    il saggio analizza la situazione dello stato di attuazione della pianificazione e della programmazione nella sicilia centrale. viene messa in evidenza la ricchezza della struttura dell'assetto urbanistico e delle valenze potenziali nonostante la tendenza all'abbandono. Nel saggio si mette in evidenza che lo stato di attuazione della programmazione evidenzia problematiche di accessibilità che portano questo territorio alla richiesta più o meno esplicita di un cambiamento della struttura tecnico amministrativa di governo del territorio (richiesta di modifica dei confini provinciali). L'elemento di novità assoluta è che il territorio costiero-montano tende a manifestare una richiesta di governo territoriale rivolta ad una provincia interna; il che dimostra che brani di realtà urbane costiere di basso rango urbano possono esprimere una imprevedibile domanda di leadership in concorrenza rispetto ad altre aree metropolitane costiere auto-centrate e indifferenti rispetto ai margini delle loro province

    Regarding the issue of public policies for the management of housing problems, there is a gradual shift from traditional approaches centred on the provision of new housing on vacant land to the most recent ones based on the search for solutions that present specific projects in various urban contexts often difficult to borrow elsewhere. These solutions, although mainly characterized on the organizational and social relational side, allow to explore, also in the physical dimension, new quality of living spaces in terms of urban ecological sustainability with differentiated construction time. In particularly degraded social situations, urban regeneration policies are increasingly called upon to play a decisive role. The contribution examines the results of the integrated project Capacity, which covers several areas of action of two slums where hundreds of families lived below the poverty line. Capacity is configured as an integrated program in which the effective implementation of the right to housing of the slum, as well as having positively characterized the process of starting up the legal dwelling and having contributed to the development of trust capital for the continuity of the capacity process started and continued over time, can also benefit spatialized policies of urban regeneration. The need to address the complexity of the government of the transformations of the territory in the challenge of environmental transition involves the testing of new complex instruments in which there are also urban planning processes that can be effective compared to direct actions in the social but in a much longer time horizon and in conditions of much greater uncertainty

    Il contributo mette in luce il rapporto propulsivo della visione progettuale Tune-It di collegamento fisso tra Sicilia e Tunisia nella configurazione degli scenari geopolitici che costituiscono lo sfondo delle principali problematiche dell'infrastrutturazione nelle regioni mediterranee. Una ragione delle previsioni e il mantenimento del Ponte sullo Stretto nella programmazione comunitaria delle reti T-TEN dipende dalla realizzazione anche in tempi molto lunghi, della connessione diretta tra le sponde del Mediterraneo nel punto più centrale dei flussi di persone e merci con andamento nord-sud. Quindi, secondo la visione di Tune-It, il Ponte di Messina non esiste senza una speranza che un giorno i flussi che una volta giunti a Palermo da Berlino, ad esempio, possano giungere pure in Tunisia agevolmente ed in tempi ragionevoli. Tra i paesi euromediterranei l’Italia è quello più centrale e vicino al cuore d’Europa e quindi è il più avvantaggiato dal punto di vista della velocità dei flussi per la logistica integrata terrestre. Senza tale ultima prospettiva di unione tra Europa e sponda sud del Mediterraneo, la stessa realizzazione del Ponte di Messina appare sostanzialmente inutile. Allo stesso modo, seguendo questo modo di ragionare, appare vago e retorico oggi il corridoio n.1 della rete T-Ten Palermo-Berlino che, infatti, è stato già ‘superato’ dalla ipotesi del collegamento del corridoio n.5 Helsinki – Malta. Ma la prospettiva di una connessione tra Europa continentale e paesi della sponda sud e orientale del Mediterraneo ancora vede a confronto regioni relativamente sviluppate ed altre caratterizzate da separazioni interne e scontri sanguinosi, sfibrate tra fazioni tribali, deboli e comunque in fase di forte trasformazione economica, sociale e culturale. Lo scetticismo e le forti critiche alla realizzazione del Ponte dello Stretto hanno dominato il dibattito nazionale ed internazionale su questo tema. Tutto potrebbe cambiare se entrasse in gioco la prospettiva inedita di una geo-politica a favore di una connessione forte tra Europa e Africa ovviamente in una chiave non solo di potenziamento infrastrutturale ma soprattutto di cooperazione transfrontaliera che oggi appare lontana per effetto della situazione tensionale per le guerre interne alle fazioni e posizioni dell'Islam che stanno generando forti pressioni migratorie incontrollate e forse incontrollabili. Per superare l'attuale marginalizzazione dei territori a sud d'Europa non basta una politica concentrata sul recupero del gap infrastrutturale ed il rilancio delle risorse produttive meridiane, appare necessaria una forte concertazione geopolitica che potrebbe far perno sulle regioni e i paesi del Mediterraneo nell’ambito delle relazioni tra i fautori della pacificazione mondiale

