    Policy Debate | Humanitarian Protection in the Midst of Civil War: Lessons from Sri Lanka

    Editor’s note: This paper is a contribution to the ‘Policy Debate’ section of International Development Policy. In this section, academics, policy-makers and practioners engage in a dialogue on global development challenges. Papers are copy-edited but not peer-reviewed. Instead, the initial thematic contribution is followed by critical comments and reactions from scholars and/or policy-makers. Authored by Norah Niland, the initial paper addresses the protection dimension of humanitarian action in the Sri Lankan Civil War. The end phase of this long-standing war and subsequent internment of survivors illustrate the limited capacity of the international relief system to adequately protect civilians. The author argues that the failure of intergovernmental crisis management and the human rights machinery was exacerbated by the relief system’s lack of agency in safeguarding humanitarian space and the protected status of civilians. According to Norah Niland, relief actors largely ignored the instrumentalisation of humanitarianism and the use of sovereignty and Global War on Terror (GWOT) narratives to rationalise the slaughter of thousands. The lack of accountability for and reflection on the humanitarian  operation  in Sri Lanka will likely complicate future relief efforts and add to the suffering of  civilians in other crisis settings.     Abstract: Multifactor authentication (MFA) is one of the most secure authentication methods. It covers a wide range of topics in a cyber-connected environment, such as online payments, communications, and access right management, among others. Multifactor authentication is usually a little complicated because it necessitates an extra step on the part of the user. With two-factor authentication, in addition to the user ID and password, the user must additionally input a special code that they usually receive through SMS or a special code that they have received in advance. This paper will explore the concept of MFA, key differences between MFA and two facto authentication (2FA), MFA benefits, and the necessity of utilizing it.     [cat] Aquest estudi pretén rescatar la figura oblidada de l’escriptora argentina Norah Lange (1905-1972), no tant pel que significà com a activista cultural de la Buenos Aires dels anys vint, dins el cercle ultraista comandat per Borges, sinó per la validesa i l’originalitat de la pròpia obra. Lange té el valor de ser la primera dona argentina que conrea una prosa avantguardista. Creà una obra personalíssima, estranya, plena d’imatges al•lucinades i de frases inquietants, i tot plegat amb un estil molt alt. S’hi examina tota la trajectòria en prosa, sense oblidar-ne cap títol. Des del realisme heterodox de la seva primera novel•la Voz de la vida (1927) fins a la prosa més sofisticada i rupturista de la segona etapa, amb la darrera novel•la, pòstuma, El cuarto de vidrio, hi trobam una gradació de tècniques i elements avantguardistes, que s’imbriquen i perfeccionen fins arribar a la modalidat fantàstica que en caracteritza la producció final. El treball intenta ubicar l’autora en el context literari que li correspon. Les novel•les de Lange, de la segona etapa, s’adscriuen dins el gènere fantàstic, el qual posà de moda i desenvolupà el seu amic Jorge Luis Borges, per Amèrica del Sud. És d’aquesta manera, a través de totes les seves innovacions estilístiques, adreçades a aconseguir una obra inquietant i rupturista, que Lange s’anticipa al boom llatinoamericà i és una precursora de la nova novel•la.[spa] Este estudio pretende rescatar la figura olvidada de la escritora argentina Norah Lange (1905-1972), no tanto por lo que significó como activista cultural de la Buenos Aires de los años veinte, dentro del círculo ultraísta comandado por Borges, sino por la validez y originalidad de su propia obra. Desde el realismo heterodoxo de su primera novela Voz de la vida (1927) hasta la prosa más sofisticada y rupturista de su segunda etapa, con una novela última y póstuma, El cuarto de vidrio, se produce una gradación de técnicas y elementos vanguardistas, que se irán imbricando y perfeccionando hasta desembocar en el modo fantástico que caracterizará su producción final. Hemos intentado ubicar a la autora en el contexto literario que le corresponde. Así, las novelas de Lange, de esta segunda etapa, se adscriben al género fantástico puesto de moda en el Cono Sur de América, y desarrollado por su amigo Jorge Luis Borges. De este modo, con todas sus innovaciones estilísticas, dirigidas al logro de una obra inquietante y rupturista, Lange se anticipa al boom latinoamericano y puede ser considerada, por ello, una precursora de la nueva novela.[eng] This study intends to rescue the forgotten figure of the Argentinian writer Norah Lange (1905-1972). This is not so much for what she meant as a cultural activist in the Buenos Aires of the 20's being part of the altruist circle lead by Borges, but for the validity and originality of her own work. Lange has the courage of being the first Argentinian woman who cultivates an avant-garde prose. She created a very personal life's work, very odd, full of hallucinated images and eerie sentences, all of it with very high style. In this sense, all of her prose trajectory is examined without forgetting any of her titles. From the heterodox realism of her first novel, Voz de la vida (1927), to her most sophisticated and breaking prose of her second period with her last and posthumous, El cuarto de vidrio, there is a gradation in her techniques and avant-garde elements which will be imbricating and perfecting to the point of flowing into the fantastic mode which will characterize her final production. We have tried to place the author in the corresponding literary context. This way, Lange's novels of this second period are assigned to the fantastic genre which was in fashion in the South of America and which was developed by her friend Jorge Luis Borges. With all of her stylistic innovations, directed to achieving a breaking and eerie work, Lange anticipates to the latinamerican boom and can be considered a precursor of the new novel

    Carta dirigida al fray Junípero Serra, presidente de las misiones en Monterrey, que confirma la aprobación real para ocupar el puerto de San Francisco y fundar allí dos misiones. Detalla la asignación de dos mil pesos procedentes de fondos piadosos, mil para cada misión, y ordena a Serra llevar una cuenta formal de todos los gastos relacionados con su establecimiento. El autor también menciona la expedición terrestre del capitán Juan Bautista de Anza desde Sonora hasta Monterrey como parte del esfuerzo general por consolidar la frontera septentrional de la Nueva España. La carta se acompaña de un índice que registra la correspondencia oficial enviada a Serra sobre el establecimiento de misiones en San Francisco, San Diego y San Gabriel; el envío de embarcaciones con víveres desde San Blas; la promoción de la agricultura y la cría de ganado para la autosuficiencia; la recepción de prendas proporcionadas por los indígenas; y las felicitaciones por nuevos descubrimientos y conversiones. —— Letter to Fray Junípero Serra, president of the missions in Monterey, confirming royal approval for occupying the port of San Francisco and founding two missions there.     Dataset Characteristics for Reliable Code Authorship Attribution

    Code authorship attribution aims to identify the author of software source code according to the author's unique coding style characteristics. The lack of benchmark data in the field, forced researchers to employ various resources that often did not reflect real programming practices. Throughout the years, research studies have used textbook examples, students' programming assignments, faculty code samples, code from programming competitions and files retrieved from open-source repositories as research objects. The diversity of the data raised concerns about the feasibility of capturing the appropriate data characteristics to reliably evaluate code attribution. In this paper, we investigate these concerns and analyze the effect of the dataset characteristics and feature elimination techniques on the accuracy of code attribution. Unlike the majority of the work done in this field, which mainly concentrates on designing new features, we explore the nature of the data used in previous studies and assess the factors that influence the attribution task. Within this analysis, we investigate the robustness of three feature sets regarded as reliable benchmarks in the attribution research. Based on our findings, we define a process for deriving a reduced set of features for accurate and predictable attribution and make recommendations on the dataset characteristics
