Stem cells and bronchial stump healing
ObjectiveBronchial stump dehiscence is still the most feared complication for the thoracic surgeon, with mortality rates ranging from 25% to 75%. This study reports the histologic effect of adult stem cells in the healing process of the bronchial stump after lung resection.MethodsA left pneumonectomy was performed in 36 Wistar rats. Half of them received previously labeled bone marrow-derived stem cells applied to the bronchial stump. In each group, 7 rats were sacrificed on day 7 and 11 rats were sacrificed on day 21. Macroscopic variables and histopathologic features were analyzed.ResultsOn days 7 and 21, there were fewer adhesions in the stem cell group (P = .042 and .031, respectively). Bronchial stump restitutio ad integrum on day 21 was found predominantly in rats from the stem cell group (P = .012). At that time, the same group showed significantly less inflammation in every layer of the stump (P < .050).ConclusionsBone marrow-derived stem cells administered topically on a bronchial stump are able to migrate, reach the bronchial wall, and participate in the healing process. This induces fewer adhesions, less inflammatory response, and better regeneration of the tissue

Andres: The Unfinished Business of a Seemingly Selective Non-Advantage. Case C-203/16 P Dirk Andres v European Commission:The Unfinished Business of a Seemingly Selective Non-Advantage
The Andres judgement has often been seen as a Milestone on selectivity, but in essence it is not. It rather deals with the absence of an advantage. In this contribution the author revisits Andres and concludes that, from a transactional perspective set forth in Sigma Alimentos Exterior, the outcome could well have been different. He also points out that Andres opened up a loophole to the state aid regime that could be exploited by providing targeted relief to over-inclusive anti-abuse measures. He concludes that it is primarily up to national legislators and domestic courts to guard against disproportional tax measures.</p
Jüri Okas’ ‘specific objects’: diverging discourses in Estonian Art in the 1970s.
Previously in the University eprints HAIRST pilot service at http://eprints.st-andrews.ac.uk/archive/00000367/Article 3 of 6 in issue devoted to the visual culture of the Scandinavian and Baltic region. This article will look at the early works of Estonian architect and artist Jüri Okas and will try to work between diverging languages and interpretations, reading works by Okas against the background of Anglo-american conceptualism and minimalism of the same period. The first part of the paper will analyse a print by Jüri Okas that paraphrases works by the American artist Donald Judd and will try to show how Okas’ concept of minimalism differed from the Western one and the reasons behind it. The second part of the paper will focus on a conceptual book by Jüri Okas, consisting of a series of photographs of everyday and banal architectural objects, and compare it to Rober Venturi’s book on Complexity and Contradiction in Architecture. Finally, a comparison will be made with works of Robert Smithson in the context of concepts of waste, excess and the remainders of industrial civilisationPostprin
Christian view of the world in the works of Stefan Andres
Stefan Andres (1906 - 1970), a German prosaist, poet and playwriter was continuously writing from the thirties of the twentieth century until his death. The number and the extent of his works is considerable even though they are scarcely known to the current reader. In his lifetime, he was a well-read and popular author, but he slowly fell into oblivion not only among readers but also among germanists and students of germanistics. The aim of the thesis is to consequently present life and work of Stefan Andres focusing on his trilogy Die Sintflut (Flood). Die Sintflut, as well as other Andres' works, is an artistic, human but also politic testimony. This leads to other domain of Andres' activities - his political involvement. He disapproved of nacism and German postwar situation. The thesis comes to the conclusion that Andres' political agenda, mirrored in his works, emanates from and is motivated by his Christian conviction. Even a brief glance at Andres' novels, novellas and short stories allows to form a judgment that the meeting point of Andres' thoughts is Christian faith. He is rightfully categorized amongst Christian, conservative or directly among catholic authors even though he was a very unorthodox Christian. Novellas, which are still read, or at least evoked (their distinctive trait is that they..

After socialism and dirigisme : which way?
The author identifies fundamental economic changes in the last 20 years that have influenced the emergence of a new paradigm on economic reform. The new orthodoxy on economic reform emphasizes smaller government, trade liberalization, business deregulation and privatization, macroeconomic austerity, and the role of free markets for resource allocation and growth. After describing diverse country experiences in economic reform, the author summarizes his findings on key aspects of the design of economic reform programs. Shock treatment (as opposed to the gradual approach) requires a strong government with broad social support, as the costs of the policies are paid upfront and the benefits may take time to accrue. If the program involves protracted social hardship, political support will begin to evaporate and pressure will build for a reversal of reform. Important choices must be made about the sequence of macroeconomic adjustment and consolidation and structural reform. Implementing tax reform and converting quotas to tariffs improve the fiscal budget, so they contribute to macroeconomic stabilization. But premature financial liberalization, before the budget is balanced and real interest rates are at a reasonable level, may lead to financial crisis, as happened in Chile in 1982-83. Massive privatization of large-scale firms can have both stabilizing and destabilizing macroeconomic effects, for example. If it means getting rid of loss-making public enterprises, it could save scarce government resources. But if the resulting output and unemployment costs are socially unsustainable, pressure may mount for the government to come to the enterprises'rescue. The shift from an economy with controlled prices to one in which most prices are market-determined generally involves a big hike in price levels. Chile and Mexico illustrate the stubbornness of the inflation that may follow. China, Korea, and Chile represent countries that carried out economic reform under authoritarian governments that postponed political reform to gain political legitimacy from the fruits of consolidated economic reform. In countries where economic and political reform are pursued simultaneously (as in Eastern Europe and Russia), fragile democracies with a fragmented party system and weak social institutions and governments do not provide the most favorable political environment for implementing and consolidating complex and painful economic reforms. Under these conditions, governments are bound to face the dilemma of either postponing economic reform to avert a political crisis or to backslide in democratization to apply painful economic policies - both unsavory choices.Environmental Economics&Policies,Economic Theory&Research,Banks&Banking Reform,Inequality,Achieving Shared Growth