    With the approval of the regional law n.2 / 2021 the Sicilian regional urban reform has taken the start that has been completed with the last of the implementing decrees provided for in the regional law n.19 / 2020 relating to the sizing of general urban plans (PUG) that take the place of the PRG of the lr n.71 / 1978. This last law was part of the triptych of laws (urban planning, cultural heritage and tourism) that between 1976 and 1980 were alternately desired by Piersanti Mattarella before his murder at the hands of the mafia. The regional council has approved the act of address that constitutes the document of the guidelines for the new regional territorial plan of social and economic value. This approval is the first act in the field of regional planning since the special statute of the Sicilian Regional Autonomy exists since there are no other previous acts on the same subject. The act of address confirms and consolidates the highly innovative structure of the LR 19/2020 of urban reform, especially regarding the proactive role of the regional urban planning department that assigns the task of procedural construction of the cognitive framework to the regional territorial information system (SITR). The SITR becomes an operational hub for the coordination and spatial integration of the action of all the other regional departments: cultural heritage, transport, infrastructure, energy, agriculture, productive activities, and others, including above all the programming direction responsible for the resources of the Community structural funds and the NRP. In the act of address, the new PTR is also configured as a structural framework for verifying the potential for integration of the action of the various departments as missions that make up the Regional Economic and Financial Document (EAER). In the PTR, all EAER missions are considered with respect to the contents and objectives of the United Nations 2030 Agenda (17 SDG's goals). The contribution aims to provide a summary of the work carried out by the research groups of the various university departments involved in support of the Sicilian Region for the drafting of the act of address to specify the contents and purposes as well as the role of the regional territorial plan compared to other planning and programming acts at regional level, territorial and municipal. About this last objective, the contribution highlights the need for the regional plan not to have a cogency value with respect to the land use regime, also to avoid the emptying of the powers of the municipal councils but above all to provide a strategic framework necessary to qualify environmentally friendly territorial development policies spatially

    City space and children’s skills : new uses of urban space in the Noce neighboorhood of Palermo

    The general topic is that of policies like community education to combat educational poverty addressed to the social and economic contexts of regions and urban areas characterized by hardship and a high level of school dropout. Understanding the inevitable connections between the role of public urban space indoors and outdoors is crucial in these policies. "PEC - Poli Educanti in Condivisione" (educational poles in sharing) is a project of integrated actions realized by a partnership made up of schools and third sector institutions and universities (in the role of external evaluator). PEC aims to combat educational poverty in the Noce district of Palermo to activate poles in close synergy with each other, where members of the community meet and are formed, who become competent and therefore "educating". The extension of the opportunities for the integrated development of children/young people aged between 5 and 14 at risk of social exclusion and the growth of transversal skills necessary to strengthen their resilience capacities in the social dimension into the urban space considered are the target. The contribution highlights that urban space ends up being the protagonist of almost all the actions of the integrated project that necessarily took place in public open spaces. Social science and practical knowledge related to childcare and adolescence were used to develop the PEC project. Whereas "PEC" is aimed at changing the lifestyles of children in a disadvantaged neighborhood, the urban space is not only the physical environment in which all the project activities take place but is a vital function of the subject involved by the project both at the individual and collective level as relational capital of the educational community

    A partire dall’Ottocento si assiste ad un fenomeno che porta le città europee ad ingrandirsi ed espandersi. Non si tratta solo di un’estensione territoriale, ma anche di un incremento della densificazione dovuto agli ingenti spostamenti di popolazione dalle campagne ai centri urbani. Il fenomeno della densificazione non deve essere inteso solo come rapporto tra la superficie e il numero degli abitanti, ma anche come complessità delle relazioni sociali ed è un processo che dalle città si estende alla dimensione planetaria a causa delle tecnologie che hanno trasformato il mondo in un villaggio globale. Dopo aver messo a fuoco le componenti storiche, economiche politiche e sociali che determinano questa iper–densificazione delle città, mostreremo come la conseguenza è la negazione della qualità della vita che può portare persino all’abbandono della città stessa.Starting from the nineteenth century we witness a phenomenon that leads European cities to grow and expand. Do not it is only a territorial extension, but also an increase in densification due to large displacements of the population from the countryside to urban centres. The phenomenon of densification is not to be understood only as a ratio between the surface and the number of inhabitants, but also as the complexity of social relations and it is a process that extends from cities to planetary dimension because of the technologies they have transformed the world in a global village. After focusing on the historical, economic, political, and social components which determine this hyper-densification of cities, we will show how the consequence is the negation of quality of life that can even lead to the abandonment of the city itself

