to promote local development has been characterized by two policy
instruments: financial incentives to firms offered by Law no. 488,
1992 and the interventions of Negotiated Planning, Territorial Pacts
in particular. This paper aims at analysing whether there are overlapping
phenomena between the two instruments in the Southern regions. An empirical analysis examines the territorial distribution of Law no. 488, 1992 and Territorial Pacts at municipal level. The econometric investigation tests the relevance of socio-economic variables in influencing the probability of territories in accessing one
