    Mr. Spillane was appointed as the Federal Aviation Administration’s (FAA) Senior Representative to Southeast Asia in 2015. In his position in Singapore, he is responsible for promoting the agency’s bilateral efforts with 11 states in Southeast Asia and multilateral efforts with international organizations such as Asia-Pacific Economic Cooperation (APEC) and the Association of Southeast Asian Nations (ASEAN) to improve aviation safety, system efficiency, and harmonization. He was previously posted in Tokyo as the FAA Sr. Representative to the Pacific Rim, where he was responsible for managing the FAA’s bilateral relationships with 18 countries in a geographic area that included Japan, Korea, the Philippines, Papua New Guinea, and the Pacific Islands. Mr. Spillane has served the United States for more than 28 years, with 20 years’ experience in various operational air traffic management, airspace management, and air traffic flow management roles with civil and military air navigation service providers in the United States, Germany, and the United Kingdom. Mr. Spillane is also a Mansfield Fellow, completing a two-year program where he studied Japanese language and culture, and spent one year working inside the Japanese Ministry of Transport and Japan Aerospace Exploration Agency, where he focused on air transportation modernization issues. He holds a Bachelor of Science from Embry-Riddle Aeronautical University, and a Master of Science in International Relations from the S.     Michael J. Kuhar, Ph.D., is a neuroscientist, author, and Candler Professor of Neuropharmacology, School of Medicine at Emory University; Georgia Research Alliance Scholar; Senior Fellow, Center for Ethics at Emory; and Affiliate Researcher, Yerkes National Primate Research Center of Emory University. Dr. Kuhar has spent more than four decades as a neuroscience and neuropharmacology researcher. His studies have focused on the cellular and anatomical bases of addiction in order to pave the way for a new class of drugs to target addiction and obesity through a better understanding of CART peptides. These specific peptides are neurotransmitters that have been implicated in the regulation of feeding, body weight, drug reward and stress. With his more than 900 scientific publications, Dr. Kuhar is the most cited researcher at Emory. He has trained more than 60 students, research fellows and visitors, and he is the author of The Addicted Brain, Why we abuse drugs, alcohol, and nicotine (2012 Pearson Education/FT Press) and The Art and Ethics of Being a Good Colleague (2013 CreateSpace Independent Publishing Platform). His latest book is the basis for the "Michael Kuhar on Getting Collegial" article in the Spring 2014 issue of Emory Magazine. In 2011, Dr. Kuhar received the Nathan B.     Thomas Mieczkowski, PhD, is Professor Emerita and Former Chair of Criminology at the University of South Florida. He is a researcher and academic whose interests have included drug smuggling, theories of syndicated crime organizations, drug distribution organizations and methods, drug epidemiology, the validation of various drug detection technologies with an emphasis on ion mobility spectrometry and radioimmunoassay of hair, and the estimation of drug prevalence and incidence using bioassays and survey methods. Dr. Mieczkowski has published over 100 scholarly articles, book chapters, and three books. In 1993 he published Drugs, Crime, and Social Policy (Allyn and Bacon), in 1999 a book with CRC Press on bioassay technology titled Drug Testing Methods: Assessment and Evaluation, and most recently a book with Dr. Robert Dupont and Dr. Richard Newel on drug testing in the criminal justice system with Hazelden Press. Since receiving his Ph.D. from Detroit's Wayne State University in 1985, Dr. Mieczkowski has received more one million dollars in research funding. He is an active member of the International Association of Forensic Toxicology, The British Academy of Forensic Sciences, The European Hair Research Society, and The American Society of Criminology. He is the editor of the International Journal of Drug Testing. Dr. Mieczkowski has been an active consultant including consultations with both governmental and private agencies. He has consulted for the National Institute on Drug Abuse, the National Institute of Justice, the American Probation and Parole Association, The American Correctional Association, The American College of Public Health, The Criminal Justice Statistics Research Association, and several private corporations including Michelin Tire and the Anheuser Busch Corporation. Dr. Mieczkowski has lectured internationally, including invited lectures at the Royal Society of Medicine in London, the National Youth Center in Tokyo, and to a consortium of police executives in the United Arab Emirates. He serves on the boards of the Stapleford Charitable Trust in Great Britain, and the Stapleford Foundation in the United States. He is a former board member of the Hair Research Society.     