    Bu çalışmada, kömür açık işletmeciliğinde önceden belirlenmesi çok güç olan kazılabilirlik konusu işlenmektedir. Kazılabilirliği etkileyen parametreler tanıtıldıktan sonra, bunların kazı çalışmaları öncesi, planlama aşamasında, belirlemek üzere yararlanılan teknikler anlatılmıştır. Daha sonra Afşin-Elbistan (B) kömür sahasından alınan zemin ve kaya örnekleri değişik kazılabilirlik sınıflandırmalarına göre değerlendirilmiş ve sahadaki örtü tabakasını oluşturan katmanlar sınıflandırılmıştır.This paper considers assessment of diggability that is very difficult to predict in surface coal mining. After the definition of the factors affecting diggability, it then reviews the method that can be used during pre-planning stage. Then, the soil and rock samples obtained from Afşin—Elbistan (B) coalfield is classified according to various diggability classification systems

    Bu çalışmada Sağlıklı Köyü/Tarsus civarında yer alan taş ocaklarının, çevresindeki hava kalitesi üzerindeki etkisini belirlemek amacıyla USEPA tarafından geliştirilen "Industrial Source Complex Short Term (ISCST3)" model yazılımı kullanılmıştır. Model girdisi olarak, Altol, Özdemirler ve Ayhanlar taş ocaklarının Çevreye yayılan toz konsantrasyonları ile bölgeye ilişkin meteorolojik veriler kullanılmıştır. Model çıktısı olarak PMıoPM_{ıo} emisyonunun tesis çevresindeki 5 km x 5 km'lik alanda oluşturacağı yer seviyesi konsantrasyonları belirlenmiştir.In this study, Industrial Source Complex Short Term (ISCST3) model developed by USEPA was used in order to determine the effects of Quarries located at Sağlıklı Village/Tarsus on air quality in its vicinity. As-model inputs, Altol, özdemirler and Ayhanlar quarries particle matter emissions and meteorological data of the region were used. As an output of the model, ground level concentration of PMıoPM_{ıo} emissions was estimated for an area 'of 5 km x 5 km surrounding the quarries

    This article analyses the activities of the Ural Bureau of the Central Committee of the RCP(b) in the preparation and implementation of measures for the zoning of the Urals within the framework of the administrative-territorial reform of 1923. The main source base for the research was the archival material from the following funds: the Administrative Commission under the Presidium of the All-Russian Central Executive Committee (GARF), State Planning Committee of the USSR (RGAE), Organising Bureau and Secretariat of the Central Committee of the RCP(b) of the VIII–XIII convocation (RGASPI), Sverdlovsk Regional Committee of the CPSU, Ural Bureau of the Central Committee of the RCP(b) (CDOOSO). The article shows the key role of the Ural Bureau of the Central Committee of the RCP(b) in coordinating the activities of the regional economic bodies directly involved in the planning of zoning — the Ural Economic Council (Uralekoso), the Ural Industrial Bureau (Uralpromburo), the Ural Planning Commission (Uralplan), as well as the Party and Soviet authorities involved in the direct implementation of zoning measures. During the work on zoning, the Ural Bureau of the Central Committee of the RCP(b) carried out a number of preparatory measures and resolved both fundamental and auxiliary technical issues. With the direct participation of the Ural Bureau of the Central Committee of the RCP(b), the most important documents (resolutions, proposals, instructions, orders) devoted to zoning in the Urals were approved. The article proves that the Ural Bureau of the Central Committee of the RCP(b) directly controlled the process and content of zoning. The key issues during the formation of Ural Oblast were the creation and staffing of authorities and management at various levels, as well as the issue of the external borders of Ural Oblast. The regional party body was involved in reorganising the party, Soviet, and economic bodies of the oblast at various levels. To solve the territorial problem, the Ural Bureau of the Central Committee of the RCP(b) had to appeal to the central authorities and negotiate with neighbouring regions on territorial disputes. The author concludes that the Ural Bureau of the Central Committee of the RCP(b), using all the accumulated experience of managing political, economic and social processes in large territories, managed to implement the administrative and territorial reform in the Urals relatively painlessly and successfully

На основе изучения и анализа архивных и опубликованных источников выяснены малоизвестные обстоятельства и подробности его создания, порядок окончательного отбора добровольцев, впервые установлены подлинное количество и судьбы всех воинов. Автор приходит к выводу о том, что созданное на Южном Урале первое добровольческое танковое формирование 1941 г., пусть и в незначительном масштабе стало впоследствии началом массового патриотического движения в уральском регионе. Этот опыт будет использован в последующие годы великой Отечественной войны при создании новых уникальных добровольческих танковых частей и соединений, в том числе Уральского добровольческого танкового корпуса. This article is the first work to analyze in details the aspect not enough illustrated in the scientific literature concerning forming the first Ural voluntary tank troop of Chelyabinsk Tractor Plant in the initial period of the Great Patriotic War. On the basis of researching and analysis of the archive and published sources we have found out the unrenowned circumstances and details of its formation, the rules of the final selection of volunteers, the real number and fates of all the soldiers was determined for the first time. The author comes to the conclusion that the first voluntary tank command of 1941, formed in the Southern Ural, although having an insignificant scale, became afterwards the beginning of the mass patriotic movement in the Ural region. This experience will be used during the following years of the Great Patriotic War at forming new unique voluntary tank units or forces, including the Ural voluntary tank corps

