    This paper focuses on an economic aspect of the disarmament question: the international market of armaments. I shall explore the thesis that arms trade is an increasingly important factor in North-South economic relations, that it affects not only international trade patterns, but also through trade, domestic patterns of economic development.     Plan BThe thesis paper on Delivery Systems for Training for the U.S. Army looked at various areas of delivery systems from the characteristics of the traditional classroom, web-based training, self-paced delivery methods, computer-based instruction (CBI), and video conferencing, which is often called Distance Education. It addressed the future use of delivery systems in Army Training. The Army has standards of training set by the Ordnance Center and School for Maintenance Training. The Army is in the process of updating the new training methods of maintenance training that will be implemented within the next year in the U.S. Army. The new Army Training System (TATS) courseware will enable all Maintenance Training Facilities to prepare our students and soldiers for the 21st century for maintaining the U.S. Army’s equipment. The Army School System (TASS) is a composite school system comprised of the Active Component (AC), Army Reserve National Guard (ARNG) and United States Army Reserve (USAR) institutional training systems. TASS, through the Army’s training proponents, provides standard training courses to America’s Army, focusing on three main points of effort—standards, efficiencies, and resources. The Army Training System (TATS) courseware is designed to train the same Military Occupational Specialty (MOS), Area Of Concentration (AOC), skill level or Additional Skill Identifier (ASI), Language Identifier Code (LIC), Skill Qualification Identifier (SQI), and Skill Identifier (SI) within the Army. The course ensures standardization by training all critical tasks to task performance standard. It may be trained at different sites and may involve use of different media/methods to train the various phases/modules/lessons. The courseware is a requirements document that provides a general description of The Army Training System course content, duration of instruction, and methods of instruction and media.     This article surveys the evolution of the international arms market since the end of the Cold War. It begins with the policy context, the choices made by the national Ministries of Defence and the constraints they faced. It then looks at the choices available to the arms producers: convert, diversify, divest, co-operate or concentrate. These choices, by governments and firms, produced a large increase in the degree of concentration. The share of the five largest firms increased from just over 20% in 1990 to 45% in 1998, and it has increased further since then. Finally, the author looks at the economic adjustment in response to these shocks

    Development of design wind load calculation for transmission towers: accounting for cross-arm and diaphragm effects

    Wind-induced vibration of cross-arms constitutes a critical consideration in the wind-resistant design of transmission towers (TTs). However, the current codes and standards for TTs worldwide fail to adequately account for the impact of cross-arms and diaphragms on design wind loads (DWLs). To develop DWLs for TTs, a structured calculation framework was proposed to improve the wind-induced vibration coefficient [Formula: see text], which is a key parameter for DWLs. Based on the effective static load distribution (ESLD) method, the DWL formulae of uniformly-shaped TTs were derived in the frequency domain. By introducing a series of correction coefficients, refinement from a simplified model to a practical computational model of TTs is achieved step by step, thereby determining the DWL for TTs with cantilevered cross-arms. Nonlinear fitting and tabulation simplified complex integrals in parameter [Formula: see text], enhancing applicability of DWLs. The derived DWLs were verified through time domain analysis employing a finite element model representing an actual TT. Parametric analyses were conducted to determine the influence of cross-arms and diaphragms on the DWLs for TTs. The results indicate that cross-arms play a major role in influencing [Formula: see text], mainly due to their resonant component of equivalent static wind loads (ESWLs), whereas diaphragms contribute minimally to these parameters. Diaphragms have minimal influence on DWLs in approximate calculations

    In this thesis the author examines a 'revolution' taking place in the shipping industry brought on by the development of computerisation, electronic commerce and the change from paper documentation to electronic documentation in the carriage of goods by sea. The focus of the paper is on Bolero, a project of the European Community beginning in the early 1990s and which has been used commercially since September 1999. In this paper the author follows the Bolero project from its inception as an experiment through to its commercial application. The question is asked to what extent Bolero has become an alternative to, or in fact replaced paper documentation in the carriage of goods by sea. As an introduction the author looks at the paper bill of lading and other forms of sea transport documentation with a focus on their advantages and disadvantages. He then examines the development of EDI and paperless sea transport documentation, in particular Bolero and the history of its development. Following this is an in depth investigation of the Bolero system in its current form, the contractual relations involved and the position of Bolero in the surrounding legal framework in a South African and international context. Finally the author looks at the future of Bolero as a commercial enterprise

    Evaluating the Effectiveness of Offsets as a Mechanism for Promoting Malaysian Defence Industrial and Technological Development

To date, more than 78 countries around the world practice offsets and outstanding offsets obligations run into billions of US dollars However, why have offsets gained such a momentum? Increasingly, both sellers and buyers in the arms trade view offsets as an efficient and effective economic compensation tool to justify arms deals. Buyers, consider offsets as a catalyst for industrial and technological development, employment, creation of value-added activities and skills development. Sellers, on the other hand, perceive offsets as providing product differentiation and competitive advantage in an already tough defence market. The question, though is whether, do offsets really work as claimed? The purpose of this dissertation is to empirically verify the above proposition by evaluating the effectiveness of defence offsets in developing a defence industrial and technological base, using Malaysia’s defence industry as a case study. This study employs a Multi-Method or Triangulation Methodological approach (comprising survey, archival sources and participatory observation) to gather data. Fieldwork research employing questionnaires and interviews were undertaken as part of a survey of Malaysian defence companies, international defence contractors and relevant offsets-related government and non-governmental agencies. These data were further substantiated and consolidated via archival sources, such as government and company reports and also participatory observation. Research analysis indicates that offsets have provided mixed results, in the case of Malaysia. The successes have been mainly focused on technology capability-building and human resource development, limited to through-life-support of the defence equipment and the ancillary systems purchased. Morover, offsets have been successfully used to diversify into civil sectors, mainly aerospace and electronics sectors, leading to increased exports, jobs, backward linkages and technology enhancement in these sectors. However, offsets have had minimal effect on creating joint-production, collaborative activities and R&D programmes, requisites for the process of Malaysianisation. Further, offsets have also been less than effective in increasing employment, and dual-use technology programmes that could provide longterm impact on Malaysia’s economic growth. Overall, Malaysia’s offsets policy has been pragmatic and flexible. The government has played a vital role in ensuring that the offsets policy operates in tandem with Malaysia’s national aspirations. Yet, offsets have had a limited impact on developing and sustaining Malaysia’s defence industrial and technology base. The offsets policy aim and objectives have not been clearly reflected in the offsets process and implementation. As defence offsets will continue to be of an essence in Malaysia’s defence procurement activity, initiatives should be taken to review the offsets policy and implementation processes. The review should augment the effectiveness of offsets in developing measurable and value-added programmes that build a sustainable and competitive Malaysian defence industry. To this end, and based on the research findings of this study, a number of important policy recommendations are advanced to raise the effectiveness of Malaysia’s offsets policy
