Geografia e ecologia politica: teorie, pratiche, discorsi

The Ecosystem Services analytical framework in Italy. A human geography prospect
This paper examines the ecosystem services (ES) analytical framework from a Human Geography perspective. It firstly aims to describe the development of the ES paradigm within international and Italian scientific debates. Although ES appeared in the international scientific debate in the early 1990s, they gained attention by Italian scholars later around 2011. During this period, the paradigm was harshly criticised and several controversial aspects emerged. Payments for ecosystem services (PES) schemes are one of the most frequently discussed topics. However, the limits highlighted by international literature have been rarely mentioned in the Italian debate. Furthermore, PES schemes were introduced through Law No. 221/2015. This output is the result of a social and cultural process that has shaped a strong utilitarian attitude toward ecosystems. For these reasons the paper focuses on the features of Law No. 221/2015 and on the other existing regulatory instruments, which can counterbalance its criticalities. In conclusion, the paper stresses the elements which should be considered in order to implement an effective ecosystems restoration

Shaping a City With(out) Canvassing Its Citizens. The Transformation of Parco Bassini in Milan: A Case Study
This contribution focuses on the urban conflict generated from the functional recovery of the former Parco Bassini, a small green area located northeast of Milan, after the city’s Polytechnic University radically changed its urban destination, in order to build the new University Chemistry Department in winter 2020. This sudden transformation provided a contrast between two fronts: on the one hand, there were the Institutions who had promoted it and, on the other, the citizens who were opposing it. The purpose of this research is to reconstruct the reasons why the initial impetus of the social movement in defence of the Parco Bassini has gradually faded. From a theoretical point of view, the study presented is based on the TPSN (Territory, Place, Scale, and Network) Framework, a multidimensional model developed also to investigate the different forms of contestation, resistance, mobilization, and bottom-up struggles. Thus, the concept of place has been favoured here as an epistemic principle from which to start the analysis: with its symbolic and relational features, it allows to identify the meaning and attachment to the spaces of everyday life. Additionally, to broaden the investigation perspective, inter and multi-scale relationships between the actors involved have been included to better understand their interactions and influence on the spatial processes. These different geographical lenses have also been adopted to examine the stages of the citizens’ protest from its initial fervour to its weakening and its end. In particular, the lens of the place has been chosen to observe the origin of the conflict, while the lenses of the scale and the network have been selected to understand the agency of all the players involved. The analysis has been conducted referring to bibliographic, documentary, and cartographic sources and using qualitative methodologies such as archived work and in-depth interviews. The preliminary results all point to the Parco Bassini case as an example of how a conflict linked to a closed space may involve supra-local dynamics. This study case is also significant for young geographers because of the growing relevance of urban space and its transformation processes, which often involve junior researchers and activists
Il ‘valore intrinseco’ degli agroecosistemi. Approcci teorici e questioni di metodo di una ricerca-azione sul territorio periurbano milanese
The present contribution has three main objectives: i) to outline the history
of the development of the Ecosystem Services paradigm, which is well-known
in the international scientific arena and has nowadays also become established
within spatial planning practices at the national scale, and the one of the Nature
Contribution to People paradigm, which has not been yet introduced in the
Italian debate; ii) to describe the trans-disciplinary methodological assessment
of an action-research conducted in the eastern and south-eastern edges of the
Municipality of Milan through the collaboration of researchers and scholars with
different backgrounds of the University of Milan and local actors; iii) to show
the first results of the action-research mentioned collected at the Agroforesta
Urbana of the Vettabbia Valley. The reflections here shared are intended to relate
these three aspects, which constitute the authors’ own areas of research, to the
elements that characterise the Bioeconomics of Nicholas Georgescu-Rogen. In
pursuing this aim, the concept of intrinsic value and the reflections to which its
dual formulation has subsequently led are particularly useful. The detection of
the multiple socio-cultural values present within the territory are fundamental to
implementing effective governance strategies and promoting through them
regenerative co-habitation practices between human societies and ecosystems
no longer postponable
