Web-GIS per le valutazioni ambientali nella PP.AA: VIA e VAS nelle Regioni del Nord Italia
Il paper presenta alcuni risultati di una ricerca preliminare sull'applicazione dei sistemi GIS online (web-GIS) a supporto delle procedure di valutazione ambientale a carico delle
PP.AA., in particolare delle Regioni. Il fine del lavoro, è individuare i punti di forza e di debolezza di una gestione integrata mediante software GIS del database delle procedure regionali di VIA e VAS. Tra le altre, l'opportunità di rendere pubblico il database per le fasi di partecipazione dei cittadini e dei soggetti competenti in materia ambientale.
Il paper analizza i potenziali benefici dell'utilizzo del web-GIS, tra i quali : potenziale migliore coinvolgimento del pubblico nelle fasi di partecipazione, valutazione impatti cumulativi, potenziale implementazione col sistema di dati del monitoraggio VIAA/AS.
Sono anche presi in considerazione i potenziali aspetti critici di un tale sistema innovativo per la realtà italiana, quali la necessità di una struttura user-friendly, la necessità di aggiornamento, la necessità di una integrazione con le altre banche dati gestite, e i limiti nelle competenze e nella formazione del personale addetto all'utilizzo e aggiornamento

Si avanza una critica al modello perseguito dalle economie industriali e alla generale imposizione dello stile di vita occidentale sui paesi in via di sviluppo proponendo un modello alternativo ispirato ai principi della sostenibilità. La valutazione degli impatti ambientali e dei vantaggi è condotta mediante applicazione del metodo LCA (Life Cycle Assessment) in modo da quantificare i vantaggi ottenibili e orientare scelte progettuali con criteri di sostenibilità
Building a model for assessment and simulation of planning measures on climate change related key factors (morphology, land use, energy and mobility)
The aim of the paper is to show preliminary results of research focused on providing a system‐scale
understanding of the inter‐relationships between climate change effects (specifically, global warming and Urban Heat Islands, UHI) and the built environment (morphology, land use, energy and mobility) and to use this understanding to design cities and territories that are more resilient. Core part of the research are analyzing key factors involved (agents related to the urban surface energy balance) and building a GIS+Digital Urban Model (case study: Milan area) for the (effectiveness and feasibility, synergies and contrasts, smartness and sustainability) assessment and simulation of adaptation measures. Analysis of the results will lead to reasonable recommendations and suggestion for policy makers, planners and designers to implement, measure and monitor cities and territories response to UHI and climate change

The value of "soil" is poorly taken into consideration in Italian SEA of urban and regional planning, reflecting the low awareness of the many functions and vital services to human activities and ecosystem survival, and the misconception of soil degradation impact on water, human health, climate change, nature, biodiversity, protection, and food safety. Recently enhanced planning practices account for soil protection objectives, but they are still not properly justified, assessed, and compared to different alternatives; and consequently not respected due to lack of adequate monitoring. The paper focuses on exploring the potential of SEA as an effective tool for improving urban and regional planning processes, in respect to land consumption, soil degradation and urban sprawl. Some SEA of Italian and foreign cases are presented, underlining how they were able to create more awareness of soil as a resource, and how this new awareness can lead to the integration of often neglected environmental considerations into the planning process

Recently enhanced planning practices account for land protection objectives, but they are still not properly justified, assessed, and compared to different alternatives; and consequently not respected due to lack of adequate monitoring.

Le cascine come presidi e nodi di reti relazionali: pratiche di cura del territorio periurbano milanese
Il paper indaga alcune dinamiche in atto nei territori periurbani, con riferimento all’area milanese, particolarmente interessante grazie alla presenza del Parco Agricolo Sud, uno dei più estesi parchi agricoli urbani d’Europa. Una realtà provinciale che coniuga le esigenze di salvaguardia e tutela del territorio non urbanizzato con la promozione dell’agricoltura; un Parco che tiene conto, inoltre, di una domanda sociale sempre più ampia di spazi aperti fruibili e ricchi di significativi valori culturali.
Il paper vuole rileggere questa doppia accezione degli spazi aperti periurbani – parchi per la fruizione cittadina e aree agricole per la produzione – concentrandosi sui processi di risignificazione e cura del territorio promossi, dal basso, da diversi attori; processi che coinvolgono soprattutto le cascine, veri e propri luoghi di intermediazione fra città e campagna, che di volta in volta assumono il ruolo di presidio territoriale e/o di nodo all’interno di reti relazionali attivate fra produttori locali e consumatori
Networked regions and cities in times of fragmentation: Developing smart, sustainable and inclusive places
Urban and Regional Planning is facing the urgent challenge of integrating global climate change issues with local mitigation and adaptation efforts, taking into account complex and crosscutting issues that encompass social, economic, and environmental aspects. In this framework, territorial resilience and low carbon economy have a key role in delivering sustainable and resilient cities and regions.
The paper focuses on exploring the link between territorial resilience and low carbon economy, starting from some case studies and best practices of the European InterregIV project LoCaRe (Low Carbon Regions). The project involves six European regions with the objective of developing low carbon solutions at regional and local level and contributing to economic growth at the same time. The six regions are: Region Syddanmark (Denmark), Västra Götalandsregionen (Sweden), Principado de Asturias (Spain), Regione Emilia-Romagna (Italy), Gorenjska (Slovenia) and Province of Zeeland (the Netherlands).
Additionally, some international and Italian cases are presented, underlining how planning strategies and experienced solutions can show the relationship between low carbon economy, resilience and prosperity; moving towards low carbon regions and cities can mean moving towards economies with increasing Gross Product? Sustainable resource challenge can be tackled in a way that strengthens cities’ and regions’ competitiveness. Market and business potentials, energy efficiency and effectiveness seem to be necessary ingredients in a transition towards low carbon economy. And resilience and low carbon economy seem to be necessary ingredients in transition towards smart, sustainable and inclusive places. The task is complex and involves several themes: land use regulation becomes a powerful tool, when it comes to contributing to CO2-emissions reduction and promoting diversity and alternative energy schemes; compact city planning and sprawl prevention minimize the need of private, motorized transport and help alternative transportation; efficient cities including new public transport schemes, renewable in district heating systems and low carbon waste-, water- and sewerage plans are all tools to reduce CO2-emissions, and at the same time to pursue for sustainable resource management and resilience. Examples considered in the paper cover: urban heat islands prevention, urban green areas planning, urban sprawl and land take limitation, planning of energy efficient neighborhoods planning, energy supply infrastructure, transportation infrastructure, renewable energies, peri-urban agriculture and food supply, water utilities and water management practices, resource efficiency as factor of resilience

Low Carbon Planning as an opportunity to build a more resilient city (and regions)
The aim of this research is to explore the current links between a low carbon economy, such as saving energy, reducing resource depletion, lowering emissions, and territorial planning in order to understand how such combinations could enhance the resilience of the system. With reference to this, we consider resilience as the ability of the system to react, to overcome the issue determined by vulnerabilities and to transform losses and damage into opportunities