Ronald Akers, PhD, is Emeritus Professor, Criminology and Law, at the University of Florida and Professor, Criminology and Sociology at the University of South Florida. Dr. Akers earned his PhD in Sociology from the University of Kentucky. Virtually every criminology graduate student in the United States and Europe will read Dr. Ronald Akers’ text, Deviant Behavior: A Social Learning Approach. Every criminology textbook discusses his theoretical and empirical work on social learning theory. His book Drugs, Alcohol and Society has become the mainstay for social science understanding of the interplay between alcohol and drug usage and broader societal issues, and his Criminological Theories: Introduction and Evaluation represents the most complete overview of major criminological theories available today. Widely recognized as one of the top criminologists in the world today, Akers is also a dedicated teacher on both the undergraduate and graduate levels and a consummate scholar dedicated to original research and development of intellectual content that is at the leading edge of his field. Over the past three decades, he has proposed, developed, revised and tested his social learning theory of crime and deviance in several different research settings. Social learning has become one of the principal explanations of criminal and deviant behavior in the literature, and in recent years has been the first or second most frequently tested theory by criminological researchers and scholars. The major recent product of his work on the theory is the 1998 publication of Social Learning and Social Structure, which reviews the development of social learning theory, critiques of it, and its empirical validity, and also offers a new integrated theoretical model of social structure and social process in crime and deviance. Gold is a former professor in the Department of Neuroscience, distinguished professor, and chairman of the Department of Psychiatry at the University of Florida (UF) College of Medicine, where he founded the Division of Addiction Medicine.     Loretta Finnegan, M.D., is a champion of medication-assisted treatment with methadone, developing her scoring system for newborns more than 40 years ago. The Finnegan Neonatal Abstinence Scoring System (FNASS) assigns a numerical score to 21 clinical signs, and babies are treated accordingly. Developing the test was an important step in making sure that these babies were treated with morphine, if necessary, to manage the symptoms of withdrawal. The work of Dr. Finnegan goes far beyond the Finnegan score. When Dr. Finnegan first started an opioid treatment program at Thomas Jefferson University in Philadelphia, 44 years ago, she opened a landmark program for pregnant women addicted to opioids. Since then, the program, called Maternal Addiction Treatment Education and Research (MATER), has included intensive outpatient treatment as well as residential treatment.     Don C. Des Jarlais, Ph.D., is a leader in the fields of AIDS and injecting drug use, and has published extensively on these topics including articles in The New England Journal of Medicine, JAMA, Science, and Nature. He is active in international research, having collaborated on studies in many different countries. He serves as a consultant to various institutions, including the U.S. Centers for Disease Control and Prevention, the National Institute of Drug Abuse, the National Academy of Sciences, and the World Health Organization. Dr. Des Jarlais’ research has received numerous awards, including a New York State Department of Health Commissioner’s award for promoting the health of persons who use drugs. He formerly served as a commissioner for the National Commission on AIDS; as a core group member of the UNAIDS Reference Group on HIV and Injecting Drug Use; and as a member of the President’s Emergency Plan for AIDS Relief (PEPFAR) Scientific Advisory Board.He is currently Associate Director, Infectious Disease Epidemiology and Social-behavioral Theory Core at the Center for Drug Use and HIV Research (CDUHR).     Maxine L. Stitzer, PhD, is a founding faculty member of the Behavioral Pharmacology Research Unit, a nationally recognized substance abuse research laboratory within the Department of Psychiatry and Behavioral Sciences at the Johns Hopkins University School of Medicine. Her research interests during a successful 40+ year career focused on both pharmacological and behavioral approaches to the treatment of substance use disorders including opioid, stimulant and tobacco use disorders. She has been continuously supported as Principal Investigator (PI) on numerous grants, published over 300 papers in refereed scientific journals and received several awards for her scholarly contributions. She is best known for her pioneering work on Contingency Management in substance abuse treatment, an approach designed to enhance motivation for positive behavior change and a topic that she continues to pursue. Since 1999, she has collaborated with Robert Schwartz, MD as Multiple PI of the Mid Atlantic Node of the National Institute on Drug Abuse (NIDA) Treatment Clinical Trials Network (CTN), in which multi-site clinical trials are conducted that test the effectiveness of substance abuse treatments implemented in community settings. Her research overall has advanced the understanding of substance use disorders and promoted adoption of evidence-based treatments into clinical practice.
