Het lokale niveau is volop in ontwikkeling. Het nieuwe gemeentedecreet zorgde voor heel wat wijzigingen, zowel op politiek als op administratief vlak. Eén van die wijzigingen is de introductie van een managementteam in de gemeentelijke organisatie. Uiterlijk op 1 oktober 2007 moet elke gemeente werken met een managementteam, waarin de top van de administratie vertegenwoordigd is. Uitgeverij Politeia en de Vereniging van Vlaamse Steden en Gemeenten (VVSG) hebben over het werken met managementteams recent een pocket gepubliceerd. Hierin wordt niet enkel de regelgeving over managementteams gekaderd. Er is ook veel aandacht voor eerder praktisch gerichte zaken. Zo wordt bijvoorbeeld een leidraad aangereikt voor het maken van een afsprakennota tussen college en managementteam. Tussendoor passeren heel wat methoden en technieken van het hedendaagse overheidsmanagement de revue: coachend leiderschap, Balanced Scorecard, EFQM, CAF, IiP, organisatieleren, projectmatig werken, delegeren,… Naar aanleiding van deze publicatie hadden we een interview met de auteurs Mieck Vos (adjunct-stadssecretaris Stad Kortrijk) en Theo Wijnen (coördinator en stafmedewerker organisatie-ontwikkeling Team Consulting, VVSG).status: Publishe
Chapter Karel Vos (1874 - 1926), een eigenzinnig dopers geschiedbeoefenaar
Karel Vos (1874-1926) was a prominent figure in Anabaptist historiography, dedicating his life to studying and documenting the history of the Dutch Mennonite tradition. Despite limited access to archives, he conducted meticulous research and adopted a critical approach to historical analysis. His commitment to truthfulness in writing aligned with the principles of the Rankean Dutch Historical School. This also pointed to the presence of Anabaptist bishops from the Lower Rhine in the 1540s and 1550s. However, Vos’s views on Anabaptist history sparked controversy, as he believed revolutionary principles dominated the movement until 1540. Vos’s 1914 biography of Menno Simons remains an inexhaustible source, even if his work did not receive adequate recognition. Beyond his historical contributions, Vos actively engaged with the Anabaptist cause in his writings and demonstrated talent as a historical columnist. However, his exclusion from the academic circuit may have led to his undervaluation as a historian, both during his lifetime and in the years that followed
Synchronization Overhead in SOC Compressed Test
Test data compression is an enabling technology for low-cost test. Compression schemes however, require communication between the system under test and the automated test equipment. This communication, referred to in this paper as synchronization overhead, may hinder the effective deployment of this new test technology for core-based systems-on-a-chip. This paper analyzes the sources of synchronization overhead and discusses the different trade-offs, such as area overhead, test time and automatic test equipment extensions. A novel scalable and programmable on-chip distribution architecture is proposed, which addresses the synchronization overhead problem and facilitates the use of low cost testers for manufacturing test. The design of the proposed architecture is introduced in a generic framework, and the implementation issues (including the test controller and test set preparation) have been considered for a particular case

Corporate and Public Real Estate managament
In this book chapter Theo van der Voordt and Monique Arkesteijn discuss the difference between corporate and public real estate management i.e. the perspective of the end users, and real estate management i.e. the perspective of investors and developers. Furthermore an overview is presented of the legacy of the (C)REM section of the Department of Management in the Built Environment of the Faculty of Architecture and the Built Environment, Delft University of Technology, the Netherlands. The chapter discusses various research themes and introduces key topics such as how to create the best possible fit between supply and demand, adding value through corporate and public real estate, managing of university campuses, workplace management, adaptive reuse as a means to cope with (structural) vacancy, preference modeling and willingness-to-pay, and Corporations & Cities.
