    Istituzione di parchi naturali e insorgenza di conflitti ambientali in aree costiere. Il caso del Parco Nazionale della Costa Teatina

    In questo articolo analizziamo e classifichiamo i conflitti sorti dopo l’istituzione del Parco Nazionale della Costa Teatina e gli attori coinvolti. Mentre la funzione del parco nella tutela dell’habitat (sia per il suo stesso interesse che per i benefici per la popolazione) è solo brevemente discussa, il conflitto sviluppatosi tra i diversi attori coinvolti a partire dalla costituzione dell’area rappresenta il focus principale dell’articolo. Tentiamo di illustrare quanto complessa sia la realtà con cui ci si deve confrontare quando si tenti di istituire un parco naturale o una riserva in aree costiere caratterizzate da una lunga storia di attività e insediamenti umani. Esaminiamo anche l’ipotesi che conflitti di questo tipo possano essere indicativi di un peculiare insieme di condizioni (la mancanza di consenso – a livello locale – sulla necessità di tutela ambientale e sviluppo sostenibile; l’assenza di uno stringente e incontestabile bisogno del parco che prevarrebbe su conflitti e dissensi) proprie di contesti che, come quello italiano, sono contraddistinti da una lunga storia insediativa, da un’economia matura e da forti tradizioni democratiche. Il presente articolo in parte si basa (su) e sviluppa la ricerca (Montanari and Staniscia 2013b) condotta nell’ambito del progetto SECOA - Solutions for Environmental Contrasts in Coastal Areas: Global change, human mobility and sustainable urban development, finanziato dal Settimo Programma Quadro per la Ricerca e lo Sviluppo Tecnologico dell’Unione Europea, nel Programma “Cooperazione”, tema “Ambiente (inclusi i cambiamenti climatici)”. Partendo dai risultati di tale ricerca e tentando di valutare le ragioni e i fattori che sottendono i conflitti ambientali, l’articolo propone: a) un’analisi del conflitto in corso, collocandolo nel dibattito scientifico attuale; b) una tassonomia dei principali attori coinvolti, con le loro posizioni e le loro alleanze; c) un confronto tra il caso del Parco Nazionale della Costa Teatina e altri due casi (in America e in Asia)

    From global to local: human mobility in the Rome coastal area in the context of the global economic crisis

    This paper focuses on the way problems caused by global changes overlap with local problems in coastal zones. It verifies the existence and dimensions of the global-local phenomenon by examining the impact of the recent international economic crisis on the core and ring administrative subdivisions of the coastal zone of the Rome metropolitan area from 2008 to 2010. In particular, it compares housing market trends with available statistics on tourism and migration to provide an indicator of the economic crisis. The results of the research show that to some extent, there is a connection between a drop in house prices and a decreased flow of human mobility

    Il tema dei conflitti ambientali sta assumendo sempre più rilevanza nel dibattito scientifico e in quello pubblico. A partire dagli anni Novanta del Novecento il numero di conflitti ha registrato un continuo aumento, inducendo alcuni autori a sostenere che i conflitti ambientali-territoriali sono diventati più importanti di quelli sociali. I conflitti ambientali – o ambientali-territoriali, come alcuni li definiscono – sono quelli che hanno a oggetto il territorio e come soggetti i diversi gruppi che compongono le comunità locali o la comunità locale nella sua totalità e attori – pubblici o privati – esterni al territorio. Possono riguardare opere e infrastrutture percepite come un rischio per le risorse naturali, paesaggistiche, storico-culturali e per la salute ma, anche, interventi percepiti come potenzialmente dannosi per l’economia locale. I livelli di governo coinvolti sono, generalmente, diversi così come i gruppi di stakeholders. Ma cosa accade quando le opere da realizzare non sono dannose per il territorio e per la salute ma sono, addirittura, utili per la tutela ambientale? A una domanda di questo tipo verrebbe, intuitivamente, da rispondere che le comunità locali sono favorevoli, proprio per la logica che sottende ai conflitti. Non è, però, questo che si rileva nella realtà. Ed è, questo, il tema che si affronta in questo saggio: cosa accade quando si decide di istituire un’area protetta? E quando tale istituzione riguarda contesti antropizzati? Il volume affronta il tema dei conflitti ambientali legati all’istituzione e all’esistenza di aree protette con un preciso riferimento territoriale alla costa teatina (in provincia di Chieti, in Abruzzo)

    Citizen participation and awareness raising in coastal protected areas. A case study from Italy

