    Multi-Period Multi-Criteria Decision Making under Uncertainty: A Renewable Energy Transition Case from Germany

    Methods of multi-criteria decision making (MCDM) from operations research have been applied to provide information for making long-term decisions in the energy sector, and energy policy. For example, in sustainability evaluations, multiple conflicting criteria can be considered. While most MCDM approaches have been applied to evaluate energy systems in a single period, the multi-criteria evaluation of energy system evolution over time has received less attention. To evaluate such transition paths, multi-period MCDM approaches can be used. Because of long-term planning horizons, deep uncertainties need to be considered. Based on prior multi-period MCDM approaches, this paper provides an extension of the outranking approach preference ranking and organization method for enrichment evaluations (PROMETHEE) for multi-period evaluations in deep uncertainty settings. In order to adequately address the consideration of uncertainties and to obtain an additional level of information, a multi-period PROMETHEE approach and scenario planning are combined. In an illustrative example, this method is applied to a case study from the German energy sector regarding a renewable energy transition. This highlights the potential interactions of a multi-period perspective and the consideration of external scenarios in the decision-making process

    Chow-Witt rings of Grassmannians

    We complement our previous computation of the Chow-Witt rings of classifying spaces of special linear groups by an analogous computation for the general linear groups. This case involves discussion of non-trivial dualities. The computation proceeds along the lines of the classical computation of the integral cohomology of BO(n){\rm BO}(n) with local coefficients, as done by Cadek. The computations of Chow-Witt rings of classifying spaces of GLn{\rm GL}_n are then used to compute the Chow-Witt rings of the finite Grassmannians.     Chow–Witt rings and topology of flag varieties

    The paper computes the Witt-sheaf cohomology rings of partial flag varieties in typeA in terms of the Pontryagin classes of the subquotient bundles. The proof is based on a Leray–Hirsch-type theorem for Witt-sheaf cohomology for the maximal rank cases, and a detailed study of cohomology ring presentations and annihilators of characteristic classes for the general case. The computations have consequences for the topology of real flag manifolds: we show that all torsion in the integral cohomology is 2-torsion, which was not known in full generality previously. This allows for example to compute the Poincaré polynomials of complete flag varieties for cohomology with twisted integer coefficients. The computations also allow to describe the Chow–Witt rings of flag varieties, and we sketch an enumerative application to counting flags satisfying multiple incidence conditions to givenhypersurfaces. © 2024 The Author(s).     Digital University Teaching and Learning in Management—The Gini from the COVID-19 Bottle and Its Empirical Representations in Germany

    Digitalization of teaching, learning, and assessment in higher education has gained increasing attention in research in the recent years. While previous research investigated issues of effectiveness, course attendance, and course evaluation from a long-term perspective, the current COVID-19 pandemic forced higher education institutions to digitalize teaching, learning, and assessment in a very short time. In this context, we investigate the effects of the digitalization of three courses from operations research and management science in the summer term 2020, namely two large lectures and tutorials for undergraduate, and a seminar for graduate students. To that end, student performance, course and exam attendance rates, and course evaluations are compared to the setting of the same courses in the previous year 2019 with a traditional, non-digitalized setting. Next to the quantitative data, qualitative statements from the course evaluations and students’ expectations expressed during the term are investigated. Findings indicate that the lecturers’ understanding of learning behavior has to develop further as interaction is required in any format, on-site or digital. Absenteeism and procrastination are important risk areas especially in digital management education. Instruments would have to be adapted to digital settings, but with care and relating to course specifics (including digital evaluation). Digital education does not make learning per se easier or harder, but we observed that the students’ understanding and performance gap increased in digital teaching times. As an outlook, we propose the longitudinal investigation of the ongoing digitalization during the COVID-19 pandemic, and going beyond, investigate opportunities of the current crisis situation for implementing the long-term transition to digital education in higher institution institutions
