The letter addresses Hamilton’s concerns about the new tariff of distances and rates of Postage, and how they were calculated. Sutherland acknowledges that there are several errors, but that the distances were taken from the Surveyor General’s Office in Upper Canada, and the rates of postage are determined by an Act of the British Parliament, May 2, 1822.
