The nexus between the rights to life and to a basic education in South Africa
This article aims at exploring the nexus between the fundamental rights to life and to a basic education within the ambit of the legal framework created by both the Constitution of the Republic of South Africa, 1996 and the South African Schools Act 84 of 1996. Attention is drawn to the role of the law to order the living world humans live in an thus creating an emancipated framework allowing individuals a moral and self-sufficient life.The overarching goal of the supreme Constitution is to improve the quality of life of all citizens and ultimately to free everyone�s potential. In order to reach this goal and allow everyone to live a dignified life that it is worth living, the importance of education is highlighted. As important source of education law, the objectives of the Schools Act, namely to (a) provide education of a progressively high quality, (b) lay a strong foundation for the development of humans� talents and capabilities, (c) advance democratic transformation, (d) combat discrimination and intolerance, (e) assist the eradication of poverty and the well-being of society, (f) uphold learner rights and (g) promote the acceptance of responsibility are discussed and their practical realisation scrutinised. This lead to the author to establish the nexus between the two fundamental rights and to delineate the prominence of the delivering of a progressively high quality of education is provided to all South Africans to enhance their quality of life. By taking regard of the role of the law in the sphere of education, the duties placed on all educational role-players to take responsibility for the delivery of educational services and be accountable therefore, are highlighted. The value of education was in this regard stressed in order to enable humans to take responsibility for their own lives, the conditions under which they live, the choices they make and the changes they bring about to better their lives
Asymmetries in the Italian regional system and their role model
The chapter illustrates the multidimensional and devolutionary asymmetry characterising Italian regionalism, both in terms of constitutional law and of powers transferred to and used by the regions. The chapter also argues that, over the past 70 years, the constitutional picture of Italian regionalism has become increasingly complex, considering that each special region has 6 Erika Arban, Giuseppe Martinico, and Francesco Palermo developed its own degree of autonomy, and the constitutional reform in 2001 has made it institutionally possible to differentiate the distribution of competences among the ordinary regions as well. The Institutional Framework for Doing Sports Business: Principles of EU Competition Policy in Sports Markets
The competition rules and policy framework of the European Union represents an important institutional restriction for doing sports business. Driven by the courts, the 2007 overhaul of the approach and methodology has increased the scope of competition policy towards sports associations and clubs. Nowadays, virtually all activities of sports associations that govern and organize a sports discipline with business elements are subject to antitrust rules. This includes genuine sporting rules that are essential for a league, championship or tourna-ment to come into existence. Of course, ‘real’ business or commercial activities like ticket selling, marketing of broadcasting rights, etc. also have to comply with competition rules. Regulatory activities of sports associations comply with European competition rules if they pursuit a legitimate objective, its restrictive effects are inherent to that objective and proportionate to it. This new approach offers important orientation for the strategy choice of sports associations, clubs and related enterprises. Since this assessment is done following a case-by-case approach, however, neither a blacklist of anticompetitive nor a whitelist of procompetitive sporting rules can be derived. Instead, conclusions can be drawn only from the existing case decisions – but, unfortunately, this leaves many aspects open. With respect to business activities, the focus of European competition policy is on centralized marketing arrangements bundling media rights. These constitute cartels and are viewed to be anticompetitive in nature. However, they may be exempted from the cartel prohibition on efficiency and consumer benefits considerations. Here, a detailed list of conditions exists that centralized marketing arrangements must comply with in order to be legal. Although this policy seems to be well-developed at first sight, a closer look at the decision practice reveals several open problems. Other areas of the buying and selling behavior of sports associations and related enterprises are considerably less well-developed and do not provide much orientation for business. Systems biology of breast cancer
