The Introduction of the Open Method of Coordination in the European Enlargement Policy: Analysing the Impact of the New PHARE/Twinning Instrument
The article develops the thesis that the EU Commission borrowed some features from the open method of coordination (OMC) in order to implement the 1997 reform of the fifth EU enlargement policy. Contrary to the thesis of enlargement conceived as a unilateral policy, I use tools of historical and sociological institutionalism to show the relative institutional impact of one of the main instruments of the 1998 pre-accession strategy – the PHARE institutional Twinnings – not only on candidate countries, but also on member states. As Twinnings might be regarded as a new instrument of external governance, their implementation also illustrate the limits of the use of the OMC in EU’s external relations. This article is divided into four parts: a first part presents the way the OMC was adapted to the EU enlargement and cooperation policy. A second part focuses on the impact of the launching of Twinning on two member states, Germany and France, which are the two main European donor countries to CEEC, and its limits in terms of consistency and coordination. A third part details the impact of Twinning on two candidate states during the 1997-2004 period, Estonia and Hungary, and the sometimes limited adaptation processes resulting from the use of the OMC in cooperation projects. Drawing on these conclusions, a fourth part explains how Twinning might be seen as an instrument of mutual socialisation between administrative elites of member and candidate states

Can the discourse on "soft power" help the EU to bridge its capability-expectations gap? European Political Economy Review No. 7 (Summer 2007), pp. 195-226
Very recently, a new buzz word has appeared in official speeches in the field of the European Union (EU)’s external relations: “Soft power”. The notion was first coined for the American foreign policy and is now at the heart of EU foreign policy discourses, especially on the European Neighbourhood Policy (ENP). The ENP launched in 2003 for the new EU neighbours heavily draws on the experience of enlargement by exporting internal norms, values and policies abroad. The article explores the hypothesis that the discourse on “soft power” represents an attempt to go beyond a traditional understanding of foreign policy and of conditionality. By developing its own definition of “soft power”, the EU tries to position itself on the international stage by preferring civilian over coercive means and thus seeks to increase the ENP’s legitimacy through attraction instead of accession. Nevertheless, it will need to improve internal consistency if it wants to avoid serious criticism on the ENP and bridge its famous capability-expectations gap
"The EU in the Economic and Social Arrangements of the United Nations System"
The article deals with the role of the EU in the Economic and Social arrangements of the United Nations system. Looking at the main UN organisations in the area of economic and social affairs concerned with development and humanitarian problems, the author identifies the relation of the EU and its member states to these bodies as a much neglected dimension of Europe’s external relations. He suggests a research agenda for exploring the changing pattern in the multilateral relationships in a range of the economic and social organisations of the United Nations. This, he argues, would move into new territory on relations between regional and global international institutions. In this context, the symbiotic relationship between regionalisation and globalisation could be spelled out in unusually specific terms
La réforme de la stratégie d'élargissement de l'Union européenne : instrument des jumelages, apprentissages et transferts politiques
The EU's fifth enlargement to include Central and Eastern European countries (CEECs) has led to new policy instruments, which will become a common feature in future enlargement rounds. Drawing on policy transfers literature, new forms of governance and sociology of organizations, the EU's role and its administrative conditionality are closely examined through civil service reforms in Central and Eastern Europe. The introduction of the Twinning exercise as part of a 1997 reform package is analyzed, as well as the procedural changes necessary for facilitating the temporary assignment of member states' civil servants in Eastern and Central European administrations. Using semi- voluntary forms of coordination among member and applicant states is a new trend in decision-making at the EU level. Nonetheless, enlargement policies do not allow for the full transfer of member states' institutional models or structures toward candidate countries. The EU's conditionality on administrative capacity at the sectoral level has gained momentum since civil servants from member states have been associated with the accession process.Le cinquième élargissement de l'Union européenne (UE) aux pays d'Europe centrale et orientale (PECO) a entraîné la création de nouveaux instruments politiques qui seront certainement réutilisés lors des prochains élargissements de l'UE. En prenant appui sur les travaux consacrés aux transferts politiques, aux nouvelles formes de gouvernance et à la sociologie des organisations, nous examinons ici le rôle de l'UE et de sa conditionnante administrative dans le façonnement des réformes du service public en Europe centrale et orientale. L'étude de l'instrument des jumelages institutionnels, introduit dans le contexte de la réforme européenne de 1997, est suivie d'une discussion sur les nouvelles procédures qu'il a fallu adopter pour faciliter le détachement des fonctionnaires des États membres dans les administrations des pays candidats. Tout en soulignant la nouvelle tendance observée dans la prise de décision politique européenne, à savoir l'utilisation de formes semi-intentionnelles de coordination entre États membres et candidats, nous montrons que les politiques relevant du processus d'élargissement ne permettent pas le transfert intégral des modèles institutionnels ou des structures de mise en œuvre des premiers aux seconds. Néanmoins, la conditionnante de l'UE relative aux capacités administratives sectorielles a gagné en importance depuis que les fonctionnaires des États membres ont été associés au processus d'adhésion.Steffens Michael J., Tulmets Elsa, Cirac Stéphanie.