    “Ephemeral” regeneration for the marginal urban spaces/places in Enna

    The aim of this paper it to demonstrate that the interventions of “ephemeral designing” - seen in the key of potential activators of shared forms of bottom-up urban regeneration - may be also read as sequence of pop-up actions (flames); but capable in conferring to the marginal urban spaces - even if temporarily - a “meta-real” shape of the desirable effects of that urban transformation they would to reach in a real implementation. By establishing, thereby, with both the city's communities and places, a true moment of local awareness and animation, fleeting but realistic, that can trigger interest and re-generate the sleeping collective activism, even before to regenerate the physical components. It might be merely a “virtual implementation” but, in our perspective, able to aspire in activating of a virtuous process of re-appropriation of spaces and a restatement of the missing or potential neighbourhood’s functions. The economic downturn, which is deeply affecting the most of cities around the world, is also affecting on the ongoing processes of both urban transformation and regeneration. In the light of many recent experiences, it is clear today that traditional mega-scale approach to urban design, characterized by the great works, long lead times and - often - too-high costs; it is under question itself and it seems itself fallen into crisis. Urban regeneration is an urban emergency, in its whole sense, but it requires more measured, quickly, widespread, systemic and less expensive interventions. That is why any opportunity to “think differently” may provide insights and alternative chances for the enhancement of marginal both urban areas and communities, by representing competitive, creative and innovative approach to the whole field of the urban designing. Mainly focusing it onto those fragile and marginal urban spaces and giving them the occasion for new experimentations in the urban and landscape design lead by social innovation needs. In this track, the SpaRe.Life (Spaces for the Real Life) International Work-School onto “Upper Enna” (held as winter school on February 2016 in Enna) has started from a general conceptual visions for the edges of the upper city, to explore and to act “new ways” through a number of experimental and creative ideas as systemic punctual applications. A systemic vision of the unique project aimed in ensuring the participative enhancement, the full accessibility, the free fruition and the enjoyment of that strip of connection between the historic urban fabric, stretched along the edge of the upper city and the – so called - “Park of the Slopes”; a green belt that surrounds and defines city’s board within the rural landscape. The results achieved from the final real outputs of the School have acted as example to several subsequent experiences, carried up freely and autonomously, from a large part of the local civil society, during these last three/four years. By acting together, the local administration, the formal associations and the informal groups have carried out some inspired projects aimed to gain that craved re-appropriation of urban spaces and of urban life. By reflecting on the urban regeneration of the physical fabrics, the social tissue and the common values of the city, through the example introduced and leaded by those experiments (SpaRe.Life) based on current theories and practices of tactical urbanism for an ephemeral designing

    The basis of this contribution are a) the European Commission's regional innovation strategies for smart specialization (RIS3), b) the regional policies to combat the risk of decline and c) the governance model of Transition Management. Today the challenge consists in the validation of RIS3 even in the conditions of uncertainty exacerbated, for example, by the recent experience of COVID 19 as a global pandemic, trigger of the planetary economic and social decline. The guidance of the territorial transformations induced by RIS3 can be achieved with GIS technologies which, in turn, can constitute a single platform of the competent regional administration for urban and landscape planning. This platform must be open not only to contributions from the branches of public administration but to all those involved in the development and control of the quality levels of natural and anthropogenic ecosystems

