    Grace Spena grew up with an interest in health sciences, first wanting to be a medical laboratory technologist and later a registered nurse after attending an open house on nursing at Saint Agnes Hospital, where she volunteered as a teenager. Upon completing her education in 1971 from the Jefferson Diploma School of Nursing, Ms. Spena began her career as a Staff Nurse in the Surgical ICU at Jefferson Hospital. She then went to Medical College of Pennsylvania, working as a Staff Nurse in the combined Medical/Surgical ICU and later as the Head Nurse of the 3 West Medical/Surgical unit. After completing her Bachelor’s in Nursing at Villanova University in 1980, Ms. Spena became the Assistant Director for Nursing at Northeastern Hospital. Before long she decided to pursue a Master’s degree in Nursing, also at Villanova. She subsequently worked as a Clinical Director at Saint Mary’s Hospital and as Vice President of Patient Care Services at Saint Agnes Hospital before shifting her career path to be a consultant for nursing at Sacred Heart Hospital’s Surgical Services area and at Patuxent River Naval Base Hospital’s OB/GYN unit, after which she became the Director of Surgical Services at Sacred Heart Hospital until the closure of the hospital in May 1994. After a period of unemployment, due primarily to changes in the healthcare industry which caused a significant impact on healthcare workforce and acute care hospitals, Ms. Spena transitioned to academia working as the College Nurse at Montgomery County Community College. After returning to Jefferson Hospital as the Nurse Manager for the Post-Anesthesia Care Unit (PACU) for almost two years, Ms. Spena finished her career back at Montgomery County Community College managing health and wellness initiatives.     In its judgement No. 63/2022, the Italian constitutional court advances a reading of Art. 12 of Legislative decree No. 286/1998 (Tuimm) according to which a distinction should be made between mere facilitation, punished in par. 1 and seen as revolving around the “altruistic” conduct of an “individual” author, and smuggling of migrants, which the Court argues to be specifically criminalized instead in paragraphs 3, 3 bis and 3 ter, and to be evoking “scenarios of involvement of criminal organizations.” This paper raises some criticisms of this reading, showing how it, in addition to not being necessary for the Court’s purpose of showing the unconstitutionality of the two aggravating factors under censure (use of international transportation services and use of counterfeit documents), does not fit to explain the actual contents of Art. 12 Tuimm

    Estimation of Electricity Generation in Libya Using Processing Technology of Wind Available Data: the Case Study in Derna

    AbstractThis paper is concerned with the processing technology of wind available data as a means to estimate the electricity generation in Derna site - Libya, which are located on the coast of Mediterranean Sea. The work presented long term wind data analysis in terms of annual, seasonal and diurnal variations at these sites. The wind speed and wind direction each 3hours data for a period of 10 years between 2000 and 2009 were used in the analysis. Weibull parameters at different heights has been studied and used to describe the distribution and behavior of wind speed and their frequencies. Wind turbine energy production at different heights has been calculated using a Weibull distribution (Weibull Statistics Techniques). The total energy output per year from the wind machines of different sizes and at different hub heights were compared. This research work revealed that the lower rated speed for the wind energy conversion system (WECS) of the same height, the higher the capacity factor values, in most cases. This work used also a new analytical method of (Spena & Ahwide's method) for the estimation of the available wind energy potential. The results of both previous mentioned method's were compared. Moreover, the expected cost in $ Dollar/kWh for both wind machines have been calculated, which have different characteristics but the same power level of 1650kW. It was hoped that the data analysis can help to identify good sites in Libya for new wind turbine installations. This evaluation was helpful to trigger the use of large wind turbines at the selected sites along the coasts of Mediterranean

    In questo articolo mi propongo di sottoporre a vaglio critico, da prospettiva penalistica, la retorica dello smuggling umanitario, utilizzata nei mesi scorsi da una parte dell’opinione pubblica per criminalizzare l’operato delle Ong attive nel Mar Mediterraneo nel salvataggio di migranti in distress. Più in particolare, cercherò di capire se regga, da un punto di vista giuridico-penale, la qualificazione di questo operato come « favoreggiamento dell’immigrazione clandestina » rilevante ai sensi dell’art. 12 Tuimm, o se non si diano invece le condizioni per considerarlo scriminato, o comunque penalmente lecito. Al termine del lavoro, indicherò quelle che, a mio avviso, costituiscono le ragioni politico-criminali più profonde che stanno alla base di questo tipo di vicende.The Author provides a critical analysis, from a criminal law perspective, of the politically driven tendency to criminalize as humanitarian smuggling the actions taken by NGOs to save unwanted migrants from drowning in the Mediterranean Sea during their journey to Italy. More specifically, the Author tries to figure out whether this kind of actions should be more properly qualified as «aiding and abetting illegal immigration», pursuant to art. 12 of the Italian consolidated law on immigration (Italian Legislative Decree No. 286/1998), or as permissible actions covered by a criminal defense. Finally, in the closing section of this paper, the Author focuses on what he believes are the criminal-political reasons underlying the whole debate

    La crimmigration e l'espulsione dello straniero-massa

    The article primarily aims at offering a theoretical reconstruction of the fundamen- tal characteristics of the so-called crimmigration strategy, as it appears in Italian law. The author’s main thesis is that what differentiates this strategy from the ways in which Italy has traditionally dealt with undesired foreigners is not so much the instruments that are deployed, but the way in which the foreigner him/herself is conceived: not as an individual, but as a “mass-foreigner”. The paper goes on to show how this new conception has affected the legal regulation of expulsions, as it has emerged, in Italy, during the last thirty years. Finally, the author tries to locate crimmigration within the context of the broader political conceptions that underlie it, by showing that certain key political concepts (such as those of border, security, sovereignty) take on a different meaning when used for crimmigration purposes
