    Access Control and Service-Oriented Architectures" investigates in which way logical access control can be achieved effectively, in particular in highly dynamic environments such as service-oriented architectures (SOA's). The author combines state-of-the-art best-practice and projects these onto the SOA. In doing so, he identifies strengths of current approaches, but also pinpoints weaknesses. These weaknesses are subsequently mitigated by introducing an innovative new framework called EFSOC. The framework is validated empirically and preliminary implementations are discussed.

    The Stability of the Covariances of International Property Share Returns

    This paper looks at the covariance structure of international property share returns. Portfolio models, which are used to generate efficient international asset allocations, require estimates of a covariance structure of asset returns as input. Usually, the realized structure is used as a proxy, but that is only valid if this structure is stable. We test for this stability. We find covariances of international property share returns to be unstable, while correlations are stable between some time-periods, and unstable between others. The results cast some doubts on the use of standard portfolio models for the allocation of international real estate portfolios.

    Christian democracy has been the most successful political movement in post-war Western Europe yet its crucial impact on the development of the modern European welfare state has been critically neglected. In this study Kees van Kersbergen demonstrates the precise nature of the links between Christian Democracy and the welfare state. Using a variety of sources the author describes the origin and development of the christian democratic movement and presents comparative accounts of the varying degrees of political entrenchment of national christian democratic parties. Drawing upon cross-national indicators of welfare state development he identifies and explains the existence of a distinctively christian democratic (as opposed to a liberal or social democratic) welfare state regime which he labels "social capitalism".Published version of EUI PhD thesis, 199

    Social policy and macroeconomics : the Irish experience

    The remarkable performance of the Irish economy in recent years has attracted much attention. Within a 10-year period the economy went from an 18 percent unemployment rate to nearly full employment, while the ratio of debt to GDP fell from 120 percent to less than 50 percent. Inevitably, this success was also accompanied by problems, as infrastructure came under increasing stress, environmental difficulties became more evident, and a changing social structure resulted in some groups becoming increasingly marginalized. What worked and what did not? In particular, are there lessons that may be relevant for other countries facing similar difficulties, especially in Asia and Latin America? McCarthy focuses on three features of Ireland's economic achievements. Two of these features are external: the opening to Europe and the role of foreign direct investment. The third and perhaps most"exportable"feature is domestic: the role of a social pact. This pact was initially between employers, trade unions, and the government. Subsequent pacts were extended to include a variety of other groups. McCarthy discusses the far-reaching impact of this series of pacts on health, poverty, employment, education, and social welfare.     This report describes a Community Investment Cycle grant-making program. The Community Investment Cycle (CIC) is a year long community organizing process that provides short, six-month grants to neighborhood residents for projects that connect families to other families, neighborhood resources and economic opportunities. C I C is based on the principle that residents have great ideas for strengthening family and neighborhood life. The program helps residents form leadership teams, set neighborhood goals, recruit Project Leaders and develop simple, measurable project plans. C I C is a lever to spark new energy and leadership in individuals and neighborhoods. In the project, a group of residents will form a community-wide leadership team known as Co-Investors to choose funding priorities, award grant dollars, and organize the community. Residents that apply for funding from the Co-investment team and carry out projects are called Project Leaders. Co-Investors will receive up to 15,000tofunduptotenprojects,eachofwhichwillbeeligibletoreceiveupto15,000 to fund up to ten projects, each of which will be eligible to receive up to 1,500, for six months.     This clear and focused text provides an introduction to imperial Russian and Soviet history from the crowning of Mikhail Romanov in 1613 to Vladimir Putin’s new term.     Non-covalent synthesis of calix[4]arene-capped porphyrins in polar solvents via ionic interactions

    Non-covalent synthesis of calix[4]arene capped porphyrins can be achieved in polar solvents (up to 45% molar fraction of water) via ionic interaction. Thus tetracationic meso-tetrakis(N-alkylpyridinium-3-yl) porphyrins 1a–d and tetra anionic 25,26,27,28-tetrakis(2-ethoxyethoxy)-calix[4]arene tetrasulfonate 2 self-assemble in an entropy driven process in 1:1 stoichiometry with association constants K1·2 as high as 107 M−1 in methanol. The thermodynamic stability remains high even in the presence of competing salts: 10−2 M Bu4NClO4 (4500 times the concentration of the building blocks) gives a reduction in K1·2 of only 10 times. Ternary complexes 1a·2·L using 1-methylimidazole or pyridine as axial ligands (L) have been obtained with L residing outside the assembly cavity
