How could we realize a win-win strategy on irrigation price policy? Evaluation of a pilot reform project in Hebei Province, China
The challenge of increasing irrigation prices while increasing farmers' income exists not only in China but in other countries as well. The overall goal of this paper is to evaluate whether a win-win strategy can be realized in a pilot reform in Hebei, China. The data came from a two-round field survey in 2009 and 2012, which indicated that the key mechanism of the pilot reform was that farmers received similar returns (including reallocated, increased irrigation fees and a government subsidy), but paid different irrigation fees; the difference between the returned money and payment was treated as an incentive for farmers to reduce their use of irrigation. The econometric results showed that in pilot reformed villages, local farmers' groundwater application for irrigating wheat and cotton could decrease by 21% each. If no subsidies are granted, roughly half of the region's farmers would lose money due to the reform. However, most farmers who receive subsidies were able to earn money in the pilot reformed villages. If several issues are properly resolved (such as selecting more representative villages, increasing the subsidy value, and negatively linking the subsidy with water use), it would be possible for more regions to realize a win-win price reform strategy. Delegatura Sił Zbrojnych oraz I Zarząd Główny WiN wobec porozumienia z OUN–UPA na Lubelszczyźnie
The paper discusses the attitude of the leadership of the Delegacy of Armed Forces at Home (DSZ) and the „Freedom and Independence” organization (WiN) towards an agreement reached on 21 May 1945 near Ruda Różaniecka between former units of the Polish Home Army and the Organization of Ukrainian Nationalists „Bandera” (OUN-B) and the Ukrainian Insurgent Army (UPA). The agreement undoubtedly led to the cessation of hostilities that had been going on in the Lublin Region since spring 1944. Making use of previously unknown records, the author proves that contrary to what numerous testimonies of that period say, the DSZ leaders accepted this local non-aggression pact. Although the leadership of the Delegacy of Armed Forces at Home approved of the armistice from the very beginning, they did not, however, want to sign any treaties, closer cooperate with OUN-B and UPA or promote the Ukrainian cause on the international agenda. Following the establishment of the “Freedom and Independence” organization which advocated a model of civilian conspiracy and dissociated itself from the Polish Government in Exile, both the Polish and Ukrainian side began to show less and less interest in cooperation.Artykuł porusza problem stosunku kierownictwa Delegatury Sił Zbrojnych oraz I Zarządu Głównego WiN do lokalnego porozumienia zawartego między polskim poakowskim podziemiem a ukraińskim (OUN-B, UPA) podczas spotkania przedstawicieli obu stron, 21 maja 1945 r., w okolicach Rudy Różanieckiej. Autorka wykorzystując nieznane do tej pory dokumenty pokazuje, że wbrew temu co niejednokrotnie pisali świadkowie tamtych wydarzeń, zostało one zaakceptowane przez kierownictwo DSZ w formie lokalnego paktu o nieagresji. Przywódcy polskiej konspiracji od początku godzili się na zawieszenie broni, choć jednocześnie nie chcieli zawierania umów i nie widzieli możliwości bliższej współpracy i współdziałania z OUN-UPA czy reprezentowania sprawy ukraińskiej na forum międzynarodowym. Powstanie zaś Zrzeszenia Wolność i Niezawisłość, które proponowało cywilny model konspiracji i odcinało się od zwierzchnictwa Rządu na Uchodźstwie, przyczyniło się do tego, że strona ukraińska jak i polska były coraz mniej zainteresowane współpracą

