    DETERMINAN INDEKS PEMBANGUNAN MANUSIA DENGAN PENDEKATAN MAQASHID SYARIAH ASY-SYATIBI: DI JAWA TIMUR

    Indonesia is currently in an era of demographic dividend, which is expected to peak in 2035, when the majority of the population will be of productive age. This bonus is both an opportunity and a challenge, especially in the context of human development. This study aims to analyze the influence of five elements of Maqasid Shariah, namely Hifdz Ad-Din, Hifdz An-Nafs, Hifdz Al-Aql, Hifdz An-Nashl, and Hifdz Al-Mal on the Human Development Index (HDI) in 36 districts/cities in East Java in the period 2016-2020. Using panel data analysis and fixed effect model (FEM) method, the study found that Hifdz An-Nafs (health budget) and Hifdz An-Nashl (total population) have a significant positive effect on increasing HDI, while Hifdz Al-Aql (education budget) and Hifdz Al-Mal (GRDP per capita) have a positive but insignificant effect. On the other hand, Hifdz Ad-Din has a significant negative effect on HDI, indicating that increasing crime rates have an impact on reducing HDI. This research provides new insights into the integration of Sharia values into development strategies to create sustainable material and spiritual well-being.Indonesia saat ini berada di era bonus demografi yang puncaknya diperkirakan pada tahun 2035, dengan mayoritas penduduk berada dalam usia produktif. Bonus ini merupakan peluang sekaligus tantangan, khususnya dalam konteks pembangunan manusia. Penelitian ini bertujuan menganalisis pengaruh lima unsur maqashid syariah yakni Hifdz Ad-Din, Hifdz An-Nafs, Hifdz Al-Aql, Hifdz An-Nashl, dan Hifdz Al-Mal terhadap Indeks Pembangunan Manusia (IPM) di 36 kabupaten/kota di Jawa Timur pada periode 2016–2020. Dengan menggunakan analisis data panel dan metode Fixed Effect Model (FEM), penelitian menemukan bahwa Hifdz An-Nafs (anggaran kesehatan) dan Hifdz An-Nashl (total populasi) memiliki pengaruh positif signifikan terhadap peningkatan IPM, sementara Hifdz Al-Aql (anggaran pendidikan) dan Hifdz Al-Mal (PDRB per kapita) memiliki pengaruh positif namun tidak signifikan. Di sisi lain, Hifdz Ad-Din menunjukkan pengaruh negatif signifikan terhadap IPM, yang mengindikasikan bahwa meningkatnya angka kriminalitas berdampak pada penurunan IPM. Penelitian ini memberikan wawasan baru mengenai integrasi nilai-nilai syariah dalam strategi pembangunan untuk menciptakan kesejahteraan material dan spiritual yang berkelanjutan

    Indonesia has committed to support the Sustainable Development Goals (SDGs) launched by the United Nations (UN), one of which is the first SDG that aims to eliminate poverty in various forms. Although the government has made various efforts to reduce poverty, this problem is still one of the government's focuses that requires continuous handling. The phenomenon of poverty in Indonesia is also exacerbated by the low quality of labor which results in low productivity and ultimately has an impact on low wages. The purpose of this study is to determine the determinants that affect Poverty in 33 Cities/Regencies in North Sumatra in the period 2020 to 2022. This study uses panel data analysis, namely the Fixed Effect Model (FEM). The regression results show that the Open Unemployment Rate and Regency / City Minimum Wage have a positive and significant effect on poverty in 33 districts / cities in North Sumatra. Meanwhile, HDI has a negative and significant effect on poverty in 33 districts/cities in North Sumatra
