Computing Tournament Solutions using Relation Algebra and REL VIEW
We describe a simple computing technique for the tournament choice problem. It rests upon a relational modeling and uses the BDD-based computer system RelView for the evaluation of the relation-algebraic expressions that specify the solutions and for the visualization of the computed results. The Copeland set can immediately be identified using RelView's labeling feature. Relation-algebraic specifications of the Condorcet non-losers, the Schwartz set, the top cycle, the uncovered set, the minimal covering set, the Banks set, and the tournament equilibrium set are delivered. We present an example of a tournament on a small set of alternatives, for which the above choice sets are computed and visualized via RelView. The technique described in this paper is very flexible and especially appropriate for prototyping and experimentation, and as such very instructive for educational purposes. Thermohaline variability of AAIW in the Atlantic sector of the Southern Ocean investigated using an Altimetry Gravest Empirical Mode
The southeast Atlantic sector of the Southern Ocean connects the Atlantic with the Indian Ocean and the Antarctic Circumpolar Current, thereby acting as a major conduit within global ocean circulation. Thermohaline transports in this region are widely thought to have a critical influence on global climate. Yet magnitudes of the associated heat and salt content variations are poorly understood due to a lack of hydrographic observations and model limitations. An improved Gravest Empirical Mode (GEM) is set up for the Southern Ocean south of Africa using the updated store of hydrographic measurements obtained from CTD transects for the area, combined with the available Argo profiles sampled in the region. Satellite altimetry is combined with the GEM relationships to create an Altimetry GEM (AGEM), thereby generating 20 years of temperature and salinity fields. These thermohaline sections for the region of the ocean south of Africa are found to be proficient at reproducing observations, with associated RMS errors being two orders of magnitude smaller than those reported by other comparable Southern Ocean GEM studies. Confident in the accuracy of the AGEM produced fields, an examination of the temporal evolution of Antarctic Intermediate Water (AAIW) is undertaken. The fluctuation and trends in heat and salt content anomalies and budgets is presented for each Southern Ocean frontal zone, along with the examination of the change in position of the isopycnal limits and resultant water mass thickness. So as to better understand one of the factors that may be influencing some of the changes detected within AAIW, property alterations of eddies identified in the region from 1992 to 2010 are investigated. A general decrease in magnitude and frequency of cyclones, coupled with an increase in absolute dynamic topography (ADT) of anticyclones, designates elevated injection of warm, saline water into the area. The connection identified between eddy property variations and AAIW modification in the region of the ocean south of Africa indicates that the water mass experiences ventilation with the mixed layer at latitudes further north than previously thought to occur. Obtaining an improved image of the magnitudes and variability of AAIW thermohaline properties in the Atlantic sector of the Southern Ocean greatly improves our understanding of its role in the ocean-climate system

The author shares his reflections on state of art in housing and urban planning, deficiencies, expectations and possibilities in the Sahel region of Africa. He notices, that the housing problem in Africa is one of the challenges, which should be solved in order to recover life dignity of African people and secure their rights to traditional family life in acceptable conditions. The paper describes the studies on the typical dispersed urban structures and the need to foster this type of settlement structure and proposals of introduction of new on light steel frame housing system in the area of Sahel, combining the traditional way of building houses with modern technology. The particularly analysed case, is the housing problem in the Republic of Chad. The author presents the basic discussion on this topic and his architectural proposals. Unfortunately, the gap between the needs and the financial feasibility of housing construction in this area, makes this project already at the starting point extremely difficult to be realized without external subventions.Problem mieszkaniowy w Afryce jest jednym z wyzwań, które należy rozwiązać, aby Afrykanie mogli odzyskać godność życiową i zabezpieczyć swoje prawa do tradycyjnego życia rodzinnego w akceptowalnych warunkach. W artykule opisano badania nad typowymi rozproszonymi strukturami miejskimi i potrzebą wspierania tego typu struktur osadniczych oraz propozycji wprowadzenia nowego systemu konstrukcji domów, opartym na lekkim szkielecie stalowym, łączącym tradycyjny sposób budowania domów z nowoczesną technologią. Przypadkiem szczególnie analizowanym jest problem mieszkaniowy w Republice Czadu. Autor przedstawia podstawową dyskusję na ten temat i swoje propozycje architektoniczne. Niestety luka między potrzebami mieszkaniowymi w Czadzie a finansową wykonalnością budownictwa mieszkaniowego w tym obszarze sprawia, że projekt ten, już w punkcie wyjścia, jest niezwykle trudny do realizacji bez uzyskania zewnętrznych dotacji
