, to contextualize and characterize the unconventional armed conflicts where the phenomenon of bush wives or esposas del monte (by its translation into Spanish) occurs. Secondly, it was necessary to point out the circumstances that lead girls, adolescents and young adults to be part of these situated scenarios; to then be able to understand and specify what the similarities and differences are with other similar figures such as child wives and comfort women. In addition, it was important for us to inquire about what the consequences are for most bush wives in the event of a post-conflict process of reintegration into civil society. Finally, some statistical data on the scourge of “child marriages” in the Latin American and Caribbean region are presented, and some final reflections are outlined.¿Cuáles son las particularidades conceptuales que distinguen a la categoría de bush wives de otras experiencias de unión conyugal forzada, que incluyen a niñas, adolescentes y jóvenes adultas? Partimos de comprender que este tipo de uniones implican obligar a alguna de estas identidades al casamiento (en términos formales e informales, dependiendo de las leyes de cada país) y a ejercer todas las funciones y los roles que culturalmente se suponen incorporados a él: desde relaciones sexuales, atención y cuidados domésticos, entre otros. En el caso de las bush wives, asimismo, a lo anterior se le suman las tareas asociadas al combate y la defensa. En torno a la búsqueda de posibles respuestas a esa pregunta inicial, se estructura el presente trabajo de carácter exploratorio. Para realizar dicho abordaje fue menester, en primer lugar, contextualizar y caracterizar los conflictos armados no convencionales donde se da el fenómeno de las bush wives o esposas del monte. En segundo lugar, fue preciso señalar las circunstancias que llevan a niñas, adolescentes y jóvenes adultas a ser parte de esos escenarios situados, para comprender y precisar cuáles son las similitudes y diferencias con otras figuras similares, como las niñas esposas y las mujeres de consuelo. Además, se indagó sobre las consecuencias para la mayoría de las bush wives en caso de sucederse un proceso de reintegración a la sociedad civil posconflicto. Por último, se exponen algunos datos estadísticos sobre el flagelo de los “matrimonios infantiles” en la región de América Latina y el Caribe, y se esbozan algunas reflexiones finales
