Cascade Network Model to Detect Cognitive Impairment using Clock Drawing Test
1276-1284The Clock-Drawing Test (CDT) is commonly used to screen people for assessing cognitive impairment. Diagnoses are
based on analyzing the specific features of clock drawing with pen and paper. The manual interpretations and understanding
of the features are time-consuming, and test results highly depend on clinical experts' knowledge. Due to the impact of smart
devices and advancements in deep learning algorithms, the necessity of a consistent and automatic screening system for
cognitive impairment has amplified. This work proposed a simple, fast, low-cost, automated CDT screening technique.
Initially, transferred deep convolution neural networks (ResNet152, EfficientNetB4, and DenseNet201) are used as feature
extractors. The transfer learning technique makes it possible to experiment with existing models and build models much
more quickly. Further, the extracted features are cascaded into a feature fusion layer to improve the quality of learning
features, and the obtained feature vector become input for the classifier for classification. The performance of the model is
experimentally evaluated and compared with the existing state-of-art models on a real dataset. Obtained results
demonstrated that the Cascaded Network Model achieves high performance with an accuracy of 97.76%

Hyper Parameter Optimization for Transfer Learning of ShuffleNetV2 with Edge Computing for Casting Defect Detection
171-177A casting defect is an expendable abnormality and the most undesirable thing in the metal casting process. In Casting Defect Detection, deep learning based on Convolution Neural Network (CNN) models has been widely used, but most of these models require a lot of processing power. This work proposes a low-power ShuffleNet V2-based Transfer Learning model for defect identification with low latency, easy upgrading, increased efficiency, and an automatic visual inspection system with edge computing. Initially, various image transformation techniques were used for data augmentation on casting datasets to test the model flexibility in diverse casting. Subsequently, a pre-trained lightweight ShuffleNetV2 model is adapted, and hyperparameters are fine-tuned to optimize the model. The work results in a lightweight, adaptive, and scalable model ideal for resource-constrained edge devices. Finally, the trained model can be used as an edge device on the NVIDIA Jetson Nano-kit to speed up detection. The measures of precision, recall, accuracy, and F1 score were utilized for model evaluation. According to the statistical measures, the model accuracy is 99.58%, precision is 100%, recall is 99%, and the F1-Score is 100 %