    Nell‘ambito della Smart Specialisation Strategy (RIS3), strategie di innovazione nazionali o regionali per la crescita intelligente, sostenibile e inclusiva nell’Unione Europea per il prossimo decennio, finanziata dall’Unione Europea, la Regione Siciliana ha promosso il progetto Fake News in accordo con la finalità di sviluppare strumenti di scambio informativo e confronto in rete. L’obiettivo è di concentrare le risorse europee in settori tecnologici emergenti che realmente possono svilupparsi nella stessa regione puntando sulla costruzione di saperi locali, piuttosto che sul trasferimento di risorse tecnologiche esterne. Si sperimenta un’applicazione di tecnologie ICT al fenomeno della disinformazione con una rete tra l’imprenditore privato (società connessa a una piattaforma internazionale di giornalismo partecipativo) capofila del progetto e l’Università di Palermo. Il progetto Fake News è stato sviluppato come un progetto sociale capace di suggerire una idea di città plurale, aperta, dialettica. Nella città si forma prevalentemente l’opinione pubblica che influisce direttamente ed indirettamente sulle decisioni politiche, tra le quali quelle che riguardano il controllo e le prospettive della trasformazione urbana e territoriale. La disinformazione ostacola il libero processo di costruzione dell’opinione pubblica utilizzando vari strumenti per influenzare negativamente l’opinione pubblica con l’effetto di rendere distante il potere decisionale dalla cittadinanza attiva che invece, a sua volta, ha bisogno di informarsi correttamente al fine di contribuire utilmente alla realizzazione di obiettivi pubblici.As part of the Smart Specialisation Strategy (RIS3), national or regional innovation strategies for smart, sustainable and inclusive growth in the European Union for the next decade, funded by the European Union, the Sicilian Region has promoted the Fake News project in agreement with the aim of developing tools for information exchange and comparison on the net. The aim is to concentrate European resources in emerging technological sectors that can really develop in the same region by focusing on building local knowledge, rather than on transferring external technological resources. An application of ICT technologies to the phenomenon of disinformation is being experimented with a network between the private entrepreneur (a company connected to an international platform of participatory journalism) leading the project and the University of Palermo. The Fake News project was developed as a social project capable of suggesting an idea of a plural, open, dialectical city. In the city is mainly formed public opinion that directly and indirectly influences political decisions, including those concerning the control and prospects of urban and territorial transformation. Disinformation hinders the free process of building public opinion by using various tools to negatively influence public opinion with the effect of distancing decision-making power from active citizenship which, in turn, needs to inform itself correctly in order to contribute usefully to the realization of public objectives

    Si spopolano alcune delle aree deboli nel Paese. Le strumentazioni disponibili per la comprensione dei fenomeni di declino non sembrano in grado di cogliere appieno le specificità territoriali. Le attenzioni dei decisori alle tematiche sociali ed economiche sono proposte come prioritarie mentre la cura delle caratteristiche ambientali e culturali sono ancora oggi percepite come vincoli. Economia e sostenibilità culturale ed ambientale restano separate nella prevalenza dei casi e ciò determina l’inefficacia delle politiche di tutela e valorizzazione delle risorse in gioco. Le discipline economiche e quelle paesaggistiche dal punto di vista della ricerca possono essere integrate, mentre l’analisi delle pratiche e l’inefficienza delle politiche dimostra che molto lavoro deve ancora essere fatto. La rigenerazione in chiave territoriale può consentire l’affiancamento delle discipline alle politiche anche settorializzate. Il confronto tra analisi economiche applicate ai sistemi rurali e le esperienze di pianificazione paesaggistica può mostrare l’opportunità di nuove strumentazioni intese come geografie interpretative funzionali alla integrazione operativa delle tensioni potenzialità/criticità e delle eccellenze/minacce. Tali strumentazioni utilizzano in modo nuovo dataset già disponibili e, se ben inserite nel sistema delle politiche soprattutto al fine di contrasto del continuo ricorso alle logiche emergenziali (acqua, rifiuti, dissesto idrogeologico, rischio sismico, ecc.), potrebbero contribuire ad una maggiore efficacia delle politiche pubbliche e ad attirare risorse private in modo più immediato e responsabile.Some of the weak areas in the country are becoming depopulated. The tools available for understanding the phenomena of decline do not seem able to fully grasp the territorial specificities. The attention of decision-makers to social and economic issues are proposed as priorities while the care of environmental and cultural characteristics are still perceived as constraints. Economics and cultural and environmental sustainability remain separate in the prevalence of cases and this determines the ineffectiveness of policies to protect and enhance the resources involved. The economic and landscape disciplines from the research point of view can be integrated, while the analysis of the practices and the inefficiency of the policies shows that a lot of work has yet to be done. The regeneration in the territorial key can allow the disciplines to be flanked to the policies also sectionalized. The comparison between economic analyzes applied to rural systems and the experiences of landscape planning can show the opportunity of new instruments intended as interpretative geographies functional to the operational integration of potential / critical tensions and excellence/threats. Such instruments use in a new way already available datasets and, if well inserted in the system of the politics above all in order to contrast the continuous recourse to the emergency logics (water, waste, hydrogeological instability, seismic risk, etc.), could contribute to a greater effectiveness of public policies and to attract private resources in a more immediate and responsible way
