O nacistikano Samudaripen e Rromenqëro p-i Belarusìa
The article deals with the genocide of Roma on the territory of Belarus in the time of the Second World War. The author, referring to the documents of the State Archive of the Russian Federation, other source materials and interviews conducted with the eyewitnesses, analyzes particular cases of the extermination of Roma. He has also determined the minimal figure of the Roma murdered during the World War II in Belarus as 1,000 victims. Russian Growth Path and TFP Changes in Light of the Estimation of Production Function using Quarterly Data
We present estimations of a Cobb-Douglas production function with a steady change in TFP (total factor productivity) for the Russian economy, using quarterly data for the favorable period 1998Q3–2008Q2 and the period 1995Q1–2010Q2 as well. Compiling our baseline data on capital and labor adjusted for utilization, we explicitly present estimations of the coefficients (the capital distribution ratio and TFP) of production function, which show that TFP is the major growth source, followed by the capital contribution. We also show results of measurement of Russia‟s GDP gaps as the differences between potential and actual GDPs based on the production function and the Hodrick-Prescott filter.Growth, TFP, Cobb-Douglas, Russia
Суб’єкти публічного адміністрування впровадження та використання штучного інтелекту в правосудді України
Стаття присвячена визначенню суб’єктів публічного адміністрування впровадження та використання штучного інтелекту (далі – ШІ) в правосудді України. Наголошено, що актуальність цього питання обумовлена необхідністю чіткого правового визначення ролі таких суб’єктів з метою забезпечення прозорості, ефективності та законності цифровізації сфери правосуддя в Україні. Розкрито доктринальне розуміння поняття «суб’єкти публічного адміністрування», а також вузьке та широке розуміння поняття «публічна адміністрація». Запропоновано розглядати суб’єктів публічного адміністрування впровадження та використання ШІ в правосуддя зважаючи на широке розуміння поняття «публічна адміністрація». Основою для виокремлення суб’єктів публічного адміністрування впровадження та використання ШІ в правосудді України стала конституційна норма про здійснення державної влади законодавчої, виконавчою та судовою гілкою влади. Розглянуто нормотворчі, контрольні та бюджетні повноваження Верховної Ради України та її комітетів (Комітет з питань правової політики та Комітет з питань цифрової трансформації) у цій сфері. Зазначено, що органи виконавчої влади відповідальні за формування та реалізацію державної політики у сфері цифровізації, в тому числі впровадження технологій ШІ. Відповідно розкрито роль Міністерства цифрової трансформації, Міністерства юстиції та Міністерства освіти і науки у впровадженні та використанні ШІ в правосудді України. Наголошено, що вказані суб’єкти наділені повноваженнями загального характеру, тоді як Державна судова адміністрація України відповідальна саме за впровадження інновацій у судову систему України. Зазначено, що організаційно-технічне забезпечення цифровізації покладається на апарат суду, який реалізує ці завдання також у взаємодії з Державною судовою адміністрацією України. До суб’єктів впровадження та використання ШІ в правосудді зважаючи на норми чинного законодавства віднесено також Вищу раду правосуддя та органи суддівського врядування – Раду суддів України та з’їзд суддів України. Зважаючи на широкий підхід до визначення суб’єктів впровадження та використання ШІ в правосудді України акцентовано увагу на доцільності включення до їх переліку міжнародні організації (ЄКЕП, КРЄС). Зазначено, що останні не є прямими суб’єктами публічного адміністрування в межах держави, але можуть бути його зовнішніми учасниками чи партнерами, які впливають на політику, формування стандартів впровадження та використання цифрових технологій, у тому числі ШІ в правосуддя
Economic Efficiency in Transition: The Case of Ukraine
Although a market economy is by definition more effective than a centrally planned economy, various countries in transition have faced the problem of economic inefficiency. The aim of this paper is to develop a comprehensive measure of economic efficiency using the production function framework and estimate it for the Ukraine economy. There exist namely a vast amount of indicators that support our hypothesis on the diminishing efficiency of the Ukraine economy in the last years. Investigation on application of homogeneous and heterogeneous catalysis for alkaline waste treatment
The stabilization of neptunium(IV) in alkaline solution by chemical reductants under various conditions was studied. Testing showed that neptunium(V) is slowly reduced to Np(IV) by V(IV) at room temperature in alkaline solutions. Increasing temperature accelerates reduction. Complete reduction of 2 x 10{sup -4} M Np(V) occurs in three hours at 80{degrees}C in 1 M NaOH with 0.02 M VOSO{sub 4-}. Under similar conditions, but in 5 M NaOH, only 15 to 20% of the Np(V) was reduced in 5 hours. In all cases, about 98 % of the initial neptunium was found in the precipitate. Thus V(IV) acts both as a reductant and as a precipitation carrier. Tests showed Np(V) reduction by hydrazine hydrate could be catalyzed by Pd(II). Reduction increased with temperature and catalyst concentration and decreased with hydroxide concentration. Reduction of Np(V) also takes place in 1 M NaOH solutions containing 1 M sodium formate and palladium. Increasing temperature accelerates reduction; with three hours` treatment in 5 M NaOH solution at 90{degrees}C, about 95 % of the initial 2 x 10{sup -4} M neptunium(V) is transformed to Np(IV). Organic complexants and organic acid anions hinder the decontamination of alkaline solutions from neptunium and plutonium by coprecipitation with d-element hydroxides (the Method of Appearing Reagents). It was found that ethylenediaminetetraacetate (EDTA) and N-(2-hydroxyethyl) ethylenediaminetriacetate (HEDTA) are decomposed by H{sub 2}O{sub 2} in alkaline solution in the presence of cobalt compounds with heating and by Na2S208 at moderate temperatures. Citrate, glycolate, and oxalate are decomposed by Na{sub 2}S{sub 2}O{sub 8} with heating. Oxidant amounts must be increased when NaNO{sub 2} also is present in solution. 8 refs., 25 figs., 16 tabs
