Digital Writing Technologies in Higher Education Theory, Research, and Practice

No full text
This chapter provides a description of current views towards writing quality and promotes a move toward a definition of digital writing quality. We argue that, because new digital affordances have changed how writing is learned, taught and delivered, the nature of written products has become increasingly multi-dimensional and interactive. Traditional perspectives toward writing quality offer a foundation for understanding the textual features that are essential to defining digital writing quality, but these views largely disregard non-textual and non-linguistic abilities needed to effectively communicate in digital spaces. We thus address contemporary realia to stimulate discussion about how to consolidate various domains of knowledge for defining digital writing quality. Aligning contemporary writing demands to form a comprehensive definition of digital writing quality can help transform the design and development of future writing technologies and curriculum for an increasingly technology-adept learning audience. This book chapter is publisheds as Link, S., Cotos, E., Dinca, A. Economia sociala prin prisma saraciei. Cazul romilor din Romania

No full text
Social exclusion and poverty have affected the lives of Roma for decades. Nowadays this continues in Romania and in many other countries in Europe. In Romania, a large obstacle for social inclusion of the Roma has been the lack of education, which has further led to a high degree af unemployment among the community. Additionally, many Roma have reached a high level of poverty, resulting in an income disparity, which in turn has contributed to social exclusion. This article aims at analyzing the causes of povety (in the case of Roma people) as well as the public policies that have been implemented until now in this respect

Future Online Learning for Public Administration

No full text
In this article, we analyze the perspectives of professional training for public administration workers, starting from the insights gained from online courses run during the past two years in the context of the SARS-CoV-2 pandemic. In order to understand the nature, type, and magnitude of the changes brought by the COVID-19 pandemic in the field of continuous professional training for public administration, we carried out a systematic bibliographic analysis, as well as questionnaire-based empirical research conducted among public institution employees in Romania. This article was conducted based on the hypothesis that the professional training activities over the past two years have been organized predominantly online, and we aim to analyze the sustainability of these new teaching systems/methods. The limitations of the study are due to the fact that each administrative system has structural particularities and its own legal framework regarding the professional training of public administration workers; for this reason, the proposed model may not be successfully applied in all countries. We provide a model of online professional training for public administration workers that includes sustainability criteria and is based on experience accumulated over the past two years

Marketing and public sector performance. The case of National Institute of Administration (NIA) in Romania

No full text
The National Institute of Administration was established to handle issues of personnel training within the system of public administration in Romania. After a stage of progress (2002-2005), the existing conflict between top management leaders questioned the institute's existence, such as a reconstruction process has started, based on three strategies: development, human resources and marketing. The achievement of the last strategy was necessary mainly due to the competitive environment in which the institute is forced to exist. As a result, the application of those strategies led to enhanced performance and gaining the institute capacity to achieve the objectives it was created for. The NIA was the only central public institution in Romania that developed and implemented in 2006 a public marketing str ategy.National Institute of Administration, Public Administration Reform Strategy, Marketing Strategy, Marketing Mix, Lifelong Learning Programs

THE ECONOMIC VALUE OF FOREST FRUITS. A BIBLIOMETRIC ANALYSIS RESEARCHED DURING THE PERIOD OF 1978 TO 2023

Forest fruits, an important component of non-wood forest products, have significant ecological and economic importance, bringing numerous material benefits to small landowners as well as companies specialised in their commercialization. This bibliometric study analysed their economic value using data extracted from the Web of Science and processed with Excel and Vosviewer programs. The results show that, since 1978, a significant number of articles on this topic have been published annually in the fields of Forestry, Environmental Sciences, Plant Sciences, and Ecology. This is done by authors from numerous countries, most notably from China, Brazil, the USA, and India, in various journals across different domains, particularly in Forestry, Ecology, and Economics. The most represented journals are Forest Ecology and Management, Economic Botany, and Agroforestry Systems. The most frequently used keywords were conservation, forest and biodiversity. Initially, more general keywords were used, but in recent years they have focused more on food security for the population. Although there are numerous types of forest tree fruits harvested around the globe, their harvesting can have a negative impact on the environment, while the monetary advantage of harvesting them is very low, and their commercialisation is scarce. In addition to certain forest fruits used in various regions around the world (marula, almonds, uppage, Brazil nut, baobab fruits), two other categories of fruits (berries and wild cherries) are frequently harvested, processed into high-value products (jams, preserves, yogurts, juices, liqueurs), and marketed

Morphological and Structural Analysis of Polyaniline and Poly(o-anisidine) Layers Generated in a DC Glow Discharge Plasma by Using an Oblique Angle Electrode Deposition Configuration

This work is focused on the structural and morphological investigations of polyaniline and poly(o-anisidine) polymers generated in a direct current glow discharge plasma, in the vapors of the monomers, without a buffer gas, using an oblique angle-positioned substrate configuration. By atomic force microscopy and scanning electron microscopy we identified the formation of worm-like interlinked structures on the surface of the polyaniline layers, the layers being compact in the bulk. The poly(o-anisidine) layers are flat with no kind of structures on their surfaces. By Fourier transform infrared spectroscopy we identified the main IR bands characteristic of polyaniline and poly(o-anisidine), confirming that the polyaniline chemical structure is in the emeraldine form. The IR band from 1070 cm−1 was attributed to the emeraldine salt form of polyaniline as an indication of its doping with H+. The appearance of the IR band at 1155 cm−1 also indicates the conducting protonated of polyaniline. The X-ray diffraction revealed the formation of crystalline domains embedded in an amorphous matrix within the polyaniline layers. The interchain separation length of 3.59 Å is also an indicator of the conductive character of the polymers. The X-ray diffraction pattern of poly(o-anisidine) highlights the semi-crystalline nature of the layers. The electrical conductivities of polyaniline and poly(o-anisidine) layers and their dependence with temperature are also investigated

Dynamics of the Social Security Index in the Context of the Economic Crisis in Romania

No full text
In conditions of uncertainty, social protection issues are of paramount importance, and supporting measures are needed for the vulnerable population with an impact on social costs. Those costs have to be included in the state budget, and they generate budgetary imbalances that need to be counterbalanced by relevant budgetary policy measures. This paper proposes to develop, on the basis of state budgets and of demographic indicators, a social security index, whose dynamics will reflect the impact of the necessary measures in a period of economic and financial uncertainties. The key indicators used for calculating the social security index are composite financial risk, which is quantified using the budget’s dynamic expenditures, composite labour risk using employment stock, and unemployment and composite social risk using equilibrium between labour and retired labour. The paper studies the evolution of this index to identify inflection points that impact social security policy. We have dynamically identified the evolution clusters that differentiate the variability of the social security index over time, translated into the social security matrix proposed by the study for each composite index. The used methods in the study are empirical and analytical in nature, consisting of an econometric definition of the index structure and a dynamic analysis of the results obtained over the period 2010–2020. The results of the study will identify the financial risk diagram, which, based on the forecasted clusters of financial, social, and labour market risks, will create a useful picture for social policy makers that will highlight the current vulnerabilities of the three clusters from a social perspective. Last but not least, the presentation of the social security index is a valuable result for practitioners in their efforts to optimise social policies and increase socio-economic welfare. The results of this research will allow decision-makers to adjust their social policies on an informed basis in relation to the elements of vulnerability during periods of uncertainty, in comparison with the elements of stability identified during periods of economic growth