    Compilation of regional financial balances for the ‘General Governance’ sector in the Ural Federal District

    Relevance. In recent years, the significance of financial flows in the public sector in territorial development in Russia has been growing. To be able to analyze all public sector revenues and expenditures at the regional level, it is necessary to develop financial balances that take into account all flows of financial resources.Research objective. The purpose of this study is to create financial balances of the "General Governance" sector by using the example of six regions in the Ural Federal District.Data and methods. The study is based on the theoretical framework of the System of National Accounts. The author proposes a methodological approach to the consolidation of official statistical reports from open sources in accordance with the classification of government revenues and expenditures in national accounting.Results. The proposed methodology for calculating the income and expenditures of all budgets in the region, including the volume of direct federal expenditures, is based on comparing the data on the sources of added value formation. A database on income and expenditures of the regions of the Ural Federal District for the period 2014-2018 was made and a matrix of financial balances of the "General Governance" sector by regions for 2017 was built. To this end, the structure and amount of public institutions financing costs were specified and donor and recipient regions of the Ural Federal District were identified.Conclusions. Financial resources of the public sector affect the economy of the regions of the Ural Federal District in several ways. The regions specializing on oil and gas production are net donors to the sector, the rest of the regions cannot provide for themselves and are more dependent on federal funds. The sector "General Governance" generates more than 10% of GRP of Chelyabinsk and Sverdlovsk regions and more than 20% of Kurgan region. The results can be used for planning and forecasting of socio-economic development of certain areas

    Museum Construction in Ural Region (1923–1934): Based on the Materials of the State Archive of Sverdlovsk Region

    This article considers the development of the network of museums in Ural Region in 1923–1934. The author examines the features of the Ural museums, such as formation, organization, management, typology, educational activities, interaction with the Soviet authorities, the relationship of museums and the Ural local history movement, as well as the influence of state policy. Museums emerged in the Urals in the late nineteenth and early twentieth centuries. During the post-revolutionary period, i.e. in 1917–1923, in many ways due to the purposeful state policy, new institutions appeared in the museum network. The reorganization of the administrative and territorial division in the Urals influenced the interaction between the local authorities and the museums subordinate to them. The introduction of a new economic policy in 1921 positively influenced the activity of the museums. Local history organizations and societies actively conducted scientific and educational work on their basis. With the creation of the super-region, Ural Region, in 1924, the museum activity on its territory was directed at implementing the decisions of the RSFSR People’s Commissariat for Education. Based on data sent to the museum subdivision of the Ural Public Education Department, the author reconstructs the museum system of the region as of 1926. The results of the analysis make it possible to speak about the inefficiency of the accounting and control of museums by the Ural Public Education Department. In addition to the complex management of museums, the museum industry also faced other problems. Throughout the 1920s, the material and normative consolidation of the museum network took place. By the early 1930s, the rejection of the new economic policy was followed by the ideological rethinking of the museum’s functions. The museum and local history movement shifted its focus from education and excursion activity to propaganda and political-educational tasks. The author draws a conclusion about the contradictions in the development of museums in the Soviet Urals between the 1920s and the early 1930s characterized by the complexity of management, weakness of material resources, low financing of the creation of the new Soviet museum.     ETHNOGRAPHIC FICTION OF THE SOUTH URAL IN THE RUSSIAN PRESS OF 1820–1830-S

    The roots of the ethnographic style, which was formed in the Russian literature in 1820s — the beginning of 1830s, is examined in the article. It is usually traced to the works of V. I. Dal and his «school» established in 1840–1850-s. But Russian magazines of the beginning of the 19th century showed a great interest to ethnography not only of Russian nation but also of other numerous nations of the Russian Empire. The magazine «Notes of Fatherland» («Otechestvennye zapiski») of P. P. Svinjin is one of them. The image of «internal» and «external» borderlands of the empire was one of the tasks of the magazine. Its frequent author was Orenburg poet and military official P. M. Kudryashev. He wrote in the genre of the «eastern» story — Bashkir, Kazakh, Kalmyk, Tatar and Russian sometimes (the South Ural). Hhis stories were built on a combination of entertaining love-adventure plot with ethnographic elements. Kudryashev knew the life and customs of the Bashkirs quite well because of the Orenburg garrison was on the Bashkir land. In his stories he gave the example of depiction of these people, and other popular writers followed him. These stories were often published in Kazan magazine «Zavolzhsky Ant» in 1830-s
