    Implementing the AIFMD: Success or failure? ECMI Commentary No. 34, 28 March 2013

    This commentary considers the implementation of the Alternative Investment Fund Managers Directive (AIFMD) by the European Commission. The AIFMD creates an internal market for asset management and as an endeavour to develop market-based finance is an important piece of legislation for the European economy. The author, Mirzha de Manuel Aramendía, considers the implementation of some of the provisions that raised concern among industry participants. He finds that, on balance, a practical and flexible approach to implementation has been followed that should help secure the success of the framework, which at present is still uncertain. The commentary also considers the remuneration guidelines adopted recently by the European Securities and Markets Authority (ESMA). It encourages EU and national authorities to commit to the success of the AIFMD framework, as part of a broader effort to develop capital markets and reduce the historical reliance of the European economy on bank finance

    The Automatic Reaction of the Italian Budget Balance to Fundamentals: An Econometric Estimate

    Abstract. The paper offers a new estimate of the sensitivity of the Italy’s primary budget balance to macro-economic variables. The analysis has distinguishing features: detailed itemization of public finance aggregates; close attention to the statistical properties of the time series; joint estimation of elasticities with respect to both real GDP and inflation. First, the economic variables driving the automatic component were chosen. Second, when possible, a macroeconomic base was associated with each public finance item. Third, each tax base was regressed on the driving economic variables. Fourth, each budget item that was supposed to include an automatic component was regressed either on its own base or directly on the economic variables affecting the automatic components. The effects on public budget are simulated to investigate the consequences of a change in nominal and real GDP. J.E.L.:E32, E60Abstract.     Analysis of Supply Reliability and Voltage Quality (SR/VQ) in the presence of feeder automation in MV Smart Grids (SG) is addressed. After some recalls about methodological aspects, some feeder automation techniques adopted in Italy for fault detection and isolation are described. Then, models of the different automation procedures for a simple test system are developed. Numerical analyses aimed to evaluate SR/VQ indices for the different automation techniques are performed. Finally, a comparison among the effects in terms of expected number per user and per year of Long Interruptions (LI), Short Interruptions (SI) and Voltage Dips and of SARFI indexes is performed

    Estudio de la pieza "En Castilla mandamos nosotros" (1985), del dramaturgo español contemporáneo Manuel Pérez Casaux. Se trata de un drama histórico, articulado en torno a un conflicto de índole simultáneamente individual y social, cuya urdimbre aparece constituida por las guerras de comunidades castellanas y leonesas en tiempo de Carlos I. En medio de los dos bandos rivales, nobiliario y popular, que se enfrentan abiertamente, el protagonista sueña con una neutralidad imposible, de la que llegará a ser víctima cuando los poderosos acaben utilizándolo (Cabeza de Turco se llama el personaje) para mantener una guerra que supondrá su ruina física y moral.\ud Desde el punto de vista formal, esta obra muestra la ubicación del autor en el cruce de caminos estéticos que supuso la revolución experimental, acontecida en el teatro occidental en los años sesenta y materializada en la escena española en el que denominamos período transitorio de nuestra historia teatral contemporánea. Así, este drama de Pérez Casaux evidencia, junto a técnicas de indudable raigambre brechtiana, otros modos característicos de los grupos de teatro independiente de aquel período. \ud En cuanto al tratamiento de la materia histórica, la obra revela también una notable proximidad al teatro histórico de Buero Vallejo, influencia que aquí aparece fundida con un tono general de carácter paródico y didáctico, propio del denominado drama alegórico que florece en el umbral de la Transición Política española a la época democrática actual