Bay of Bengal Intraseasonal Oscillations and the 2018 Monsoon Onset

The definitive version was published in Bulletin of the American Meteorological Society 102(10), (2021): E1936–E1951, https://doi.org/10.1175/BAMS-D-20-0113.1.In the Bay of Bengal, the warm, dry boreal spring concludes with the onset of the summer monsoon and accompanying southwesterly winds, heavy rains, and variable air–sea fluxes. Here, we summarize the 2018 monsoon onset using observations collected through the multinational Monsoon Intraseasonal Oscillations in the Bay of Bengal (MISO-BoB) program between the United States, India, and Sri Lanka. MISO-BoB aims to improve understanding of monsoon intraseasonal variability, and the 2018 field effort captured the coupled air–sea response during a transition from active-to-break conditions in the central BoB. The active phase of the ∼20-day research cruise was characterized by warm sea surface temperature (SST > 30°C), cold atmospheric outflows with intermittent heavy rainfall, and increasing winds (from 2 to 15 m s−1). Accumulated rainfall exceeded 200 mm with 90% of precipitation occurring during the first week. The following break period was both dry and clear, with persistent 10–12 m s−1 wind and evaporation of 0.2 mm h−1. The evolving environmental state included a deepening ocean mixed layer (from ∼20 to 50 m), cooling SST (by ∼1°C), and warming/drying of the lower to midtroposphere. Local atmospheric development was consistent with phasing of the large-scale intraseasonal oscillation. The upper ocean stores significant heat in the BoB, enough to maintain SST above 29°C despite cooling by surface fluxes and ocean mixing. Comparison with reanalysis indicates biases in air–sea fluxes, which may be related to overly cool prescribed SST. Human and physical infrastructure : public investment and pricing policies in developing countries
Almost by definition, the basis for development is infrastructure - whether services for human infrastructure (health, education, nutrition) or physical infrastructure (transport, energy, water). Although the infrastructure sectors are diverse, what they have in common is that public policy has had a great deal to do with how these services are provided and financed in almost all countries. The author reviews the recent literature on two key aspects of that involvement: investment and pricing. While the quality of the econometric evidence varies, recent literature reinforces the view that human and physical infrastructure are critical for economic growth and the reduction of poverty. And the state is recognized as playing a key role in ensuring the efficient, equitable allocation of resources for infrastructure. Despite many sound theoretical reasons for such public involvement, however, recent studies have shown that it leaves much to be desired in efficiency and equity. One symptom is underinvestment in key subsectors that have high economic returns and that help the poor the most, such as primary education and rural health clinics, in relation to more expensive interventions, such as tertiary education and urban hospitals. Another common malaise is the poor use of scarce resources, leading to low quality (students learning little) and reliability (irregular power and water flows), poor maintenance (dilapilated roads), and inappropriate input use (too many school adminstrators or health workers and not enough books or drugs in producing education health outcomes). Just as market failures necessitate government intervention in the infrastructure sectors, so government failures should be considered in deciding the depth and extent of that intervention. The literature has made some advances in diagnosing these problems in poor countries and proposing solutions. But information gaps remain, particularly in developing robust methodologies for: 1) making intersectoral comparisons across the wide range of infrastructure services; 2) crafting more diverse policies about the public-private balance in infrastructure investment, depending on the nature of"public goods"characteristics for various types of infrastructure services, or even across activities for the same service (for example, power transmission versus distribution); and 3) taking issues of political economy into account, such as the vested interests of those with large financial interests in infrastructure. The author also highlights public pricing as a policy initiative that has recently gotten much attention.After briefly reviewing the basic concepts of pricing, he focuses on the literature about pricing reform. Most commonly, the public sector is the main provider of infrastructure services, usually free or at subsidized prices. But the recent literature has aired a rethinking of the balance between public and private financing of infrastructure. The debate in this area is often heated. Health and education are traditionally provided free and some recent literature argues for positive prices, at least for higher tiers of service. Genetic Resources, Equity and International Law
This thesis examines the application of international law to the uses of agricultural crop plants termed plant genetic resources for food and agriculture. In particular, it asks the question, does international law regulate the use of plant genetic resources for food and agriculture so as to enable equity among nations in accessing these resources and sharing the benefits which arise from them?
In answering this question this thesis will also consider several related issues which have arisen in the course of the international debate on this topic. These resources are closely entwined with the lives and livelihoods of certain categories of peoples such as indigenous peoples and farmers and local communities. In addition, they are critical for the economies, agricultural systems and food security of nations. The thesis question will not be considered in the abstract, but will rather be placed against the background of these issues, which will be continuously used to put the legal discourse into perspective.
The legal analysis will focus on five international agreements which directly or indirectly regulate the use of crop plants. These five agreements are placed in two broad categories, i.e. environmental/conservation agreements and trade and property related agreements. The first category includes the Convention on Biological Diversity of 1992 and the International Treaty on Plant Genetic Resources for Food and Agriculture of the Food and Agriculture Organisation of 2001. The second category includes the Convention for the Protection of New Varieties of Plants of 1991, the Agreement on Trade Related Aspects of Intellectual Property Rights of 1994, and several treaties of the World Intellectual Property Organisation. In addition, since the topic raises issues of rights, certain human rights treaties and documents will also be used in the analysis.
The current international conflict over plant genetic resources can be condensed into one of rights, human rights and property rights. The international treaties cited above have all contextualized the issue within a framework of property rights, setting out mechanisms for different forms of legal control of these resources. This thesis will argue that whatever the form and nature of such property rights, they cannot achieve equity in the use of crop plants. Rather the use of such rights results in violations of human rights
