    The agri-food system is called upon to face the challenge of sustainability without further delay. The 2030 Agenda for Sustainable Development (first) and the Farm to Fork Strategy (later) have reaffirmed the need for rapidly achieving more sustainable production models, also in the agri-food sector. The pursuit of this goal requires to clarify first of all the parameters on which the assessment of the greater or lesser sustainability of the agri-food system should be based. Also with a view to answering this question, especially in recent years, various procedural guidelines have been drawn up for the sustainability of the agri-food production. In a nutshell, such guidelines allow for a given agri-food production system to be qualified and, above all, certified as sustainable on the basis of its compliance with standards and criteria seeking to reconcile the three dimensions of sustainability, i.e. environmental, economic and social. Faced with the advent of the so-called digital revolution, the question arises whether digitalisation can in any way represent a valid ally to the agri-food system in the pursuit of sustainability. With this in mind, it is necessary to analyse, on the one hand, whether and to what extent the procedural guidelines for the sustainability of the agri-food production are aware of the contribution that digitalisation could make to the pursuit of the agri-food system sustainability, and, on the other, what factors stand in the way of a broader use of digitalisation to achieve sustainable production models and what solutions could be adopted to overcome these critical issues

    The interventions for the agricultural sector identified by the new CAP (according to the provisions of art. 69 of reg. 2115/2022) provide, among others, the exchange of knowledge and the dissemination of information (letter h) and tools for risk management (letter f). Within the former, a central role is played by business consultancy services which, according to the provisions of Article 15 of Reg. 2115/2021, will have to assist companies with regard to at least all management requirements, conditions and commitments applicable to farmers and other beneficiaries established in the CAP strategic plan, including requirements and rules under the conditionality and conditions for interventions, as well as information on financial instruments and business plans established pursuant to the CAP strategic plan; business practices that prevent the development of antimicrobial resistance; risk prevention and management; support for innovation, in particular for the preparation and implementation of projects of operational groups of the EIP; digital technologies in agriculture and rural areas; sustainable management of nutrients; the conditions of employment, the obligations of employers, health and safety at work and social support in farming communities ". The technical assistance to companies which, as foreseen in the PSN sent to the Commission on 31 December 2021, must be aimed at supporting the implementation, monitoring, evaluation, information, communication of the National Strategic Plan of the CAP, will have as main focus the correct synergic implementation and monitoring of the interventions of the PHP at national and regional levels, including the legal aspects and must operate in synergy with the activities of the National Rural Network to achieve the objectives of the CAP. Among the information that technical assistance will be required to provide to farmers, those relating to risk management appear to be of strategic importance as, on the other hand, recognized by the European legislator who, in recital no. 29 of Regulation 2115 of 2021, states "In the context of a greater market orientation of the CAP, as indicated in the communication entitled" The future of food and agriculture ", exposure to markets, climate change and the associated frequency and severity of extreme weather events, as well as sanitary and phytosanitary crises, can lead to risks of price volatility and increasing pressure on incomes, especially those of primary agricultural producers. Therefore, although farmers have the ultimate responsibility to define their business strategies and improve the resilience of their businesses, a solid framework should be established in order to ensure adequate risk management. " However, despite the initiatives proposed by the regulation and identified today by the NSP sent to the Commission, they expand those already taken in the framework of the 2021 Risk Management Plan (launched on December 29, 2020), it should be emphasized that there is still no consideration of the risks of agricultural businesses. within the supply chains in which they operate. Indeed, such a provision would certainly make the framework of the provisions adopted to protect the agricultural part in the agri-food chain more effective (see Directive (EU) 2019/633 as implemented by Legislative Decree 8 November 2021, n.198) by contributing to the implementation of a sustainable agri-food chain
