Issuance of Administrative Acts by Bulgarian Authorities: Procedural Requirements Regarding the Participation of the General Public in the Process and Common Violations as Seen by National Courts
The work of the administration should serve the interests of the parties involved and of the public. That very need for proportionate and reasonable actions of the administration has led to establishing one of the basic principles in the process of issuing administrative acts, the participation of the interested parties in the procedure before the administrative authority. This is achieved by the requirement that, before issuing the act, the authority is to gather the opinions and statements of the members of the public who will be affected by it and to reflect them in the final act. The guarantee that members of the public will be allowed to participate in the procedure and influence the final content of the act is the judicial review of the administrative act
The EUROPEP questionnaire for patient’s evaluation of general practice care: Bulgarian experience
Aim To validate the Bulgarian EUROPEP-questionnaire and its implementation to measure patient evaluation of general practice care in Bulgarian population.
Methods A multicenter cross-sectional study was conducted at twenty five primary care practices from South-Central Region of Bulgaria. A total of 1000 adult patients aged over 18 years and visiting the practice for more than a year were approached consecutively to take part in the study. The internal consistency and test-retest reliability of the EUROPEP questionnaire were evaluated. To confirm the construct validity of the questionniare, еxplanatory factor analysis was performed.
Results Cronbach’alpha for “clinical behaviour” is 0.95 and for “organisation of care” 0.81. Factor analysis identifed two factors, which accounted for 77.0% of the total variation in these items. On average, 58.7% of respondents rated the level of care received as excellent. The waiting time in the waiting room was the item most poorly rated (33.8%). The item “keeping patients’ records and data confidential” was the most highly rated (88.8%). Patients were less satisfied with “providing quick services for urgent health problems” (78.5% excellent or good) and “getting an appropriate for them appointment” (76.2% excellent or good).
Conclusion Two scales with satisfactory psychometric properties were established in the Bulgarian version of the EUROPEP-questionnaire. The study identified areas requiring improvement in general practice, such as reduction in waiting times and obtaining patient’s convenience appointment
Specificity and definiteness in sentence and discourse structure
In this paper, I argue that this informally given list of characteristics covers only a certain subclass of specific indefinites. […] In particular, I dispute the definition of specific indefinites as "the speaker has the referent in mind" as rather confusing if one is working with a semantic theory. Furthermore, I discuss "relative specificity", it. cases in which the specific indefinite does not exhibit wide, but intermediate or narrow scope behavior. Based on such data, I argue that specificity expresses a referential dependency between introduced discourse items. Academic Staff Satisfaction with their Work: A Cross-Sectional Study in a Medical University
BACKGROUND: Employees' work satisfaction, combined with democratic management, are important predictors of future productivity in any organisation.
AIM: The aim of this study is to investigate job satisfaction in academic staff as well as the associated working environment factors, using an original self-administered questionnaire.
METHODS: A cross-sectional survey was conducted using an original standardised questionnaire. It involved 370 academic staff members at one of the five medical universities in Bulgaria. The questionnaire consists of 17 items (including occupational hazards, management style, conflict solving and demographic characteristics) rated on a 5-point Likert scale.
RESULTS: The results revealed that the majority of academic staff (71.7%) works in a risky environment. Employees indicate that “mental strainâ€, “work with chemical agents and dust†and “work with biological hazards†are the most common risk factors. Democratic leadership and cooperation are most commonly applied management styles.
CONCLUSION: The instrument for the measurement of job satisfaction revealed high values of psychometric characteristics for reliability and validity. The study found a high level of satisfaction of academics with their working conditions. It is necessary to conduct similar studies periodically to detect more precisely the decrease in academic staff work satisfaction and take timely and adequate measures to improve it

This article examines the current state of maritime transport in Bulgaria with the idea of finding out what is happening in this segment of the transport market, given the serious impact on the dynamics of its development that environmental factors have had in recent years. The aim of the author is to trace the cargo turnover that passed through the Bulgarian seaports and to identify the changes occurring as a result of the pandemic and the subsequent military actions on the territory of Ukraine. The development of Bulgaria's maritime transport is associated with decision-making to cover the restoration of the fleet under the Bulgarian flag, the investment activity in the national port infrastructure and the stabilization of the geopolitical situation in the Black Sea region
What is happening with the Bulgarian maritime flag?
The article discusses two of the important Memorandum of understanding that have an impact on the development of Bulgarian maritime transport, such as The Paris Memorandum of Understanding on Port State Control- Paris MoU and The Memorandum of Understanding on Port State Control in the Black Sea Region - BS MoU. Their essence is briefly examined and based on data on the inspections carried out, it is found that Bulgaria does not have a sufficient number of vessels, which is the basis for its exclusion from the lists of the Paris Memorandum. It is noted that one of the largest Bulgarian shipowners registers its vessels under the flag of Malta, which directs the focus of attention to the conditions for registering ships in that country. The author believes that Bulgaria can study these conditions and implement a similar registration regime in the country
Development of Chitosan-Coated Electrospun Poly(3-hydroxybutyrate) Biohybrid Materials for Growth and Long-Term Storage of Bacillus subtilis
Numerous bacterial species can both suppress plant pathogens and promote plant growth. By combining these bacteria with stabilizing substances, we can develop biological products with an extended shelf life, contributing to sustainable agriculture. Bacillus subtilis is one such bacterial species, possessing traits that enhance plant growth and offer effective protection, making it suitable for various applications. In this study, we successfully incorporated B. subtilis into hybrid materials composed of poly(3-hydroxybutyrate) (PHB) fibers coated with chitosan film. The polymer carrier not only supports the normal growth of the bioagent but also preserves its viability during long-term storage. For that reason, the impact of chitosan molecular weight on the dynamic viscosity of the solutions used for film formation, as well as the resulting film’s morphology, mechanical properties, and quantity of incorporated B. subtilis, along with their growth dynamics was investigated. SEM was used to examine the morphology of B. subtilis, electrospun PHB, and PHB mats coated with chitosan/B. subtilis. The results from mechanical tests demonstrate that chitosan film formation enhanced the tensile strength of the tested materials. Microbiological tests confirmed that the bacteria incorporated into the hybrid materials grow normally. The conducted viability tests demonstrate that the bacteria incorporated within the electrospun materials remained viable both after incorporation and following 90 days of storage. Moreover, the prepared biohybrid materials effectively inhibited the growth of the plant pathogenic strain Alternaria. Thus, the study provides more efficient and sustainable agricultural solutions by reducing reliance on synthetic materials and enhancing environmental compatibility through the development of advanced biomaterials capable of delivering active biocontrol agents