Breast cancer, with an alarming incidence rate throughout the globe, has attracted significant investigations to identify disease specific biomarkers. Among these, oestrogen receptor (ER) occupies a central role where overexpression is a prognostic indication for breast cancer. The cross-talk between the responsible contenders of ER-associated genes potentially play an important role in the disease aetiology. Investigation of such cross talk is the focus of this thesis. The development of high throughput technologies such as expression microarrays has paved the way for investigating thousands of genes at a time. Microarrays with their high data volume, multivariate nature and non-linearity pose challenges for analysing using conventional statistical approaches. To combat these challenges, computational researchers have developed machine learning approaches such as Artificial Neural Networks (ANNs). This thesis evaluates ANNs based methodologies and their application to the analysis of microarray data generated for breast cancer cases of differing oestrogen receptor status. Furthermore they are used for network inferencing to identify interactions between ER-associated markers and for the subsequent identification of putative pathway elements. The present thesis shows that it is possible to identify some ER-associated breast cancer relevant markers using ANNs. These have been subsequently validated on clinical breast tumour samples highlighting the promise of this approach
Verse Letter from Gregory of Nazianzus to Vitalianus
The article offers a complex view of the poetic letter of Gregory of Nazianzus II, II, 3 Ad Vitalianum, which has not yet been the subject of modern criticism. The letter is a plea by Vitalianus’ banished sons for their father to take them back. Based on the manuscript tradition, the article’s author concludes that the fictional author of the letter is the son Phocas rather than Peter. The disrupted relationship between father and sons is reflected in both the content of the poem and the forms of salutations used: the seemingly positive epithets φέριστε, μακάρτατε, and φίλε; forms of address which directly express a certain distance and coldness (μέγα φέρτατε, ὦ ἄνα), or even animosity towards the father (ὀλοώτατε δαῖμον, ὦ κακόβουλε). The poetic letter has a concentric structure (A; B; C; D; E; F; G; F´; E´; D´; C´; B´; A´), with individual components linked for the most part thematically. The letter is written in dactylic hexameter. The most frequently used metre in the verses is the holodactyl, and the most frequent caesura is the caesura post tertium trochaeum. As far as the breach of Hermann’s bridge in verses is concerned, and based on the understanding of the term ‘word’ in metrics, the author of the article concludes that in the majority of cases the breach is only ‘visual’, and cannot be detected when listened to. Gregory did not avoid three true hiatuses; and in two verses, in order to keep the rhythm of dactylic hexameter, it is essential to measure a long syllable as a short one. However, metric errors may be related to prosodic licence.

El Bullying infantil se ha convertido en un problema de gran relevancia en nuestra sociedad, afectando a niños de diversas edades y contextos socioeconómicos, generando un aumento en la carga de enfermedad, no solo en los niños y adolescentes si no en toda la población, ya que genera secuelas a corto, mediano y largo plazo, afectando así a todos los grupos etarios.
La historia colombiana se ha envuelto en un contexto de violencia multifactorial, dado por el conflicto armado, el narcotráfico, bandas criminales, la intolerancia ciudadana, entre otros; Colombia es considerado uno de los países más violentos a nivel mundial, con 30 mil homicidios al año en promedio (Rendón, 1999), es por ello por lo que identificar fenómenos violentos desde la escuela y generar estrategias para disminuir su presentación es de vital importancia.
El Bullying escolar es causa y consecuencia de comportamientos violentos durante la niñez y adolescencia, por la necesidad de aprobación, de encajar en estereotipos sociales y culturales, replicando conductas aprendidas en los hogares o en contextos sociales diversos, siendo la violencia y el contexto socioeconómico gatilladores para la presentación de este fenómeno complejo.
En este trabajo, se brindará una revisión de la literatura, iniciando por definiciones de violencia, generalidades del Bullying escolar y el marco legal colombiano que corresponde a este fenómeno, destacando la importancia de abordarlo como un evento de interés en salud pública. Asimismo, se expondrán los objetivos y la metodología utilizada para desarrollar este análisis, con la finalidad de generar un panorama del fenómeno del Bullying escolar en Colombia y realizar un paralelo con la situación actual en una institución americana específicamente en Detroit Michigan, Estados Unidos, siendo este uno de los países con mayor incidencia de Bullying con 250 mil casos registrados entre 2022 y 2023 por la ONG internacional Bullying sin fronteras.

School bullying is the cause and consequence of violent behavior during childhood and adolescence, due to the need for approval, to fit into social and cultural stereotypes, replicating behaviors learned at home or in diverse social contexts, with violence and the socioeconomic context being triggers. for the presentation of this complex phenomenon.
In this work, a review of the literature will be provided, starting with definitions of violence, generalities of school bullying and the Colombian legal framework that corresponds to this phenomenon, highlighting the importance of addressing it as an event of interest in public health. Likewise, the objectives and methodology used to develop this analysis will be presented, with the purpose of generating an overview of the phenomenon of school bullying in Colombia and making a parallel with the current situation in an American institution specifically in Detroit Michigan, United States, being This is one of the countries with the highest incidence of Bullying with 250 thousand cases registered between 2022 and 2023 by the international NGO Bullying without borders.
