"A man of extremes - w.g. ward as a member of the church of England"
The purpose of this thesis is to examine the role of W.G. Ward in the Oxford Movement, with specific reference to his series of Articles in the British Critic and his book 'The Ideal, of a Christian Church.' In the Introduction we examine Ward's family background, and his early education. We also consider the influence of Thomas Arnold, and Ward's 'conversion' to the new Movement through the influence of J.H. Newman. Chapter One deals with Tract Ninety and Ward's defence of it. Chapter Two contains Ward's explanation of his ideas to Pusey, and extracts from the correspondence of Newman and Pusey. In Chapter Three we examine in detail each of Ward's eight Articles in the British Critic. Chapter Four describes the embarrassment that Ward and his group had caused to other members of the Movement, and outlines specifically William Palmer's criticism. In Chapter Five we see Ward's reply in the form of his book 'The Ideal of a Christian Church,' which was largely a development of the ideas expressed in the British Critic Articles. In the final Chapter, we see reactions to Ward's book from different quarters, the disciplinary measures taken against him and his departure from the Church of England to the Church of Rome in 1845
Theoretical versus applied models: the newsboy problem
This paper is concerned with the ways in which theoretical decision models fail to meet the needs of practical decision-making. To illustrate the arguments theoretical approaches to the well-known newsboy problem are briefly examined. An alternative applied approach is described to further illustrate practical shortcomings of theoretical approaches
An optimised multiple test framework for project selection in the public sector, with a nuclear waste disposal case-based example
Since 1967 the real (net of inflation) discount rate used to assess public sector projects in the UK has changed four times: from 8% to a peak of 10%, then to 5%, then to 6%, and then to the current position of 3.5% for years 1–30 declining in increments to 1% by year 300. This paper argues that the trend is in the right direction, but the associated decision process remains inappropriate, because the rationale for the changes has been flawed. Many other countries use discount rates of 6% or more in decision processes which are probably even more inappropriate. The fundamental problem stems from attempts by economists to embed too many conflicting considerations in a discount rate which is used in a single hurdle rate test. A multiple test approach is needed to address all the issues that the associated decision processes need to consider. This paper offers a way forward based on alternative economics perspectives, operational research perspectives, and established practice in a project risk management context. A case-based example concerned with the disposal of intermediate level nuclear waste in the UK illustrates how it works, and the implications of current UK practice, suggesting a very different view of a decision a decade ago which is a topical again. The proposed framework should be of interest to anyone interested in public sector projects, in the UK and elsewhere, and its generalisation has implications for private sector projects and private public partnerships (PPPs). An optimised multiple test framework for project selection in the private sector
Conventional approaches to project selection in the private sector are centred upon single hurdle tests of net present value (NPV) using a discount rate incorporating the opportunity cost of equity capital, intended to embody risk considerations. There are fundamental problems with such approaches. This paper argues that the roots of these problems are simplistic framing assumptions which embed too many considerations in the discount rate. A multiple test approach to address all the issues that need to be considered is outlined. The process which is used to implement the test is designed to be efficient, flexible, and to promote the effectiveness of project choices. An example involving the privatised water industry in the UK illustrates how it works. The proposed framework should be of interest to those interested in private sector projects in the UK and elsewhere, and its generalisation has implications for public sector projects and public private partnerships (PPPs). <br/
