    Support for the Implementation of the European Green Deal in the Croatian Health and Education Sectors

    The goal of this policy note is twofold: first, to identify and propose how to address some of the key regulatory and implementation hurdles that Croatia and potentially other EU Member States are facing in greening their HD infrastructure while improving HD outcomes; and second, to compile best practices and examples in green design, construction, and renovation of public HD buildings. The Note will also provide guidance and encourage dialogue among relevant policy makers at national, regional, and local levels, and with targeted clients. Furthermore, the recommendations would address the importance of green skills development and other related topics relevant to the implementation of EUGD. Overall, the analysis results and the recommendations on these issues could also be useful for World Bank experts and other external stakeholders focused on the green economy and human development

    How School Infrastructure and Climate Affect Student Success

    This book presents the main findings of a study on school learning environments and student outcomes, which the World Bank conducted in 2019 in three regions of the Russian Federation. Using data collected through the OECD School User Survey and the pilot “Trends in Mathematics and Science Study” (TIMSS), the book analyzes how a school’s infrastructure and learning environment may affect the progress and success of students in math and science. It also delves into teaching practices, analyzing their impact on learning and highlighting the important nexus between learning environments and teaching methods. The book concludes by recommending areas in which focused attention by educational authorities could improve educational policy and help maintain high-quality learning environments. The book will be useful for educators, school principals, architects, and policy makers who are involved in school infrastructure projects and are interested in increasing their knowledge of school design planning

    Western Balkan countries are consistent participants in international learning assessments like the Program for International Student Assessment (PISA) and Progress in International Reading Literacy (PIRLS). This publication provides an analysis of the recently published data of the PISA 2022 and PIRLS 2021 studies. This study identified four key areas where the performance of Western Balkan education systems can be improved. They include: (a) duration of learning in schools, (b) teaching practices, (c) school preparedness, and (d) use of smartphones in schools induced by COVID-related school closures that serve as a major distractor from learning. Based on the analysis, the publication provides policy options and recommendations on advancing the education systems of Western Balkan countries to improve learning outcomes that are critically important for the future well-being of students and the economic development of these countries
