    Impact of ITER PF coils power supplies and central solenoid design changes on plasma operation

    As the ITER project moves forward in the procurement phase of major components, the baseline design is subject to a series of modifications due to the finalization of the design and interaction with industry. Some modifications have a potential impact on the performance and operation of the machine. A substantial activity is being carried out in EU in support to the design, aimed at assessing such impact. The effect of the 2010 design of the central solenoid on the operational space was assessed. A detailed analysis of the plasma breakdown and start-up phases was performed to assess the impact of withdrawing the booster converters from the baseline design and of the modifications to the power supply voltage ratings. In order to reach a clear conclusion, a review of the start-up strategy was also carried out starting from an analysis of the avalanche and breakdown conditions in ITER. The controllability of the null quality and position was verified in presence of uncertainties and measurement errors. The advantages of higher voltage rating were also quantified. General aim of the paper is to present an overview of the analyses performed and of the issues identified providing an assessment of the impact of some of the proposed changes on ITER operation. © 2011 European Joint Undertaking for ITER and the Development of Fusion for Energy

    Merchant interconnector projects by generators in the EU: Effects on profitability and allocation of capacity

    When building a cross-border transmission line (a so-called interconnector) as a for-profit (merchant) project, where the regulator has required that capacity allocation be done non-discriminatorily by explicit auction, the identity of the investor can affect the profitability of the interconnector project and, once operational, the resulting allocation of its capacity. Specifically, when the investor is a generator (hereafter the integrated generator) who also can use the interconnector to export its electricity to a distant location, then, once operational, the integrated generator will bid more aggressively in the allocation auctions to increase the auction revenue and thus its profits. As a result, the integrated generator is more likely to win the auction and the capacity is sold for a higher price. This lowers the allocative efficiency of the auction, but it increases the expected ex-ante profitability of the merchant interconnector project. Unaffiliated, independent generators, however, are less likely to win the auction and, in any case, pay a higher price, which dramatically lowers their revenues from exporting electricity over this interconnector.electricity markets; regulation; cross-border electricity transmissions; vertical integration; asymmetric auctions; bidding behavior

    A General Empirically Based Micro-Instability Transport Model

    A mixed Bohm--gyro-Bohm, shear-dependent thermal diffusion coefficient to model the anomalous thermal transport in tokamaks is proposed. It is derived on the basis of recent findings on the radial correlation length of turbulent processes generated by small scale, collisionless, electrostatic microinstabilities (ROMANELLI, F., ZONCA, F., Phys. Fluids B, 5 (1993) 4081). The model has been used to describe standard L and H-mode discharges of the JET, DIII-D and TFTR devices and JET PEP and hot ion mode discharges successfully. 1 Introduction The energy and particle transport in tokamaks is determined by turbulent processes. At present no definitive transport model (that is, a closed expression for energy and particle fluxes in terms of plasma parameters) which fully accounts for all the features of turbulence is available, in spite of the effort produced in recent years in order to determine the anomalous fluxes from first-principle plasma models [1, 2, 3, 4, 5].     Can Merchant Interconnectors Deliver Lower and More Stable Prices? The Case of NorNed

    This paper estimates the effect of the merchant interconnector between Norway and the Netherlands on the level and residual volatility of hourly day-ahead electricity prices in the two connected markets. The price effects are estimated using single equation ARMA models and the volatility effects are estimated using EGARCH models with multiplicative heteroskdasticity. Both the level and volatility effects on prices are found to be modest. This result implies that the majority of welfare gains resulting from trade across the interconnector are likely to be accrued to its owners, undermining the practical validity of the theoretical argument that lumpiness in transmission investment leads to a divergence between social and private benefits of transmission investment.
