StatisticsApplied mathematicsElectrical Engineering, Mathematics and Computer Scienc
(Autorenreferat)'The development of the money and foreign exchange markets offers a mirror image of the process in which a social market economy has been emerging in Russia. The absence of a clear reform strategy and the lack of any consistency in implementing an effective exchange rate stabilization policy for the rouble or in regulating the activity of commercial bands and the foreign exchange market have led to serious functional problems on the money and foreign exchange markets. The first part of this report looks at the specific make-up of the banking system and the money market. Special attention is given to the status of the central bank and to the ways in which money and loans are regulated, which differ fundamentally from the intervention opportunities available to money markets in Western countries. The report examines the structure and transactions of commercial banks together with the special characteristics of relations between them and the Bank of Russia. The problem of the 'dollarization' of the Russian economy is also addressed. The second part of the report is devoted to an analysis of the legal and institutional conditions that enable the foreign exchange market to function, the way it is structured, its development stages, and problems related to the rouble exchange rate. A closer look is taken at the trend toward the creation of a single foreign exchange market in Russia. The report draws on legislative acts, government decrees, directives of the Bank of Russia, materials from the Moscow interbank foreign exchange market, periodicals, and previous studies prepared by the author.' Investigating meaning construal in the language of the blind: a cognitive linguistic perspective
This paper describes and discusses issues pertaining to investigating meaning construal in
the language of the blind. It introduces key problems in this largely unexplored area and
proposes possible avenues of research by outlining four studies conducted over a period of
eight years. The central arguments are built around the fundamental cognitive linguistic
premise that language is an experiential phenomenon intimately related to general cognitive
processes. The author focuses on the role of salience (or attention) and demonstrates
how it is coded in the language of the blind. The main part of the paper starts with the
outline of two exploratory studies the aim of which was to identify possible differences in
salience and situatedness. The author discusses the contribution of the two studies and
proceeds by describing a more focused study whose hypotheses were motivated by some
of the questions raised in the previous two studies. The primary research question was
related to the idea of the primacy of space in the blinds’ mental imagery and meaning
construal. Finally, the author proposes a model integrating key language internal and
language external factors affecting the process of meaning construal in this extraordinary
population, and finishes by describing the fourth study whose primary aim was to double–
test the research instrument used to investigate spatial (topological) elements in the
language of the blind
Monetary theory and monetary policy : reflections on the development over the last 150 years
In this paper, we provide some reflections on the development of monetary theory and monetary policy over the last 150 years. Rather than presenting an encompassing overview, which would be overambitious, we simply concentrate on a few selected aspects that we view as milestones in the development of this subject. We also try to illustrate some of the interactions with the political and financial system, academic discussion and the views and actions of central banks

Step Location Control to Overstep Obstacles for Running Robots
Obstacles in the path of a running robot need to be avoided in order to avoid falling down. Currently, there are no control strategies that determine the appropriate step locations to obtain a successful overstep of an obstacle. The objective of this simulation study is to maximize the gap size by determining the step locations. The step strategy is tested on the SLIP-model and a model containing leg damping and push-off. With the means of an optimization, it is found that the optimal step strategy consists out of 3 phases: an adaptive phase from running cycle to the optimal state for the beginning of the leap, the beginning and end of the leap and another adaptive phase to end in a desired end state. For the SLIP-model is found that the maximum gap size is almost independent of the initial velocity of the model and mostly depends of the system’s energy. In order to maximize the gap size, the first and second step location have to be coincident. Furthermore, the damping and push-off proved to be an important factor for the step locations and the obtained gap size, as the first and second step locations do not coincident anymore and the gap size is reduced significantly.BMDBioMechanical EngineeringMechanical, Maritime and Materials Engineerin