    In this chapter, part of the research carried out within the SECOA project (www.projectsecoa.eu) is presented. Attention is devoted to methods and tools used for supporting the participatory process in a case of environmental conflict related to the definition of boundaries of a coastal protected area: the Costa Teatina National Park, in Abruzzo, central Italy. The Costa Teatina National Park was established by the National Law 93/2001. Its territory includes eight southern Abruzzo municipalities and covers a stretch of coastline of approximately 60 km. It is a coastal protected area, which incorporates land but not sea, characterized by the presence of important cultural and natural assets. The Italian Ministry of Environment (1998) defines the area as “winding and varied, with the alternation of sandy and gravel beaches, cliffs, river mouths, areas rich in indigenous vegetation and cultivated lands (mainly olives), dunes and forest trees”. The park boundaries were not defined by the law that set it up, and their determination has been postponed to a later stage of territorial negotiation that has not ended yet (Montanari and Staniscia, 2013). The definition of the park boundaries, indeed, has resulted in an intense debate between citizens and interest groups who believe that environmental protection does not conflict with economic growth and those who believe the opposite. That is why the process is still in act and a solution is far from being reached. In this chapter, the methodology and the tools used to involve the general public in active participation in decision making and to support institutional players in conflict mitigation will be presented. Those tools have also proven to be effective in the dissemination of information and transfer of knowledge. Results obtained through the use of each instrument will not be presented here since this falls outside the purpose of the present essay. The chapter is organized as follows: in the first section the importance of the theme of citizen participation in decision making will be highlighted; the focus will be on participation in the processes of ICZM, relevant to the management of coastal protected areas. In the second section a review of the most commonly used methods in social research is presented; advantages and disadvantages of each of them will be highlighted. In particular, the history and the evolution of the Delphi method and its derivatives are discussed; focus will be on the dissemination value of the logic underlying such iterative methods. In the third section the tools used in the case of the Costa Teatina National Park will be presented; strengths and weaknesses will be highlighted and proposals for their improvement will be advanced.     L’Europa dello sviluppo locale. I patti territoriali per l’occupazione in una prospettiva comparata

    L’Europa degli anni novanta ha assistito al progressivo affermarsi di una nuova idea di sviluppo: uno sviluppo attento alla dimensione sociale e ambientale – e non più solo a quella economica – dell’esistenza umana; comprensivo dei territori e dei contesti locali, quegli spazi nei quali le popolazioni vivono e interagiscono, e non più solo della dimensione transnazionale e globale dei fenomeni; ispirato a un approccio integrato delle politiche, in una logica di tipo bottom up, tesa alla valorizzazione del potenziale endogeno, con i concetti di partnership e governance sullo sfondo. Tale idea di sviluppo ha origine da un intenso dibattito intellettuale che, rimasto nella penombra durante i liberisti anni ottanta, riesce a vedere la luce nell’Europa riformista degli anni novanta. Nasce da una visione del mondo, dirompente e anticipatrice, di un leader, Jacques Delors, e dalla condivisione di quell’idea da parte della sinistra europea che quel leader ha sostenuto. Il volume rivela quella visione del mondo, spiegandone i presupposti logici e rinvenendone i fondamenti teorici. Di questa nuova idea di sviluppo sono espressione i Patti territoriali per l’occupazione, introdotti dall’Unione Europea, prima, come azione pilota, e riconosciuti poi nella mainstream dei Fondi strutturali.     Esclusivamente l’essere umano è in grado di sviluppare quella sensibilità che gli permette di esprimere e di comprendere il gusto. Forse questa è la qualità che ci differenzia maggiormente dagli animali. Soltanto un essere umano che sia riuscito ad elevarsi oltre la propria condizione bestiale è in grado di riconoscere la qualità. La geografia in questo caso indica lo spazio della qualità, la filiera di quei prodotti che si legano al territorio. Per primo Ludovico Ariosto nel suo Orlando Furioso definisce il buon gusto in riferimento alla poesia, quindi sensibilità a ciò che è bello. Il cibo di qualità è una necessità culturale, certamente non una necessità biologica come avviene per gli altri esseri viventi, bestie o umanoidi imbestialiti. Il cibo come desiderio di conoscenza, quindi necessità di miglioramento delle proprie condizioni economiche, sociali e culturali. Questo volume raccoglie i risultati delle attività di ricerca svolte tra il 2005 e il 2007, coordinate da Armando Montanari, e a cui hanno partecipato Nicolò Costa e Barbara Staniscia. Questi studi hanno avuto come oggetto la verifica della possibilità di costituire nel territorio del Comune di Atessa un “Centro di formazione e di ricerca per lo sviluppo della cultura enogastronomica e per la valorizzazione dei prodotti di qualità nell’ambito del mercato globale”, il Centro del Gusto. Il Centro in molte occasioni è stato anche definito Università del Gusto. Il significato di Università non è stato però utilizzato pensando ad un Istituto di studi superiori da dividere in facoltà, quanto piuttosto ad una Corporazione o associazione di arti e mestieri. Quindi Universitas, atis nel significato di universalità e di totalità. Infatti gli artefici delle produzioni enogastronomiche di qualità sono distribuiti su tutto il territorio, non può essere la prossimità fisica a costituire un elemento discriminante, e neppure un singolo prodotto che sia per esempio il vino, l’olio, i formaggi, o qualsiasi altro. La discriminante unica è la qualità, e la qualità è presente, o non è presente, certamente non si può improvvisare. Allora la universalità si raggiunge attraverso la organizzazione di un cluster, di una rete, che può avere certamente una dimensione regionale ma anche sopraregionale

Our study identifies and documents the complex, dynamic relationships that exist between the various stakeholders, and discusses the reasons behind the difficulty in coming to an agreement on the park boundaries, a necessary step before the park can be properly established. The example of the Costa Teatina National Park is illustrative of a common set of problems that are likely to be encountered when attempting to institute a nature park in a coastal area with existing human activity and habitation. However, it should also be considered that in each situation, there are unique features that can influence the way the local population reacts to the creation of a park. In the case of the Costa Teatina National Park, there appear to be two main factors contributing to the conflicts: 1) a lack of consensus, locally, as to the need for environmental protection and a sustainable economy, and 2) the absence of an overwhelming, pressing need for the park that would override potential conflict and opposition. © 2019 Elsevier Lt
