Kegiatan pendidikan politik merupakan bagian dari tugas dan wewenang
yang harus di laksanakan oleh Komisi Pemilihan Umum baik tingkat pusat,
provinsi, maupun daerah. Pemilihan Umum merupakan sarana perwujudan
kedaulatan rakyat untuk menghasilkan Pemerintahan yang berdaulat, adil, makmur
dan demokratis sesuai dengan Pancasila dan Undang Undang Republik Negara
Republik Indonesia Tahun 1945. Maka dari itu bentuk pendidikan politik ini tidak
hanya berupa aspek prosedural tahapan pemilu dan teknisnya akan tetapi termasuk
hal yang berkaitan dengan hakikat penting dan manfaat pemilu serta peran penting
partisipasi dari masyarakat.
Penelitian ini, penulis menggunakan pendekatan deskriptif kualitatif.
Adapun metode pengumpulan data yang digunakan dalam penelitian ini adalah
observasi dan wawancara. Setelah keseluruhan data dikumpulkan maka langkah
selanjutnya adalah penulis menganalisis data tersebut dengan menggunakan
metode analisis kualitatif yaitu metode berpikir induktif.
Tujuan dari penelitian ini adalah untuk mengetahui penyelenggara Pemilu oleh
Komisi Pemilihan Umum menurut Undang-Undang Nomor 15 Tahun 2011 dan
untuk mengetahui penyelenggara Pemilu oleh Komisi Pemilihan Umum menurut
Fiqih Siyasah. Sedangkan kegunaan penelitin adalah untuk memberikan
kontribusi keilmuwan tentang penyelenggara pemilu oleh Komisi Pemilihan
Umum dalam Islam bagi Fakultas Syari‟ah pada umumnya dan pada penulis
khusunya dan untuk memperkaya khazanah keilmuwan tentang mekanisme
penyelenggaraan pemilu oleh Komisi Pemilihan Umum. Jenis penelitian ini
termasuk penelitian “library Research”. Data diambil dari tiga sumber, yaitu
sumber primer, sumber sekunder, dan sumber tersier. Metode pengambilan data
dilakukan dengan tekhnik kepustakaan yaitu mencari data mengenai obyek
penelitian dan mengumpulkan data mengenai suatu hal atau variable tertentu yang
berupa catatan-catatan dan buku-buku. Serta data dianalisa dengan menggunakan
Content Analysis. Berdasarkan hasil analisis disimpulkan bahwa penyelenggara
pemilihan umum yang diselenggarakan oleh Komisi Pemilihan Umum menurut
Undang-Undang Nomor 15 Tahun 2011 berpedoman pada asas mandiri, jujur,
adil, kepastian hukum, tertib, kepentingan umum, keterbukaan, proporsionalitas,
profesionalitas, akuntabilitas, efesiensi, dan efektivitas. Sedangkan pandangan
fiqih siyasah terhadap mekanisme penyelenggaraan pemilihan umum yang
diselenggarakan oleh Komisi Pemilihan Umum dalam penyerapan nilai
musyawarah, nilai keadilan dan nilai persamaan hanyalah sebatas teori. Sebab
dalam pratiknya tidak sejalan dengan aturan-aturan Pemilu yang telah ditetapkan.

ABSTRACT
Political education activities are part of the duties and authority that
must be carried out by the General Election Commission at the central, provincial
and regional levels. General elections are a means of realizing people's
sovereignty to produce a government that is sovereign, just, prosperous and
democratic in accordance with Pancasila and the Republic of Indonesia Law of
1945. Therefore, this form of political education does not only consist of the
procedural and technical aspects of the election stages but also includes matters
relating to the important nature and benefits of elections as well as the important
role of community participation.
In this research, the author used a qualitative descriptive approach. The
data collection methods used in this research are observation and interviews.
After all the data has been collected, the next step is for the author to analyze the
data using a qualitative analysis method, namely the inductive thinking method.
The purpose of this research is to find out the election organizers by the General
Election Commission according to Law Number 15 of 2011 and to find out the
election organizers by the General Election Commission according to Fiqh
Siyasah. Meanwhile, the use of research is to provide scientific contributions
regarding election management by the General Election Commission in Islam for
the Sharia Faculty in general and for writers in particular and to enrich the body
of knowledge regarding the mechanisms for organizing elections by the General
Election Commission. This type of research includes "library research". Data was
taken from three sources, namely primary sources, secondary sources and tertiary
sources. The data collection method is carried out using library techniques,
namely searching for data about the research object and collecting data about a
particular thing or variable in the form of notes and books. And the data was
analyzed using Content Analysis. Based on the results of the analysis, it is
concluded that the organizers of general elections held by the General Election
Commission according to Law Number 15 of 2011 are guided by the principles of
independence, honesty, fairness, legal certainty, order, public interest, openness,
proportionality, professionalism, accountability, efficiency and effectiveness.
Meanwhile, the view of siyasah fiqh on the mechanism for holding general
elections held by the General Election Commission in absorbing the values of
deliberation, the value of justice and the value of equality is only theoretical.
Because in practice it is not in line with the election rules that have been
determined