In the article, the author analyzes the chances of the incumbents' victory. For this purpose, he presents the factors determining the advantage of the incumbent over the opponents, the motivations and possible strategies of the challengers undertaking the competition. In particular, the author analyzes the cases of challengers who, in successive elections, try to win with the “eternal mayor”. Their situation seems more difficult than that of the other candidates. Equal competition with the “eternal mayor” means that efficiently carried out campaign is the most important.W artykule autor poddaje analizie szanse zwycięstwa inkumbentów. The rise and fall of the Labour league of youth
This thesis charts the rise and fall of the Labour Party’s first and most enduring youth organisation, the Labour League of Youth. The history of the League, from its birth in the early nineteen twenties to its demise in the late nineteen fifties, is placed in the context of the Labour Party’s subsequent fruitless attempts to establish and maintain a vibrant and functional youth organisation. A narrative is incorporated that illuminates the culture, organisation and political activism of the League and establishes it as a predominantly working class radical organisation. The reluctance on the part of the Labour Party to grant autonomy to its youth sections resulted in the history of the League of Youth being one of control, suppression and tension. This state of affairs ensured that subsequent youth groups, the Young Socialists and Young Labour, would be established in an atmosphere of reservation and scepticism.
The thesis places the prime responsibility for the failure of the party’s youth organisations with the party leadership but also considers the contributory factors of changing social and political circumstances. A number of themes are explored which include the impact of structure and agency factors, the power of the Parliamentary Labour Party, the political socialisation of leading figures within the party, the social context in which each of the groups emerged and the extent to which the youth groups were prey to intra-party factionalism.
The thesis redresses the balance of research where most accounts have focussed on the Young Socialists and traces the common characteristics that are prevalent in the way the party leadership has approached its relationship with its youth organisations. Use has been made of previously unpublished primary source material, the major source being the League of Youth members themselves whose recollections have helped to demonstrate the arguments put forward in this thesis
On Information Coupling in Cooperative Network Synchronization
Wireless networks are growing in the value of application in many areas, in which accurate clock synchronization is required when tasks are performed in a collaborative fashion among nodes. Especially, cooperative synchronization techniques lead to significant performance improvement compared with traditional methods. However, the correlation among agents renders the performance analysis of cooperative network synchronization difficult. In this paper, we introduce the concept of information coupling intensity to the analysis of interaction between agents. Private labels are a growing phenomenon globaly. Retailers become stronger and stronger by offering their own quality private label product for customers in all segments. Certainly they do not open factories to produce these items but rather search for dedicated private label producers or pressure branded goods manufacturers to produce it for them. The article deals with the strategic choices manufacturers can have and suggest the necessary factors that need to be evaluated to decide on the winning business model- in considering wether or not to enter in private label production- through literature and a case study on the ice cream market in Hungary
Diversity with practical channel estimation in arbitrary fading environments

The estimator structure is based on the maximum likelihood (ML) estimate and arises naturally as the sample mean of Np pilot symbols. The framework presented requires only the evaluation of a single integral involving the moment generating function of the norm square of the channel gain vector, and is applicable to channels with arbitrary distribution, including correlated fading. Analytical results show that the practical ML channel estimator preserves the diversity order of an Nd-branch diversity system, contrary to conclusions in the literature based upon a model that assumes a fixed correlation between the channel and its estimate. Finally, the asymptotic signal-to-noise ratio (SNR) penalty due to estimation error is investigated. Multipath aided rapid acquisition

The certified thesis is available in the Institute Archives and Special Collections.Spread-spectrum systems with large transmission bandwidth present significant challenges from the standpoint of achieving synchronization before communication commences. This research investigates a rapid acquisition procedure that exploits the multipath to aid the synchronization. In particular, we consider a class of serial search strategies and determine the optimal search procedure for the uncertainty space consisting of N[sub]s total cells and N[sub]Q correct cells. We derive closed-form expressions for both the minimum and maximum mean acquisition times (MATs) and the conditions for achieving these limits. We prove that the fixed-step serial search (FSSS), with the step size N[sub]Q, achieves the near-optimal MAT. We also prove that the conventional serial search, in which consecutive cells are tested sequentially, and the FSSS with the step size N[sub]s - 1 should be avoided as they result in the maximum MAT. Analytical tools used in the research include Markov chain diagrams, the transformation of feasible spaces, and convexity theory. Our results apply to all signal-to-noise ratio values, regardless of the detection-layer decision rule and the fading distribution.
